【摘要】：《陪都十年建設(shè)計(jì)劃草案》（以下簡稱“陪都計(jì)劃”），是近代重慶第一部全面系統(tǒng)的城市總體規(guī)劃，是戰(zhàn)后都市計(jì)劃的重要代表之一。本文將陪都計(jì)劃視為近代中國都市計(jì)劃的重要文本，希望通過對(duì)陪都計(jì)劃的全面系統(tǒng)研究，深入分析戰(zhàn)后重慶城市規(guī)劃的發(fā)展及其影響，重點(diǎn)關(guān)注近代都市計(jì)劃的理論思想和技術(shù)方法在陪都計(jì)劃中的實(shí)踐，對(duì)近代都市計(jì)劃與重慶城市規(guī)劃的發(fā)展變遷進(jìn)行梳理，并試圖從多角度對(duì)陪都計(jì)劃做出全面客觀分析和評(píng)價(jià)，為當(dāng)代城市規(guī)劃提供借鑒和思考。 本文是近代城市規(guī)劃的歷史研究，以《陪都十年建設(shè)計(jì)劃草案》為研究主體，以歷史資料為基礎(chǔ)，通過對(duì)原始資料的收集、考證和整理，運(yùn)用城鄉(xiāng)規(guī)劃學(xué)、新史學(xué)、建筑學(xué)、城市社會(huì)學(xué)等多學(xué)科的理論與方法，重新構(gòu)建陪都計(jì)劃的歷史過程，以史帶論全面闡述陪都計(jì)劃。論文從理論基礎(chǔ)、歷史變遷和現(xiàn)實(shí)背景多個(gè)角度分析陪都計(jì)劃的制訂背景，研究陪都計(jì)劃的制訂過程、參與制訂機(jī)構(gòu)人員、主要內(nèi)容和實(shí)施計(jì)劃，并整理和總結(jié)戰(zhàn)后計(jì)劃的實(shí)施過程及內(nèi)容，分析陪都計(jì)劃對(duì)解放后重慶城市規(guī)劃與建設(shè)的影響。 通過研究，筆者認(rèn)為《陪都十年建設(shè)計(jì)劃草案》不僅是當(dāng)時(shí)科學(xué)技術(shù)的體現(xiàn)，同時(shí)也是對(duì)于當(dāng)時(shí)政治、經(jīng)濟(jì)和社會(huì)發(fā)展變化的回應(yīng)。陪都計(jì)劃依據(jù)戰(zhàn)時(shí)所形成的都市計(jì)劃理論和制度，在近代重慶城市發(fā)展的基礎(chǔ)上，針對(duì)重慶戰(zhàn)后發(fā)展中所存在的問題，對(duì)城市進(jìn)行客觀科學(xué)的分析，提出一系列的計(jì)劃和措施。雖然陪都計(jì)劃及其后所擬定的詳細(xì)計(jì)劃實(shí)施不多，但對(duì)于當(dāng)時(shí)社會(huì)仍具有積極意義，而其中的城市規(guī)劃思想在解放后深刻影響了重慶的城市規(guī)劃與建設(shè)。 作為重慶歷史上第一部系統(tǒng)的城市總體規(guī)劃，，《陪都十年建設(shè)計(jì)劃草案》是抗戰(zhàn)勝利后較早編制完成和付諸實(shí)施的城市規(guī)劃文本，集中體現(xiàn)了近代都市計(jì)劃發(fā)展的成果，是近代中國都市計(jì)劃發(fā)展歷程中一部重要的都市計(jì)劃案，其影響了當(dāng)時(shí)和解放后重慶城市規(guī)劃與建設(shè)的發(fā)展，對(duì)于研究近代都市計(jì)劃的發(fā)展演變和重慶城市規(guī)劃與建設(shè)具有重要意義，對(duì)于當(dāng)今城鄉(xiāng)規(guī)劃仍具有參考和借鑒價(jià)值。 全文共分為六個(gè)部分對(duì)《陪都十年建設(shè)計(jì)劃草案》做出詳細(xì)論述。第一章緒論主要針對(duì)研究的目的、方法、意義以及既往研究綜述進(jìn)行闡釋，確定研究內(nèi)容和框架；第二章是陪都計(jì)劃的背景，主要探討近代都市計(jì)劃發(fā)展對(duì)陪都計(jì)劃的理論影響，近代重慶城市發(fā)展為陪都計(jì)劃所奠定的基礎(chǔ)，并探討戰(zhàn)后重慶城市所面臨的挑戰(zhàn)和制訂計(jì)劃的動(dòng)機(jī)；第三章分析陪都計(jì)劃的制訂與內(nèi)容，對(duì)于計(jì)劃編制的歷史過程、參與機(jī)構(gòu)人員和主要內(nèi)容進(jìn)行分析，總結(jié)都市計(jì)劃的規(guī)劃思想和技術(shù)特征；第四章探討陪都計(jì)劃的實(shí)施與延續(xù)，分析計(jì)劃在戰(zhàn)后特殊背景下的實(shí)施方式、所擬定的詳細(xì)計(jì)劃及其實(shí)施情況，研究陪都計(jì)劃對(duì)于解放后重慶城市規(guī)劃與建設(shè)的影響；第五章以歷史的眼光評(píng)價(jià)陪都計(jì)劃的歷史地位，分析計(jì)劃的科學(xué)性和局限性，從陪都計(jì)劃中思考今天城市規(guī)劃的發(fā)展；第六章對(duì)論文進(jìn)行總結(jié)，提出對(duì)研究的討論及其不足。

The overall planning of Chongqing city as the first in the history of the system, the "ten building plan > draft is completed after the victory of Anti Japanese War earlier and the implementation of the city planning text, embodies the achievements in the development of modern urban planning, urban planning is the development history of modern China in an important urban plan project, its influence the development of city planning and construction in Chongqing at that time and after the liberation, is of great significance for the research on the development and evolution of modern urban planning and Chongqing city planning and construction, still has reference value for today's urban and rural planning.
This paper is divided into six parts to make a detailed exposition on the "ten building plan draft >. The first one is introduction the main purpose of the research method, significance and review of previous studies on interpretation, determine the research content and framework; the second chapter is the project background, mainly discusses the effect of the theory of modern urban plan. The development plan, Chongqing city is the foundation of modern development plan for post-war Chongqing City, and to explore the challenges and plan of motivation; the third chapter analyzes the development and content of the plan, planning for historical process, participating institutions personnel and the main contents of analysis, summarize the characteristics of urban planning theory and technology the fourth chapter discusses the implementation of the plan; and the continuation of capital plan, implementation plan analysis in the postwar special background, with the proposed plan and its implementation. Study on the situation, plan for city planning and construction after the liberation of Chongqing; in the fifth chapter, the historical status of the history of the vision evaluation plan, plan analysis and the limitations of science, thinking of the development of city planning today from the capital plan; the sixth chapter to sum up the papers, with a discussion of research and its deficiency.
