武漢東湖農(nóng)村土地整治建設(shè)項目可行性研究報告

【摘要】:社會主義新農(nóng)村建設(shè)是指按照新時代的發(fā)展要求,在社會主義制度指引下,對農(nóng)村進行全面建設(shè),包括政治、經(jīng)濟、社會和文化各個方面,最終建成政治可靠、經(jīng)濟發(fā)達、環(huán)境宜人、和諧文明的社會主義新農(nóng)村。 武漢東湖新技術(shù)開發(fā)區(qū)成立于1988年,區(qū)內(nèi)高等院校林立,科研機構(gòu)林立,年可研成果達1500余項。東湖新技術(shù)開發(fā)區(qū)充分發(fā)揮自身區(qū)域以及產(chǎn)業(yè)優(yōu)勢條件,經(jīng)濟發(fā)展勢頭強勁。2012年完成企業(yè)總收入4000多億元,同比增長20%,完成財政收入150多億元,同比增長26%。雖然已取得了較快的發(fā)展,但仍存在一些問題:一是土地資源沒有進行有效的整合。二是豐厚的自然資源未能得到充分利用,城市特色未能充分實現(xiàn),這既影響武漢市生態(tài)環(huán)境的建設(shè),也嚴(yán)重地影響人民群眾的生活。三是基礎(chǔ)設(shè)施投入不足,公共服務(wù)體系不完善。因此,盡快地整合開發(fā)區(qū)的土地資源,為其提供基礎(chǔ)設(shè)施良好的外部發(fā)展條件,是推動武漢新技術(shù)開發(fā)區(qū)全面可持續(xù)發(fā)展的必要條件。 本文以東湖新技術(shù)開發(fā)區(qū)社會、經(jīng)濟發(fā)展為切入點,以整合開發(fā)區(qū)內(nèi)土地資源為目的,將一些項目財務(wù)測算的知識引入到可行性研究的內(nèi)容中,對區(qū)內(nèi)土地整治建設(shè)項目進行了研究。本文主要分十二個部分,第一章為總論;第二章項目概況,對項目情況、建設(shè)單位情況及運作模式進行了解;第三章項目區(qū)位及建設(shè)條件;第四章拆遷安置方案,根據(jù)實際情況,制定拆遷安置方案,辦理置換和結(jié)算手續(xù);第五章工程方案,制定拆遷方案,建設(shè)還建社區(qū)及制定土地整治方案;第六章環(huán)境影響分析,通過對施工期環(huán)境影響分析,提出施工期環(huán)境影響防治措施,得出環(huán)境影響評價結(jié)論;第七章投資估算及資金籌措,通過項目總投資估算,確定項目資金需求及來源;第八章財務(wù)分析,通過引入管理會計學(xué)中項目財務(wù)測算的知識,計算核心財務(wù)評價指標(biāo),得出項目財務(wù)評價結(jié)論;第九章不確定性分析,通過盈虧平衡分析和敏感性分析,得出項目抗風(fēng)性能力;第十章社會評價,通過分析正面和負面的社會影響,得出社會評價結(jié)論;第十一章風(fēng)險分析及規(guī)避,通過內(nèi)、外部風(fēng)險分析,提出風(fēng)險規(guī)避對策;第十二章研究結(jié)論及建議。

Wuhan East Lake new technology development zone was founded in 1988, local colleges and universities everywhere, many scientific research institutions, research more than 1500 years. East Lake New Technology Development Zone, give full play to its regional and industrial advantages, the strong momentum of economic development.2012 years to complete the enterprise total revenue of about 400000000000 yuan, an increase of 20%, fiscal revenue about 15000000000 yuan an increase of 26%., while there has been a rapid development, but there are still some problems: there is no land resources for effective integration. The two is the rich natural resources are not fully utilized, city characteristics can not be fully realized, which not only affects the construction of ecological environment in Wuhan City, but also seriously affecting people's life three. Is the inadequate investment in infrastructure, public service system is not perfect. Therefore, as soon as possible to integrate the Development Zone land resources, provides a good infrastructure for its external development Conditions are the necessary conditions to promote the comprehensive and sustainable development of the new technology development zone in Wuhan.
The society of East Lake New Technology Development Zone, as the starting point of economic development, the development of land resources in the region for the purpose of integration, the financial estimate of some project knowledge into the context of the feasibility study for the district land remediation projects were studied. This paper is divided into twelve parts, the first chapter is the general overview; the second chapter of the project, the project, the construction unit and the operation mode of understanding; location and construction of the third chapter; the fourth chapter resettlement program, according to the actual situation, formulate the resettlement program, for the exchange and settlement procedures; the fifth chapter project, develop relocation programs, the construction is to build community and develop remediation programs land; the sixth chapter is the analysis of the environmental impact, through the analysis of the environmental impact of the construction period, the construction period of the environmental impact control measures, draw conclusions of the environmental impact assessment; the seventh chapter investment Investment estimation and fund raising, the estimated total investment, project funding needs and sources; the eighth chapter is the analysis of finance, through the introduction of financial accounting estimates of project management knowledge, calculate the core financial evaluation, project financial evaluation conclusions drawn; the ninth chapter is the analysis of uncertainty by breakeven analysis and sensitivity analysis, the ability of the tenth chapter project wind; social evaluation, through the analysis of positive and negative social impact, social evaluation conclusions drawn; the eleventh chapter analysis and risk aversion, through the internal, external risk analysis, risk mitigation countermeasures; the twelfth chapter research conclusion and suggestion.
