我國軍隊轉(zhuǎn)業(yè)干部就業(yè)安置中存在的問題及對策研究

【摘要】:軍轉(zhuǎn)干部就業(yè)安置制度是我國軍事制度的重要一環(huán),也是保障軍人利益的一項福利性制度,旨在為退伍轉(zhuǎn)業(yè)軍官職業(yè)角色轉(zhuǎn)變提供保障,保障其轉(zhuǎn)業(yè)后的生活水平穩(wěn)定。2001年,個人自主擇業(yè)與政府計劃分配相結(jié)合的轉(zhuǎn)業(yè)安置方案的推行,大大提升了軍轉(zhuǎn)安置工作的靈活性,進(jìn)一步拓寬了安置渠道,使得大批軍隊干部轉(zhuǎn)業(yè)到適宜的崗位,為社會建設(shè)、經(jīng)濟(jì)發(fā)展繼續(xù)發(fā)光發(fā)熱。但隨著政治經(jīng)濟(jì)體制改革的不斷深入與軍隊建設(shè)的不斷發(fā)展,這一安置辦法在政策制度和貫徹執(zhí)行層面都出現(xiàn)了一些問題,給軍隊人才的選拔與任用帶來了嚴(yán)重的阻礙,一定程度上影響了國防軍事建設(shè)的健康、平穩(wěn)推進(jìn),不利于我國經(jīng)濟(jì)社會的可持續(xù)發(fā)展。因此,探析當(dāng)前我國軍隊轉(zhuǎn)業(yè)干部就業(yè)安置的現(xiàn)狀,找出存在的突出矛盾并提出對應(yīng)的解決措施和方案,對于推動我國軍隊轉(zhuǎn)業(yè)干部就業(yè)安置制度的持續(xù)完善和優(yōu)化,拓展未來中國社會與政治發(fā)展的新視野,有著相當(dāng)重要的借鑒價值和現(xiàn)實意義。全文按照發(fā)現(xiàn)問題、分析問題、解決問題的邏輯思路展開寫作,第一部分介紹論文選題的背景及研究的價值意義、該領(lǐng)域國內(nèi)外學(xué)者的研究成果與方向,文章的基本脈絡(luò)和中心內(nèi)容、以及研究的思路和方法特別之處。第二部分重點對相關(guān)概念進(jìn)行界定,分析了軍隊轉(zhuǎn)業(yè)干部就業(yè)安置的基本特征與原則、重要性。第三部分首先從戰(zhàn)爭時期的初步形成階段、新中國成立后的適應(yīng)發(fā)展階段、以及十一屆三中全會以來的調(diào)整改革階段系統(tǒng)分析了我國軍隊建立八十多年來軍隊干部轉(zhuǎn)業(yè)安置制度的變革;然后找出當(dāng)前軍轉(zhuǎn)干部就業(yè)安置主要存在計劃分配安置方式難以到位、自主擇業(yè)安置方式不受歡迎、安置現(xiàn)狀與軍轉(zhuǎn)干部擇業(yè)愿望反差較大等問題;最后從新舊體制的摩擦及市場經(jīng)濟(jì)體制不完善、宏觀就業(yè)形勢的影響及用人單位的就業(yè)歧視、自身條件有限及擇業(yè)觀念陳舊、以及政策制度不配套及應(yīng)對措施不健全等方面進(jìn)行原因分析。第四部分則提出我國軍轉(zhuǎn)干部就業(yè)安置制度優(yōu)化和完善的可行性路徑:一是建立集中統(tǒng)一的軍轉(zhuǎn)管理體制;二是推動軍官職業(yè)化道路的形成;三是完善軍轉(zhuǎn)安置法律法規(guī)體系;四是建立健全軍轉(zhuǎn)安置的配套制度;五是提高軍轉(zhuǎn)干部自身的綜合素養(yǎng),以期對將來我國軍轉(zhuǎn)干部就業(yè)安置工作的開展提供一定的指導(dǎo)和借鑒意義。
[Abstract]:The system of employment and placement of military transition cadres is an important part of our military system, and also a welfare system to protect the interests of servicemen, aiming at providing guarantee for the change of professional role of demobilized officers. In 2001, the implementation of the alternative resettlement program combined with the government plan and distribution greatly enhanced the flexibility of the military transfer resettlement work. It has further widened the channels for resettlement, which has enabled a large number of military cadres to switch to suitable posts for social construction. However, with the deepening of the reform of the political and economic system and the continuous development of the army construction, there are some problems in the policy system and the implementation of the resettlement method. The selection and appointment of military personnel has brought serious obstacles, to a certain extent affected the health of national defense and military construction, smooth progress, is not conducive to the sustainable development of China's economic and social. This paper probes into the present situation of the employment and placement of the demobilized military cadres in our country, finds out the outstanding contradictions and puts forward the corresponding solutions and plans, which will promote the continuous improvement and optimization of the employment and placement system of the demobilized cadres in our country. It has important reference value and realistic significance to expand the new vision of Chinese social and political development in the future. The full text is written according to the logic thinking of finding problems, analyzing problems and solving problems. The first part introduces the background of the topic and the value of the study, the research results and direction of scholars at home and abroad, the basic context and central content of the paper. The second part focuses on the definition of relevant concepts and analyzes the basic characteristics and principles of the employment and placement of demobilized military cadres. The third part begins with the initial stage of formation of the war period and the stage of adaptation and development after the founding of the people's Republic of China. And the period of adjustment and reform since the third Plenary session of the 11th CPC Central Committee has systematically analyzed the reform of the system of transferring military cadres to resettlement in China since the establishment of the army for more than 80 years. Then find out that the main problems of employment and resettlement of military cadres at present are that it is difficult to put in place the way of plan allocation and placement, the way of self-employment placement is not popular, the present situation of resettlement is quite different from the desire of military cadres to choose a profession, and so on. Finally, from the friction of the old and new system and the imperfect market economic system, the impact of macro employment situation and employment discrimination of employers, their own conditions are limited and the concept of choosing a job is outdated. In the 4th part, the author puts forward the feasible ways to optimize and perfect the employment and placement system of military cadres in China. First, to establish a centralized and unified management system of military transformation; Second, to promote the formation of the road of professionalization of officers; Third, perfect the system of laws and regulations of military transfer; Fourth, establish and perfect the supporting system of the military transfer resettlement; Fifth, it is necessary to improve the comprehensive quality of the military cadres themselves, in order to provide some guidance and reference for the employment and placement of the military transition cadres in the future.
