【摘要】：黨的十八大報(bào)告指出,加強(qiáng)和創(chuàng)新社會(huì)管理,“提高社會(huì)管理科學(xué)化水平,必須加強(qiáng)社會(huì)管理法律、體制機(jī)制、能力、人才隊(duì)伍和信息化建設(shè)”。[1]社會(huì)管理能力建設(shè)被提到一個(gè)新的高度。在我國目前社會(huì)轉(zhuǎn)型、經(jīng)濟(jì)結(jié)構(gòu)調(diào)整、現(xiàn)代化推進(jìn)、改革開放深化的大背景下,機(jī)遇和挑戰(zhàn)并存,加強(qiáng)政府社會(huì)管理能力建設(shè)成為政府管理的重中之重。新疆作為我國西部邊疆多民族地區(qū),由于特殊的地理、政治、經(jīng)濟(jì)、文化、社會(huì)環(huán)境,社會(huì)管理具有復(fù)雜性和特殊性,給政府特別是基層政府社會(huì)管理帶來巨大壓力�？h級(jí)地方政府作為我國基層社會(huì)治理單元,是具有一定管轄區(qū)范圍的基層政權(quán)組織,是我國有特殊職能的行政層級(jí),是國家政權(quán)最為關(guān)鍵的部分之一。如何提高縣域社會(huì)管理水平,加強(qiáng)社會(huì)管理能力建設(shè),是擺在縣級(jí)政府面前的重大難題。政府社會(huì)管理的目標(biāo)就是要實(shí)現(xiàn)人民幸福、社會(huì)和諧。在這一目標(biāo)指引下,本文以社會(huì)管理的相關(guān)概念和理論為邏輯起點(diǎn),梳理了新疆縣級(jí)政府社會(huì)管理能力建設(shè)的現(xiàn)狀,結(jié)合伊寧市政府社會(huì)管理能力建設(shè)的個(gè)案分析,分析了新疆縣級(jí)政府社會(huì)管理能力建設(shè)中存在的問題,并進(jìn)行原因分析。在借鑒國內(nèi)外經(jīng)驗(yàn)啟示的基礎(chǔ)上,提出加強(qiáng)新疆社會(huì)管理能力建設(shè)應(yīng)轉(zhuǎn)變社會(huì)管理的理念,加強(qiáng)社會(huì)管理人才隊(duì)伍建設(shè),完善公共財(cái)政體制,突出民生保障,以社會(huì)管理體制建設(shè)為根本保障,從而全面提升新疆縣級(jí)政府的社會(huì)管理能力。
[Abstract]:The report of the 18 National Congress of the CPC pointed out that strengthening and innovating social management, "in order to improve the scientific level of social management, it is necessary to strengthen the laws, institutional mechanisms, and capabilities of social management." The construction of social management capacity has been raised to a new height. Under the background of social transformation, economic restructuring, modernization and deepening reform and opening up, opportunities and challenges coexist. Strengthening the construction of the government's social management capacity has become the most important part of the government management. Xinjiang, as a multi-ethnic region in the western frontier of China, has its own complexity and particularity due to its special geography, politics, economy, culture, social environment, and social environment. The county-level local government, as the unit of social governance at the grass-roots level in our country, is a grass-roots political organization with a certain jurisdiction, and an administrative level with special functions in our country. It is one of the most critical parts of the state power. How to improve the level of social management in the county area and strengthen the construction of social management capacity are the major problems facing the county government. The goal of the government social management is to realize the people's happiness. Under the guidance of this goal, this paper takes the relevant concepts and theories of social management as the logical starting point, combs the present situation of the construction of the social management capacity of the county government in Xinjiang, and analyzes the case study of the construction of the social management capacity of the government in Yining City. This paper analyzes the problems existing in the construction of the social management capacity of the county government in Xinjiang, and analyzes the causes. On the basis of drawing lessons from the domestic and foreign experiences, it puts forward that the concept of social management should be changed in order to strengthen the construction of the social management capacity in Xinjiang. In order to enhance the social management ability of the county government in Xinjiang, we should strengthen the construction of social management talents, perfect the public financial system, stress the guarantee of people's livelihood and take the construction of social management system as the fundamental guarantee.
