【摘要】：世紀之初,在社會主義市場經濟建設全面開展的背景之下,我國的公務員隊伍建設取得了長足的進步,從而強有力的推動了我國行政體制改革和政府現(xiàn)代化建設。新時期所頒布的《公務員法》促進了我國公務員制度的完善和發(fā)展,同時也使得我國的公務員職業(yè)道德建設得到了提升。但是從最近幾年的實際情況看來,在公務員職業(yè)道德建設的過程中,仍然出現(xiàn)了很多的不足和缺陷,貪污腐敗、玩忽職守問題頻發(fā),部分公務員責任意識缺乏,個人主義色彩濃重,這些都嚴重損害了政府在人民心中的地位和形象,削弱了政府公信力。因此,通過對公務員職業(yè)道德建設存在問題的研究,找出新時期公務員職業(yè)道德建設失范的根源所在,對構建新時期我國公務員職業(yè)道德建設的目標體系及完善新時期公務員職業(yè)道德建設的對策都有著重要意義。本文從新時期我國公務員職業(yè)道德建設的相關概念入手,在闡述國內外的研究現(xiàn)狀和古今中外公務員職業(yè)道德建設可借鑒經驗的基礎上,梳理了新時期我國公務員職業(yè)道德建設存在的問題,并從政治、經濟、文化這三方面進行分析,進而提出加強我國公務員職業(yè)道德建設的創(chuàng)新理念即可持續(xù)的生態(tài)發(fā)展理念、與時俱進的服務理念、分層分類的行政問責理念和以人為本的責任理念。構建新時期我國公務員職業(yè)道德建設的目標體系,得出新時期我國公務員職業(yè)道德建設的最終目標即造就一支人民滿意的公務員隊伍、實現(xiàn)公共利益的最大化及尋求人民群眾與公務員利益的平衡點。在新時期我國公務員職業(yè)道德建設的過程中,堅持以馬克思主義理論和公務員法為指導、與社會主義核心體系相結合、與“中國夢”相承接的原則。最后提出完善新時期我國公務員職業(yè)道德建設的對策:從深化公務員的招考制度、規(guī)范公務員淘汰機制、推行科學的績效評估機制及改進權力制約機制等方面加強公務員職業(yè)道德的相關制度建設、營造良好的公務員職業(yè)道德建設社會環(huán)境和提高我國公務員自身的職業(yè)道德修養(yǎng)。
