【摘要】：《政府工作報告》全面介紹了中國政府在各個領(lǐng)域的基本政策和基本原則以及中國在政治、經(jīng)濟、文化等方面建設(shè)的基本情況，其英語譯本是國外英語讀者了解中國的權(quán)威途徑，因此對其進行系統(tǒng)科學(xué)的研究有著重要的現(xiàn)實意義。 翻譯規(guī)范理論興起于20世紀(jì)70年代，從目標(biāo)語角度出發(fā)，研究翻譯規(guī)范在整個翻譯過程中的重要作用。這一理論不僅關(guān)注文本本身，而且涉及到參與翻譯過程中的各個因素，如原文作者、歷史背景、讀者等，為翻譯研究提供了新的視角。因此，從翻譯規(guī)范理論出發(fā)研究《政府工作報告》的翻譯活動，，能夠?qū)@一過程有更全面、更深刻的認識。 本文以切斯特曼的翻譯規(guī)范理論為基礎(chǔ)，以中央編譯局組織下的《政府工作報告》（2000-2013年）翻譯活動為對象，對《政府工作報告》的內(nèi)容、作用、其翻譯機構(gòu)以及原文的文本特點進行了簡單梳理，并以《政府工作報告》的英語譯本為主要研究對象，通過史料研究、文本分析、數(shù)據(jù)統(tǒng)計研究翻譯規(guī)范在其翻譯活動的重要作用。 研究發(fā)現(xiàn)，首先，期待規(guī)范、責(zé)任規(guī)范、交際規(guī)范和關(guān)系規(guī)范對譯者的翻譯活動有重要影響，譯者通過不同的翻譯策略使其翻譯活動符合翻譯規(guī)范的要求。其次，翻譯規(guī)范涉及翻譯活動中的各個參與因素，如文本類型、原文作者的意愿、讀者的意愿以及翻譯委托人的意愿等。譯者在翻譯過程中有一定的主動權(quán)，他們根據(jù)實際情況對翻譯活動中涉及的各個因素進行平衡。通過分析，受《政府工作報告》政治性以及對外交流的翻譯目的影響，如何滿足讀者和委托人的意愿以及如何準(zhǔn)確、忠實地傳達原文的意義是譯者在翻譯過程中考慮的首要因素。再次，在政治文本翻譯中，譯者要根據(jù)實際情況，采用直譯與意譯相結(jié)合的翻譯方法以準(zhǔn)確反映原文的意義。
[Abstract]:The "Government work report" comprehensively introduces the basic policies and principles of the Chinese Government in various fields as well as the basic situation of China's political, economic, and cultural construction. The English translation is the authoritative way for foreign English readers to understand China, so it is of great practical significance to study it in a systematic and scientific way. From the perspective of target language, the theory of norms of translation, which arose in 1970s, studies the important role of translation norms in the whole process of translation. This theory not only focuses on the text itself. It also involves all the factors involved in the process of translation, such as the original author, historical background, readers and so on, which provides a new perspective for translation studies. From the perspective of translation norms, we can have a more comprehensive and profound understanding of this process by studying the translation activities of the Government's work report. Based on Chesterman's theory of translation norms and the translation activities organized by the Central Bureau of Compiler, this paper focuses on the contents of the "Government work report". The main research object is the English version of the Government work report, which is based on historical data and text analysis. Statistical study of translation norms plays an important role in their translation activities. First of all, expectation norms, responsibility norms, communicative norms and relational norms have important effects on the translator's translation activities. Translators make their translation activities conform to the requirements of translation norms through different translation strategies. Secondly, translation norms involve various factors involved in translation activities, such as text types and the will of the original author. The translator has a certain initiative in the process of translation, and they balance the factors involved in translation according to the actual situation. Influenced by the political nature of the government work report and the translation purpose of foreign exchange, how to satisfy the wishes of readers and clients and how to be accurate. Faithfully communicating the meaning of the original text is the primary factor to be considered by the translator in the process of translation. Thirdly, in the translation of political texts, the translator should take into account the actual situation. The method of combining literal translation with free translation is adopted to accurately reflect the meaning of the original text.
