【摘要】：轉(zhuǎn)型中國(guó)的國(guó)家治理體系是一個(gè)關(guān)涉政治、經(jīng)濟(jì)、文化、社會(huì)等的復(fù)雜系統(tǒng),是由政府、市場(chǎng)、公民社會(huì)等多元主體所共同構(gòu)成的一個(gè)整體。實(shí)現(xiàn)國(guó)家治理體系優(yōu)化的關(guān)鍵在于合理界定政府、市場(chǎng)、公民社會(huì)之間的行為邊界。在系統(tǒng)整體論的分析視閾下,政府治理系統(tǒng)、市場(chǎng)治理系統(tǒng)和公民社會(huì)治理系統(tǒng)構(gòu)成國(guó)家治理體系這個(gè)整體系統(tǒng)的各個(gè)子系統(tǒng)。有為政府、有效市場(chǎng)和有機(jī)社會(huì)分別是三個(gè)子系統(tǒng)的理想模式,三個(gè)子系統(tǒng)本身的優(yōu)化以及相互之間的良性互動(dòng)是實(shí)現(xiàn)我國(guó)國(guó)家治理體系優(yōu)化這一目標(biāo)的可行路徑。
[Abstract]:The national governance system of China in transition is a complex system involving politics, economy, culture, society, etc. It is made up of the government, the market, and so on. The key to the optimization of the national governance system lies in the rational definition of the boundaries of behavior between the government, the market and the civil society. The market governance system and the civil society governance system constitute each subsystem of the overall national governance system. There are three ideal models for the government, the efficient market and the organic society. The optimization of the three subsystems and the positive interaction between them are the feasible ways to realize the goal of optimizing the national governance system in China.
