【摘要】：建國六十余年以來,從我國農(nóng)民賦權(quán)體系的發(fā)展進(jìn)程來看,執(zhí)政黨在政治、經(jīng)濟(jì)、文化和社會(huì)各個(gè)方面制定系列法規(guī)政策來保障農(nóng)民權(quán)益,賦權(quán)農(nóng)民,確保農(nóng)民成為權(quán)利主體、經(jīng)濟(jì)主體、治理主體和發(fā)展主體,農(nóng)民的權(quán)利逐漸獲得了廣泛、深入發(fā)展。在法治中國建設(shè)的新時(shí)期,執(zhí)政黨在農(nóng)民賦權(quán)的思路選擇上,應(yīng)當(dāng)適度減少行政賦權(quán),增強(qiáng)對農(nóng)民的法治賦權(quán),實(shí)現(xiàn)賦權(quán)與治權(quán)的對接,以推動(dòng)農(nóng)民的各項(xiàng)權(quán)利協(xié)同發(fā)展。
[Abstract]:Since the founding of the people's Republic of China more than 60 years ago, the ruling party has made a series of laws and policies in politics, economy, culture and society to protect the rights and interests of farmers, to empower farmers and to ensure that peasants become the subject of rights. Economic subject, governing subject and development subject, farmers' rights have gradually been widely and deeply developed. In the new period of China's construction of rule of law, the ruling party should reduce the administrative empowerment in the choice of farmers' empowerment. Strengthen the empowerment of farmers by law, realize the docking of empowerment and governance, in order to promote the coordinated development of farmers' rights.
