【摘要】：自古以來(lái)，作為社會(huì)系統(tǒng)和政治經(jīng)濟(jì)體系最基礎(chǔ)的單元，縣域是經(jīng)濟(jì)社會(huì)發(fā)展中的基礎(chǔ)層，是城鄉(xiāng)一體化的節(jié)點(diǎn)，是村鎮(zhèn)的整合點(diǎn)。全面建設(shè)小康社會(huì)，縣域是必不可少的一環(huán)。隨著全球經(jīng)濟(jì)發(fā)展日益加速，縣域經(jīng)濟(jì)逐漸進(jìn)入人們視野，地位越發(fā)突出。縣域經(jīng)濟(jì)發(fā)展模式成為各界普遍關(guān)注的問(wèn)題。“縣積而郡，郡積而天下�？たh治，天下無(wú)不治”,在當(dāng)今社會(huì)，縣域經(jīng)濟(jì)發(fā)展蓬勃，具有高度集聚化、高度專業(yè)化、突出優(yōu)勢(shì)、彰顯特色、實(shí)現(xiàn)跨越式發(fā)展的特點(diǎn)。實(shí)現(xiàn)縣域經(jīng)濟(jì)的跨越式發(fā)展，不但是擴(kuò)大國(guó)內(nèi)外需求、刺激消費(fèi)的客觀要求，而且對(duì)于統(tǒng)籌城鄉(xiāng)區(qū)域和社會(huì)經(jīng)濟(jì)協(xié)調(diào)發(fā)展、積極穩(wěn)妥地解決中國(guó)長(zhǎng)久以來(lái)的“三農(nóng)”問(wèn)題都具有非常重要的理論和現(xiàn)實(shí)意義。而選擇適當(dāng)?shù)目h域經(jīng)濟(jì)發(fā)展模式，對(duì)促進(jìn)縣域經(jīng)濟(jì)快速發(fā)展具有十分重要的現(xiàn)實(shí)意義。 首先，本文在對(duì)縣域經(jīng)濟(jì)及縣域經(jīng)濟(jì)發(fā)展模式的概念進(jìn)行界定的基礎(chǔ)上，對(duì)國(guó)內(nèi)幾種典型的縣域經(jīng)濟(jì)發(fā)展模式進(jìn)行深入的研究分析，提出對(duì)雙城市縣域經(jīng)濟(jì)發(fā)展以及發(fā)展模式的建議；圍繞雙城縣域經(jīng)濟(jì)發(fā)展模式問(wèn)題，運(yùn)用定量分析與定性分析相結(jié)合、理論與實(shí)際相結(jié)合的分析方法，將雙城市縣域經(jīng)濟(jì)作為一個(gè)復(fù)雜系統(tǒng)，對(duì)縣域經(jīng)濟(jì)現(xiàn)有發(fā)展模式的運(yùn)行現(xiàn)狀、特點(diǎn)、存在問(wèn)題及優(yōu)化對(duì)策進(jìn)行了研究。 其次，通過(guò)對(duì)比蘇南模式、溫州模式、珠江模式以及順德模式。分析了四種成功模式的特點(diǎn)，蘇南模式是以混合型經(jīng)濟(jì)為主體，以規(guī)模經(jīng)濟(jì)和外向型經(jīng)濟(jì)為支撐，以鮮明特色和優(yōu)勢(shì)產(chǎn)業(yè)為主要特征的發(fā)展模式；順德模式的主要特點(diǎn)就是它是由集體經(jīng)濟(jì)轉(zhuǎn)化而成的私營(yíng)經(jīng)濟(jì)的區(qū)域經(jīng)濟(jì)發(fā)展模式；溫州模式則是這樣一種私營(yíng)經(jīng)濟(jì)，它以個(gè)體私營(yíng)企業(yè)、家庭手工業(yè)為主的私營(yíng)經(jīng)濟(jì)發(fā)展模式；而珠江模式是以市場(chǎng)為主導(dǎo)，以工業(yè)制造業(yè)為主要特色的區(qū)域經(jīng)濟(jì)發(fā)展模式。本文綜合分析國(guó)內(nèi)這四種區(qū)域經(jīng)濟(jì)發(fā)展模式，并從中吸取成功經(jīng)驗(yàn)，總結(jié)出對(duì)雙城市縣域經(jīng)濟(jì)發(fā)展模式有利的先進(jìn)經(jīng)驗(yàn)及啟示。 最后，分析雙城市縣域經(jīng)濟(jì)的發(fā)展現(xiàn)狀，從而指出縣域經(jīng)濟(jì)發(fā)展存在的問(wèn)題。在此基礎(chǔ)上，對(duì)雙城市縣域經(jīng)濟(jì)發(fā)展水平和目前存在的四種縣域經(jīng)濟(jì)發(fā)展模式即：金城鄉(xiāng)以旅游業(yè)帶動(dòng)的發(fā)展模式，朝陽(yáng)鄉(xiāng)以“區(qū)位招商+農(nóng)業(yè)現(xiàn)代化”帶動(dòng)的發(fā)展模式，，臨江縣以特色農(nóng)業(yè)帶動(dòng)的發(fā)展模式，雙城縣以食品、物流裝備、三園區(qū)帶動(dòng)的發(fā)展模式，進(jìn)行了評(píng)價(jià)。并通過(guò)分析雙城市縣域經(jīng)濟(jì)發(fā)展模式的特點(diǎn)及存在問(wèn)題，提出了促進(jìn)雙城市縣域經(jīng)濟(jì)發(fā)展發(fā)展模式優(yōu)化的對(duì)策及建議。
[Abstract]:Since ancient times, as the most basic unit of social system and political economic system, county is the basic layer of economic and social development, the node of urban-rural integration, the integration point of villages and towns, and the comprehensive construction of well-off society. County is an indispensable link. With the accelerating development of the global economy, the county economy has gradually entered people's vision and its status has become more prominent. The development model of county economy has become a common concern of all walks of life. "County economy and county economy," In today's society, the county economy is flourishing, with a high degree of agglomeration, a high degree of specialization, a prominent advantage, and a distinctive feature. To realize the characteristics of leap-forward development, to realize the leap-forward