【摘要】：當(dāng)前,我國正處于社會轉(zhuǎn)型期,外部受到經(jīng)濟全球化、西方意識形態(tài)的深刻挑戰(zhàn),國內(nèi)市場經(jīng)濟、政治改革不斷深化,多元利益格局形成,人民群眾對于自身利益訴求日益增強,要求與表達(dá)相適應(yīng)的民意表達(dá)路徑,民意表達(dá)路徑也經(jīng)歷著時代轉(zhuǎn)向,并逐漸成為國家治理關(guān)注的一個重要領(lǐng)域。與此同時,協(xié)商民主在探索國家治理現(xiàn)代化的道路上發(fā)揮著越來越重要的作用,因為源于協(xié)商民主形成的原則、方法、多樣化的協(xié)商形式、逐漸成型的制度、明確的價值目標(biāo)追求等,在促進(jìn)社會發(fā)展和諧、促進(jìn)公民積極參與、保障民意表達(dá)路徑實現(xiàn)方面具有重要作用,民意表達(dá)路徑的建構(gòu)有助于注重民眾意愿、傾聽民眾心聲、聚合民意、暢通民意,而協(xié)商民主與民意表達(dá)在遵循的理念、原則、規(guī)范方法、價值追求等方面具有一定程度的同構(gòu)性。本文由六部分組成:第一部分,引言部分,說明了選題的來源、依據(jù)和意義,以及探討分析了有關(guān)協(xié)商民主、民意表達(dá)的國內(nèi)外研究現(xiàn)狀,以及研究中擬采用的主要方法。第二部分,研究了協(xié)商民主的概念、要素、作用,協(xié)商民主推進(jìn)國家治理現(xiàn)代化的啟示,民意和民意表達(dá)的概念、要素、作用,協(xié)商民主規(guī)范民意表達(dá)的啟示。第三部分,在理清協(xié)商民主與民意表達(dá)之間關(guān)系的基礎(chǔ)上又探討了民意表達(dá)路徑的含義、分類、基本模式、時代特征,民意表達(dá)路徑選擇風(fēng)險評估的依據(jù)。第三部分,首先分析了當(dāng)前我國民意表達(dá)路徑存在的問題,主要表現(xiàn)在國家、社會、媒體、政黨、民意調(diào)查等領(lǐng)域;其次剖析了造成民意表達(dá)路徑存在問題的原因,包括政治、經(jīng)濟、社會、文化、技術(shù)等五個方面;再次,提出了每個民意表達(dá)路徑存在問題的解決的辦法與對策。第四部分,在綜合分析研究的基礎(chǔ)上,明確了要實現(xiàn)政治改革總目標(biāo),實現(xiàn)國家與社會的互動和協(xié)同發(fā)展,需要在正確把握民意表達(dá)路徑的時代轉(zhuǎn)向的基礎(chǔ)上,遵循民意表達(dá)路徑建構(gòu)的原則,創(chuàng)新民意表達(dá)路徑的方式方法,實現(xiàn)國家治理現(xiàn)代化背景下的民意表達(dá)路徑的構(gòu)建。最后一部分,結(jié)論�？隙藚f(xié)商民主在全面深化政治體制改革中的重要作用,也應(yīng)該注意民意表達(dá)路徑在現(xiàn)代政治中所起的作用。與此同時,要深刻地理解和掌握協(xié)商民主在國家治理現(xiàn)代中的重要啟示之一是如何構(gòu)建暢通的符合時代發(fā)展的民意表達(dá)路徑。
[Abstract]:At present, our country is in the social transition period, the external is facing the economic globalization, the western ideology profound challenge, the domestic market economy, the political reform unceasingly deepens, the pluralistic benefit pattern forms. The people's demands for their own interests are increasing day by day, and the expression path of public opinion, which is suitable for the expression of public opinion, has also experienced the turn of the times, and has gradually become an important field of national governance. At the same time, Deliberative democracy is playing an increasingly important role in exploring the road to modernization of national governance, because it stems from the principles, methods, diversified forms of negotiation, gradual formation of systems, and the pursuit of clear value goals, etc. It plays an important role in promoting social development and harmony, promoting citizens' active participation, and ensuring the realization of the path of public opinion expression. The construction of public opinion expression path is helpful to pay attention to people's will, listen to people's voices, gather public opinion, and unblock public opinion. However, there is a certain degree of isomorphism between deliberative democracy and public opinion expression in the following aspects, such as idea, principle, normative method, value pursuit and so on. This paper is composed of six parts: the first part, the introduction part, explains the origin, basis and significance of the topic. In the second part, the concept, elements and functions of deliberative democracy are discussed and analyzed, as well as the current research situation at home and abroad, as well as the main methods to be used in the research. The enlightenment of deliberative democracy in promoting the modernization of national governance, the concept, elements and functions of public opinion and the expression of public opinion, and the enlightenment of deliberative democracy in regulating the expression of public opinion. Part three, On the basis of clarifying the relationship between deliberative democracy and public opinion expression, this paper also discusses the meaning, classification, basic mode, time characteristics, the basis of risk assessment of public opinion expression path selection. First of all, it analyzes the existing problems in the path of public opinion expression in our country, mainly in the fields of the country, society, media, political parties, public opinion polls, etc. Secondly, it analyzes the causes of the problems in the path of public opinion expression, including politics and economy. Social, cultural, technical and other five aspects. Thirdly, the paper puts forward the solutions and countermeasures to the problems existing in each path of public opinion expression. Part 4th, on the basis of comprehensive analysis and research, makes it clear that the overall goal of political reform should be realized. In order to realize the interaction and coordinated development between the state and the society, it is necessary to correctly grasp the turn of the times of the path of public opinion expression, follow the principle of constructing the path of expression of public opinion, and innovate the ways and methods of the path of expression of public opinion. The last part, the conclusion, affirms the important role of consultative democracy in comprehensively deepening the reform of the political system. We should also pay attention to the role of public opinion expression path in modern politics. At the same time, One of the important revelations of the democracy of consultation in the modern governance of the country is how to construct an unimpeded path of public opinion expression in keeping with the development of the times.
