【摘要】：2003年，我國經(jīng)濟(jì)發(fā)展進(jìn)入人均GDP從1000美元向3000美元跨越的階段。從國際經(jīng)驗(yàn)看，這一階段既是經(jīng)濟(jì)發(fā)展的黃金時(shí)期，又是各種矛盾凸顯的時(shí)期�；趪H經(jīng)驗(yàn)及當(dāng)前國內(nèi)存的各種問題，我國政府在2004年提出了構(gòu)建和諧社會(huì)，2011年又提出了要加強(qiáng)和創(chuàng)新社會(huì)管理。社區(qū)作為社會(huì)的細(xì)胞，自然成為創(chuàng)新社會(huì)管理和實(shí)現(xiàn)和諧社會(huì)的重點(diǎn)及落腳點(diǎn)�；谶@種背景，近年來社區(qū)建設(shè)成為國內(nèi)理論界和政策研究者關(guān)注的熱點(diǎn)。由于城市是現(xiàn)代社會(huì)政治經(jīng)濟(jì)的舞臺(tái)，也是社會(huì)問題的聚焦點(diǎn)，因此對(duì)城市社區(qū)建設(shè)的研究就更具有戰(zhàn)略性和重要性。 深圳市南山區(qū)在和諧社區(qū)建設(shè)方面起步較早，2001年就確立了建設(shè)和諧社區(qū)的戰(zhàn)略目標(biāo)。十多年來，和諧社區(qū)建設(shè)事業(yè)取得了巨大的發(fā)展，轄區(qū)先后有多個(gè)街道被評(píng)為“全國和諧社區(qū)建設(shè)示范街道”、多個(gè)社區(qū)被評(píng)為“六好”平安和諧社區(qū)�；ü缴鐓^(qū)作為南山區(qū)下轄的一個(gè)社區(qū)，不僅是廣東省文明社區(qū)、全國和諧鄰里建設(shè)示范社區(qū)，還是深圳市社會(huì)工作專業(yè)化的第一個(gè)試點(diǎn)項(xiàng)目。因此，對(duì)其社區(qū)建設(shè)進(jìn)行研究具有十分重要的意義。 本文以深圳市南山區(qū)花果山社區(qū)的社區(qū)建設(shè)實(shí)踐作為研究對(duì)象，通過介紹花果山社區(qū)及其社區(qū)建設(shè)的歷史，具體論述了本輪社區(qū)建設(shè)創(chuàng)新實(shí)踐的基本內(nèi)容和主要特色，并通過問卷調(diào)查和個(gè)人訪談的方式綜合評(píng)估了花果山社區(qū)建設(shè)取得的成效、存在的問題以及相關(guān)的原因分析。最后，，結(jié)合社區(qū)實(shí)際情況，從社區(qū)黨建、社區(qū)服務(wù)、社區(qū)管理、社區(qū)參與等方面提出了改進(jìn)花果山社區(qū)建設(shè)創(chuàng)新實(shí)踐的具體措施。
[Abstract]:In 2003, China's economic development entered the stage of per capita GDP leaping from 1, 000 US dollars to 3, 000 US dollars. From the international experience, this stage is the golden period of economic development. Based on the international experience and the existing problems in our country, our government proposed to build a harmonious society in 2004 and to strengthen and innovate social management in 2011. Community is the cell of the society. In recent years, community construction has become the focus of the domestic theorists and policy researchers, because the city is the stage of modern social politics and economy. It is also the focus of social problems, so the study of urban community construction is more strategic and important. In 2001, the strategic goal of building harmonious community was established in Nanshan District of Shenzhen City. In the past ten years, the cause of building harmonious community has made great progress. Many streets have been named "demonstration streets for the construction of national harmonious communities", and many communities have been named "six good" peaceful and harmonious communities. As a community under the jurisdiction of Nanshan Mountain, the Huaguoshan community is not only a civilized community in Guangdong Province, It is also the first pilot project of social work specialization in Shenzhen, so it is of great significance to study the construction of community. This paper takes the community construction practice of Huaguoshan District in Nanshan District of Shenzhen City as the research object, and through introducing the history of the community and its community construction in Huaguoshan Mountain, discusses the basic contents and main characteristics of the innovative practice of this round of community construction. And through the way of questionnaire investigation and personal interview, the paper comprehensively evaluates the achievements, problems and related reasons of community construction in Huaguoshan. Finally, according to the actual situation of the community, from the community party building, community service, community management, Community participation and other aspects proposed to improve the community construction of Huaguoshan innovative practice specific measures.
