【摘要】：新疆生產(chǎn)建設(shè)兵團(tuán)(簡稱“兵團(tuán)”)實(shí)行黨政軍企合一的管理體制,承擔(dān)著屯墾戍邊的職責(zé),兵團(tuán)作為特殊的社會(huì)組織,對維護(hù)新疆地區(qū)社會(huì)穩(wěn)定、促進(jìn)民族團(tuán)結(jié)、加快城鎮(zhèn)化建設(shè)等方面有著重要的作用。在新階段,兵團(tuán)如何發(fā)揮“穩(wěn)定器、示范區(qū)、大熔爐”作用,更好地履行屯墾戍邊的使命,對新疆經(jīng)濟(jì)發(fā)展和社會(huì)穩(wěn)定做出更大的貢獻(xiàn),成為了一項(xiàng)重要的課題。本文旨在通過對新時(shí)期習(xí)近平屯墾戍邊思想的研究來為新疆的社會(huì)的穩(wěn)定和長治久安提供理論指導(dǎo)和奠定實(shí)踐基礎(chǔ)。本文主要利用文獻(xiàn)資料分析法和綜合歸納法從歷史和現(xiàn)實(shí)的角度出發(fā),在論述我國古代西域屯墾思想和新中國成立后以毛澤東、鄧小平、江澤民以及胡錦濤為核心的領(lǐng)導(dǎo)集體對兵團(tuán)屯墾事業(yè)發(fā)展的基礎(chǔ)上,對新時(shí)期以習(xí)近平總書記為核心的領(lǐng)導(dǎo)集體如何全面推進(jìn)兵團(tuán)的屯墾戍邊事業(yè)發(fā)展進(jìn)行了探討。全文共分為五部分:第一部分緒論,主要是對本文的寫作背景、理論和現(xiàn)實(shí)意義、相關(guān)國內(nèi)外研究文獻(xiàn)綜述的梳理、本文的創(chuàng)新點(diǎn)以及研究方法進(jìn)行了概述;第二部分主要闡述了習(xí)近平屯墾戍邊思想的理論淵源及主要內(nèi)容,包括古代西域屯墾思想、中國共產(chǎn)黨歷代領(lǐng)導(dǎo)集體推動(dòng)兵團(tuán)屯墾戍邊事業(yè)的發(fā)展理論以及闡釋新時(shí)期習(xí)近平提出新時(shí)期發(fā)揮兵團(tuán)“穩(wěn)定器、示范區(qū)、大熔爐”作用的具體涵義;第三部分主要針對習(xí)近平的屯墾戍邊思想在兵團(tuán)實(shí)踐的現(xiàn)狀進(jìn)行了分析,主要從政治、經(jīng)濟(jì)、文化等方面闡述了習(xí)近平屯墾戍邊思想在兵團(tuán)的具體實(shí)踐情況;第四部分主要包括兵團(tuán)在貫徹落實(shí)新時(shí)期屯墾戍邊思想進(jìn)程中存在的問題及相關(guān)原因的綜合分析;第五部分主要針對兵團(tuán)落實(shí)習(xí)近平的屯墾戍邊思想過程中出現(xiàn)的問題提出相應(yīng)的對策,使兵團(tuán)更好地維護(hù)新疆的社會(huì)穩(wěn)定和長治久安。實(shí)踐證明兵團(tuán)的歷史貢獻(xiàn)應(yīng)當(dāng)銘記,兵團(tuán)的特殊作用不可替代,在新的發(fā)展時(shí)期兵團(tuán)的作用只能增強(qiáng),不能減弱。
[Abstract]:The Xinjiang production and Construction Corps (referred to as "the Corps") implements the management system of the integration of the party, the government, the armed forces and the enterprises, and assumes the responsibility of opening up land and guarding the border. As a special social organization, the Corps, as a special social organization, will promote national unity and maintain social stability in the Xinjiang region. Speeding up the construction of urbanization plays an important role. In the new stage, how can the Corps play its role as a "stabilizer, demonstration area, melting pot" and better fulfill its mission of opening up land and garrisoning the border? To make greater contributions to economic development and social stability in Xinjiang, This paper aims to provide theoretical guidance and lay a practical foundation for the social stability and long-term stability of Xinjiang through the study of Xi Jinping's thoughts on reclaiming and defending the frontier in the new period. The data analysis method and the comprehensive induction method are based on the historical and realistic point of view. On the basis of expounding the thought of opening up land in the western regions in ancient China and the development of the cause of the military corps after the founding of New China, the leading collectives with Mao Zedong, Deng Xiaoping, Jiang Zemin as the core, This paper probes into how the leading collective with General Secretary Xi Jinping as the core in the new period can comprehensively promote the development of the cause of clearing and garrisoning the frontier of the Corps. The full text is divided into five parts: the first part is the introduction, mainly the writing background of this article. Theoretical and practical significance, review of relevant domestic and foreign research literature, innovation of this paper and research methods are summarized. The second part mainly expounds the theoretical origin and main content of Xi Jinping's thought of reclaiming and defending the frontier. Including the thought of opening up land in the western regions in ancient times, the development theory of the leading collectives of the Communist Party of China to push forward the cause of bingtuan and garrison, and expound the concrete meaning of the role of "stabilizer, demonstration area and melting pot" put forward by Xi Jinping in the new period. The third part mainly analyzes the current situation of Xi Jinping's thought of opening up and defending the frontier in the Corps, mainly from the political, economic, cultural and other aspects, expounds the actual practice of the thought of "opening up and defending the Frontier" in the Corps. The 4th part mainly includes the comprehensive analysis of the problems and related reasons in the course of carrying out the thought of bingtuan in carrying out the thought of reclaiming and guarding the frontier in the new period; The 5th part mainly puts forward corresponding countermeasures against the problems in the course of carrying out Xi Jinping's thought of opening up land and garrisoning frontiers, so as to make the Corps better maintain social stability and long-term stability in Xinjiang. Practice has proved that the historical contribution of the Corps should be borne in mind. The special role of the Corps can not be replaced, in the new period of development, the role of the Corps can only be strengthened, not weakened.
