國(guó)企改革進(jìn)程中工人與企業(yè)關(guān)系變遷研究

【摘要】:本文以東北地區(qū)某超大型工業(yè)國(guó)企為個(gè)案,從發(fā)展社會(huì)學(xué)的研究視角,探討了我國(guó)國(guó)企改革背景下國(guó)企工人與企業(yè)關(guān)系的變遷及其問題。眾所周知,工人與企業(yè)關(guān)系是工業(yè)社會(huì)的產(chǎn)物,相關(guān)研究構(gòu)成一項(xiàng)重要的現(xiàn)代性議題。20世紀(jì)90年代以來,中國(guó)逐步告別單位社會(huì)而進(jìn)入轉(zhuǎn)型時(shí)期,國(guó)企的組織形態(tài)及其內(nèi)部工人與企業(yè)關(guān)系發(fā)生了劇烈變遷歷程。其中,單位體制消解、國(guó)企改革使國(guó)企工人與企業(yè)關(guān)系總體上發(fā)生較大變化,但是巨大的制度慣性以及長(zhǎng)期以來的身份制度,使工人與企業(yè)的關(guān)系既有變革,也存延續(xù);不同的國(guó)企,處于不盡相同的市場(chǎng)環(huán)境,改革進(jìn)程也有所不同,國(guó)企工人與企業(yè)關(guān)系狀態(tài)也存有一定差異。本文選擇東北地區(qū)某超大型工業(yè)國(guó)企為個(gè)案展開研究,以單位社會(huì)消解、國(guó)企改革為背景,把國(guó)企內(nèi)部工人與企業(yè)關(guān)系視為一種結(jié)構(gòu)和制度影響下的互動(dòng)關(guān)系,對(duì)該國(guó)企內(nèi)部工人與企業(yè)關(guān)系的性狀及變遷進(jìn)行研究,顯現(xiàn)此變遷歷程所產(chǎn)生的影響及衍生的問題。工人與企業(yè)關(guān)系在國(guó)企中生成,又影響著國(guó)企的構(gòu)造和運(yùn)行,透視工人與國(guó)企關(guān)系,對(duì)理解國(guó)企的發(fā)展也具有一定的意義。研究發(fā)現(xiàn),在單位社會(huì)時(shí)期,作為個(gè)案的該國(guó)企具有職住合一、生產(chǎn)生活合一的構(gòu)造,國(guó)企內(nèi)部工人與企業(yè)關(guān)系體現(xiàn)了職能的多重性,是在政治、經(jīng)濟(jì)及社會(huì)生活各方面都展開的動(dòng)員—控制—參與關(guān)系。在該國(guó)企的改革進(jìn)程中,工人與企業(yè)關(guān)系的變遷體現(xiàn)出部分總體性趨勢(shì),包括:國(guó)企向經(jīng)營(yíng)實(shí)體轉(zhuǎn)換,工人向職業(yè)勞動(dòng)者轉(zhuǎn)型;工人與企業(yè)的關(guān)系從身份向契約轉(zhuǎn)變,突出勞動(dòng)關(guān)系;企業(yè)越來越重視對(duì)工人的職業(yè)控制。同時(shí),作為建廠時(shí)間較長(zhǎng)的超大型工業(yè)國(guó)企,該企業(yè)內(nèi)部工人與企業(yè)關(guān)系變遷具有自身的獨(dú)特趨勢(shì),例如在一定程度上延續(xù)了用工穩(wěn)定與福利供給,導(dǎo)致工人對(duì)企業(yè)新的依賴;企業(yè)內(nèi)部形成多重結(jié)構(gòu),導(dǎo)致工人階層的內(nèi)部分化等;谠搨(gè)案研究,論文探索了此類具有較長(zhǎng)歷史的大型工業(yè)國(guó)企在改革中所面臨的深層問題,包括單位共同體的變遷及轉(zhuǎn)換危機(jī),以及其建立現(xiàn)代企業(yè)制度的困難等。
[Abstract]:Taking a super large industrial state-owned enterprise in Northeast China as an example, this paper, from the perspective of sociology of development, discusses the changes and problems of the relationship between workers and enterprises in the context of the reform of state-owned enterprises in China. The relationship between workers and enterprises is the product of industrial society. The related research constitutes an important issue of modernity. Since 90s of the 20th century, China has gradually left the unit society and entered a transitional period. The organizational form of state-owned enterprises and their internal relations between workers and enterprises have undergone drastic changes. Among them, the unit system has been eliminated, and the reform of state-owned enterprises has resulted in great changes in the overall relations between workers and enterprises in state-owned enterprises. However, because of the tremendous institutional inertia and the long-standing identity system, the relationship between workers and enterprises has not only changed but also continued; different state-owned enterprises are in different market conditions, and the reform process is also different. There are also some differences in the relationship between workers and enterprises in state-owned enterprises. This paper chooses a super-large industrial state-owned enterprise in Northeast China as a case study, with the background of unit society dissolving and state-owned enterprise reform. The relationship between workers and enterprises in state-owned enterprises is regarded as an interactive relationship under the influence of structure and system, and the characters and changes of the relations between workers and enterprises in the state-owned enterprises are studied. The relationship between workers and enterprises is formed in the state-owned enterprises, which affects the structure and operation of the state-owned enterprises, and perspective the relationship between workers and the state-owned enterprises. It is also of certain significance to understand the development of state-owned enterprises. The study found that in the period of unit society, the state-owned enterprise as an individual case has the structure of integration of occupation and residence, production and life, and the relationship between workers and enterprises in state-owned enterprises embodies the multiple functions. In the course of the reform of the SOEs, the changes in the relations between workers and enterprises showed a partial overall trend, including: the transformation of SOEs into business entities. The relationship between workers and enterprises has changed from identity to contract, giving prominence to labor relations, and enterprises are paying more and more attention to the occupation control of workers. At the same time, as a super-large industrial state-owned enterprise with a long time to build factories, The change of the relationship between workers and enterprises has its own unique trend. For example, the stability of employment and the supply of welfare continue to some extent, resulting in the workers' new dependence on the enterprise, and the formation of multiple structures within the enterprise. Based on the case study, the paper explores the deep problems in the reform of this kind of large industrial state-owned enterprises, including the transition and transition crisis of unit community. And its establishment of modern enterprise system difficulties.
