【摘要】：隨著我國經(jīng)濟(jì)和社會的不斷發(fā)展，社會性弱勢群體的生存狀況越來越引起人們的重視，尤其是在全面建設(shè)小康社會，構(gòu)建社會主義和諧社會的背景下，已成為影響社會民主和諧、公平正義、健康發(fā)展的極其不穩(wěn)定的因素。作為社會重要組成部分的社會性弱勢群體，，能否在社會主義市場經(jīng)濟(jì)中擺脫劣勢地位，其基本權(quán)利和自由能否得到有效的維護(hù)和保障，社會資源和發(fā)展成果能否均衡共享已成為政府、學(xué)術(shù)界等普遍關(guān)注的問題。 社會性弱勢群體是在我國經(jīng)濟(jì)社會的發(fā)展和社會變遷背景下出現(xiàn)的群體，經(jīng)濟(jì)的發(fā)展使社會結(jié)構(gòu)發(fā)生重大調(diào)整，在發(fā)展的過程中社會制度安排的不合理及群體自身的軟弱都是社會性弱勢群體形成的重要原因。根據(jù)我國社會發(fā)展現(xiàn)狀，社會性弱勢群體不僅無法擁有充足的政治、經(jīng)濟(jì)、文化資源，難以進(jìn)入政策制定程序，自身的利益訴求難以實(shí)現(xiàn)，這勢必引發(fā)社會矛盾，嚴(yán)重影響社會公平正義的實(shí)現(xiàn)，阻礙和諧社會建設(shè)的進(jìn)程。就當(dāng)前我國社會發(fā)展現(xiàn)狀，研究這一問題具有重要的理論意義和現(xiàn)實(shí)意義。 本文共分為五部分內(nèi)容。 第一部分，論文的選題背景和研究意義，在對國內(nèi)外研究成果進(jìn)行綜述的基礎(chǔ)上，提出本文的研究方法和研究思路，同時著重指出本文的創(chuàng)新點(diǎn)。 第二部分，界定弱勢群體、社會性弱勢群體、權(quán)利貧困的基本概念和對阿馬蒂亞·森的可行能力理論的概述，主要從政治自由、經(jīng)濟(jì)條件、社會機(jī)會、透明性保證、和防護(hù)性保障五方面進(jìn)行分析，建構(gòu)論文的理論框架。 第三部分，根據(jù)有效數(shù)據(jù)全面了解社會性弱勢群體的生存現(xiàn)狀，在各個方面深入分析社會性弱勢群體在個人權(quán)利方面所面臨的問題。 第四部分，針對于當(dāng)前我國社會性弱勢群體的權(quán)利貧困問題，運(yùn)用阿馬蒂亞·森的可行能力理論深入分析其產(chǎn)生的原因，找出導(dǎo)致社會性弱勢群體權(quán)利貧困的內(nèi)在原因。 第五部分，通過對原因的綜合考慮，提出解決社會性弱勢群體權(quán)利貧困的有效對策，制定出行之有效的政策安排，以促進(jìn)社會的和諧發(fā)展。
[Abstract]:With the development of our economy and society, people pay more and more attention to the living condition of social vulnerable groups, especially under the background of building a well-off society in an all-round way and building a harmonious socialist society. It has become an extremely unstable factor affecting social democracy and harmony, fairness and justice, and healthy development. As an important part of society, the social vulnerable groups can get rid of their inferior position in the socialist market economy. Whether its basic rights and freedoms can be effectively safeguarded and guaranteed, and whether the social resources and development achievements can be shared equably has become a common concern of the government and academic circles. The social vulnerable group is the group which appears under the background of our country's economic and social development and social vicissitude, the economic development causes the social structure to have the significant adjustment. In the process of development, the unreasonable arrangement of social system and the weakness of the group itself are the important reasons for the formation of the social vulnerable group. According to the present situation of social development in our country, the social vulnerable group is not only unable to have enough politics and economy. Cultural resources are difficult to enter into the policy making process, and their own interests are difficult to realize. This will inevitably lead to social contradictions, seriously affect the realization of social fairness and justice, and hinder the process of building a harmonious society. It is of great theoretical and practical significance to study this problem. This paper is divided into five parts. The first part, the background and significance of this paper, on the basis of a review of domestic and foreign research results, this paper puts forward the research methods and ideas, and points out the innovation of this paper. Part two defines the basic concepts of vulnerable groups, social vulnerable groups, poverty of rights, and an overview of Amartya Sen's theory of feasible capabilities, mainly from political freedom, economic conditions, social opportunities, transparency guarantees. And the protection of the five aspects of analysis, to construct the theoretical framework of the paper. In the third part, according to the effective data, we understand the existing situation of the social vulnerable groups, and analyze the problems faced by the social vulnerable groups in the aspect of individual rights in all aspects. In the 4th part, aiming at the problem of the rights poverty of the social vulnerable groups in our country at present, we use Amartya Sen's theory of feasible ability to deeply analyze the causes of its emergence, and find out the internal causes that lead to the poverty of the social vulnerable groups' rights. Part 5th, through the comprehensive consideration of the reasons, puts forward the effective countermeasures to solve the poverty of the social vulnerable groups' rights, and formulates the effective policy arrangement to promote the harmonious development of the society.
