【摘要】：《陪都十年建設(shè)計劃草案》（以下簡稱“陪都計劃”），是近代重慶第一部全面系統(tǒng)的城市總體規(guī)劃，是戰(zhàn)后都市計劃的重要代表之一。本文將陪都計劃視為近代中國都市計劃的重要文本，希望通過對陪都計劃的全面系統(tǒng)研究，深入分析戰(zhàn)后重慶城市規(guī)劃的發(fā)展及其影響，重點關(guān)注近代都市計劃的理論思想和技術(shù)方法在陪都計劃中的實踐，對近代都市計劃與重慶城市規(guī)劃的發(fā)展變遷進行梳理，并試圖從多角度對陪都計劃做出全面客觀分析和評價，為當(dāng)代城市規(guī)劃提供借鑒和思考。 本文是近代城市規(guī)劃的歷史研究，以《陪都十年建設(shè)計劃草案》為研究主體，以歷史資料為基礎(chǔ)，通過對原始資料的收集、考證和整理，運用城鄉(xiāng)規(guī)劃學(xué)、新史學(xué)、建筑學(xué)、城市社會學(xué)等多學(xué)科的理論與方法，重新構(gòu)建陪都計劃的歷史過程，以史帶論全面闡述陪都計劃。論文從理論基礎(chǔ)、歷史變遷和現(xiàn)實背景多個角度分析陪都計劃的制訂背景，研究陪都計劃的制訂過程、參與制訂機構(gòu)人員、主要內(nèi)容和實施計劃，并整理和總結(jié)戰(zhàn)后計劃的實施過程及內(nèi)容，分析陪都計劃對解放后重慶城市規(guī)劃與建設(shè)的影響。 通過研究，筆者認(rèn)為《陪都十年建設(shè)計劃草案》不僅是當(dāng)時科學(xué)技術(shù)的體現(xiàn)，同時也是對于當(dāng)時政治、經(jīng)濟和社會發(fā)展變化的回應(yīng)。陪都計劃依據(jù)戰(zhàn)時所形成的都市計劃理論和制度，在近代重慶城市發(fā)展的基礎(chǔ)上，針對重慶戰(zhàn)后發(fā)展中所存在的問題，對城市進行客觀科學(xué)的分析，提出一系列的計劃和措施。雖然陪都計劃及其后所擬定的詳細(xì)計劃實施不多，但對于當(dāng)時社會仍具有積極意義，而其中的城市規(guī)劃思想在解放后深刻影響了重慶的城市規(guī)劃與建設(shè)。 作為重慶歷史上第一部系統(tǒng)的城市總體規(guī)劃，，《陪都十年建設(shè)計劃草案》是抗戰(zhàn)勝利后較早編制完成和付諸實施的城市規(guī)劃文本，集中體現(xiàn)了近代都市計劃發(fā)展的成果，是近代中國都市計劃發(fā)展歷程中一部重要的都市計劃案，其影響了當(dāng)時和解放后重慶城市規(guī)劃與建設(shè)的發(fā)展，對于研究近代都市計劃的發(fā)展演變和重慶城市規(guī)劃與建設(shè)具有重要意義，對于當(dāng)今城鄉(xiāng)規(guī)劃仍具有參考和借鑒價值。 全文共分為六個部分對《陪都十年建設(shè)計劃草案》做出詳細(xì)論述。第一章緒論主要針對研究的目的、方法、意義以及既往研究綜述進行闡釋，確定研究內(nèi)容和框架；第二章是陪都計劃的背景，主要探討近代都市計劃發(fā)展對陪都計劃的理論影響，近代重慶城市發(fā)展為陪都計劃所奠定的基礎(chǔ)，并探討戰(zhàn)后重慶城市所面臨的挑戰(zhàn)和制訂計劃的動機；第三章分析陪都計劃的制訂與內(nèi)容，對于計劃編制的歷史過程、參與機構(gòu)人員和主要內(nèi)容進行分析，總結(jié)都市計劃的規(guī)劃思想和技術(shù)特征；第四章探討陪都計劃的實施與延續(xù)，分析計劃在戰(zhàn)后特殊背景下的實施方式、所擬定的詳細(xì)計劃及其實施情況，研究陪都計劃對于解放后重慶城市規(guī)劃與建設(shè)的影響；第五章以歷史的眼光評價陪都計劃的歷史地位，分析計劃的科學(xué)性和局限性，從陪都計劃中思考今天城市規(guī)劃的發(fā)展；第六章對論文進行總結(jié)，提出對研究的討論及其不足。

Although the proposed plan and the detailed plan after the implementation is not much, but for the society at that time still has a positive significance, and the thought of city planning after liberation has a profound impact on City planning and construction in Chongqing.
The overall planning of Chongqing city as the first in the history of the system, the "ten building plan > draft is completed after the victory of Anti Japanese War earlier and the implementation of the city planning text, embodies the achievements in the development of modern urban planning, urban planning is the development history of modern China in an important urban plan project, its influence the development of city planning and construction in Chongqing at that time and after the liberation, is of great significance for the research on the development and evolution of modern urban planning and Chongqing city planning and construction, still has reference value for today's urban and rural planning.
This paper is divided into six parts to make a detailed exposition on the "ten building plan draft >. The first one is introduction the main purpose of the research method, significance and review of previous studies on interpretation, determine the research content and framework; the second chapter is the project background, mainly discusses the effect of the theory of modern urban plan. The development plan, Chongqing city is the foundation of modern development plan for post-war Chongqing City, and to explore the challenges and plan of motivation; the third chapter analyzes the development and content of the plan, planning for historical process, participating institutions personnel and the main contents of analysis, summarize the characteristics of urban planning theory and technology the fourth chapter discusses the implementation of the plan; and the continuation of capital plan, implementation plan analysis in the postwar special background, with the proposed plan and its implementation. Study on the situation, plan for city planning and construction after the liberation of Chongqing; in the fifth chapter, the historical status of the history of the vision evaluation plan, plan analysis and the limitations of science, thinking of the development of city planning today from the capital plan; the sixth chapter to sum up the papers, with a discussion of research and its deficiency.
