【摘要】：在金融資本全球化的國際壟斷資本主義時代,貨幣權(quán)力是主導(dǎo)權(quán)力,通過培育目標(biāo)國對母國的貨幣依賴,母國可以獲取與其政治經(jīng)濟實力相適應(yīng)的貨幣權(quán)力。貨幣依賴取決于全球經(jīng)濟的主要狀況、母國及目標(biāo)國之間的經(jīng)濟政治不對稱關(guān)系。人民幣國際化的現(xiàn)實路徑是通過選擇人民幣離岸市場的戰(zhàn)略支點,培育對人民幣的貨幣依賴,逐步脫離美元霸權(quán)。作者分別從戰(zhàn)略資源、政府獨立性、國家金融力量三個方面衡量目標(biāo)國(地區(qū))抗衡美國的實力基礎(chǔ),從政治外交關(guān)系、貨幣金融關(guān)系兩個方面衡量目標(biāo)國(地區(qū))與中國的雙邊關(guān)系,設(shè)計了16個具體指標(biāo),編制了人民幣離岸市場戰(zhàn)略支點指數(shù)(ROMSSI),對人民幣離岸市場的全球戰(zhàn)略布局進行定量分析。分析結(jié)果認(rèn)為,英國是全球目前最具優(yōu)勢的人民幣離岸市場目標(biāo)國,中國完全可以利用英國強大的金融優(yōu)勢、敏銳的競爭意識、強烈的共贏意識以及退出歐盟的沖擊,引導(dǎo)歐洲地區(qū)人民幣離岸市場的發(fā)展。
[Abstract]:In the era of international monopoly capitalism with the globalization of financial capital, monetary power is the dominant power. Home countries have access to monetary power commensurate with their political and economic power. Monetary dependence depends on the main conditions of the global economy, The realistic path of RMB internationalization is to cultivate the currency dependence on RMB by choosing the strategic fulcrum of RMB offshore market. The author measures the strength of the target country (region) in terms of strategic resources, independence of government, national financial power, and political and diplomatic relations. The two aspects of monetary and financial relations measure the bilateral relationship between the target country (region) and China, and design 16 specific indicators. The strategic fulcrum index of RMB offshore market is compiled to quantitatively analyze the global strategic layout of RMB offshore market. The analysis results show that the UK is the most advantageous target country for RMB offshore market in the world at present. China can take advantage of Britain's strong financial advantage, keen sense of competition, strong sense of win-win and the impact of withdrawal from the European Union to guide the development of the offshore market of RMB in Europe.