development of the county economy is not only to expand the demand at home and abroad and to stimulate consumption, but also to coordinate the development of urban and rural areas and social economy. It is of great theoretical and practical significance to solve the problem of "agriculture, countryside and farmers" actively and steadily in China for a long time, and it is of great practical significance to choose the appropriate development mode of county economy to promote the rapid development of county economy. First of all, on the basis of defining the concept of county economy and county economic development model, this paper makes in-depth research and analysis on several typical county economic development models in China. The paper puts forward some suggestions on the development of county economy in Shuangcheng and its development model, and applies the method of combining quantitative analysis and qualitative analysis, combining theory with practice, focusing on the development model of county economy in Shuangcheng. Taking the county economy of Shuangcheng city as a complex system, this paper studies the operation status, characteristics, existing problems and optimization countermeasures of the existing development mode of the county economy. Secondly, by comparing the southern Jiangsu model, the Wenzhou model, the Pearl River model and the Shunde model, the paper analyzes the characteristics of the four successful models. The southern Jiangsu model is based on mixed economy, supported by scale economy and export-oriented economy. The main characteristic of Shunde model is that it is a regional economic development model of private economy transformed from collective economy. Wenzhou model is such a private economy. It is a private economic development model dominated by individual private enterprises and household handicrafts, while the Pearl River model is dominated by the market. This paper comprehensively analyzes the four kinds of regional economic development models in China, and draws the successful experience from them, and sums up the advanced experience and enlightenment to the county economic development model of Shuangcheng city. Finally, the paper analyzes the present situation of the county economy in Shuangcheng, and points out the problems in the development of the county economy. The development level of county economy in Shuangcheng city and the existing four kinds of county economic development models are as follows: the development mode of tourism in Jincheng city and the development mode of Chaoyang township driven by the modernization of regional investment and agriculture. The development model of Linjiang County is characterized by characteristic agriculture, and the development mode of Tangcheng County is food, logistics equipment and three parks. The characteristics and problems of the development mode of county economy in Shuangcheng County are analyzed. The countermeasures and suggestions to promote the development mode of county economy in Shuangcheng city are put forward.
