【摘要】：塞浦路斯位于地中海東部,戰(zhàn)略地位十分重要,素有“地中海金鑰匙”之稱。1960年塞浦路斯脫離英國的殖民統(tǒng)治,建立塞浦路斯共和國。塞浦路斯境內(nèi)希土兩族居民長久以來由于種族、宗教文化的差異以及政治權(quán)力的爭奪,造成國內(nèi)動(dòng)亂不斷。1974年塞浦路斯危機(jī)以及隨后的土耳其派兵占領(lǐng)塞浦路斯北部地區(qū),使塞浦路斯開始了長達(dá)四十年的政治分裂局面。 20世紀(jì)90年代之前,塞浦路斯與歐共體通過簽署《聯(lián)系協(xié)定》和《關(guān)稅同盟協(xié)定》,建立了雙方間的經(jīng)貿(mào)聯(lián)系。上述協(xié)定僅以建立雙方間的關(guān)稅同盟為最終目標(biāo),不具備歐盟成員國協(xié)定的性質(zhì)。1990年塞浦路斯政府向歐盟提出入盟申請(qǐng),歷時(shí)14年,塞浦路斯于2004年5月1日正式加入歐盟,成為歐盟成員國。歐盟第五次擴(kuò)大所加入的十個(gè)成員國中,塞浦路斯的政治狀況最為特殊,而國內(nèi)對(duì)塞浦路斯入盟問題并未有較為深入的研究。本文旨在從塞浦路斯入盟角度出發(fā),通過追溯塞浦路斯與歐盟之間的淵源,闡述塞浦路斯入盟的整個(gè)進(jìn)程,重點(diǎn)分析入盟對(duì)塞浦路斯政治、經(jīng)濟(jì)和對(duì)外關(guān)系所產(chǎn)生的影響,以及國際社會(huì)對(duì)“北塞”政策的轉(zhuǎn)變。同時(shí),通過分析入盟后塞浦路斯問題的進(jìn)展?fàn)顩r,論述聯(lián)合國與歐盟在促使塞浦路斯問題和解方面所做的努力。 本文共包含以下四個(gè)部分： 第一部分,分析論述20世紀(jì)90年代前塞浦路斯與歐共體之間的關(guān)系。在論述塞浦路斯歷史及其塞浦路斯問題產(chǎn)生與發(fā)展的基礎(chǔ)上,追溯塞浦路斯與歐共體之間的關(guān)系,并通過雙方簽署的《聯(lián)系協(xié)定》和《關(guān)稅同盟協(xié)定》分析雙方之間的經(jīng)貿(mào)交往對(duì)塞浦路斯對(duì)外貿(mào)易的影響。 第二部分,論述1990年后塞浦路斯加入歐盟的整個(gè)過程。本章首先探討塞浦路斯申請(qǐng)加入歐盟的動(dòng)機(jī),以及塞浦路斯土耳其族、希臘和土耳其對(duì)塞浦路斯申請(qǐng)入盟的態(tài)度,隨后分階段敘述塞浦路斯加入歐盟的進(jìn)程,最后分析歐盟在塞浦路斯入盟進(jìn)程中對(duì)塞浦路斯問題的政策,以及希臘對(duì)塞浦路斯入盟的推動(dòng)作用。 第三部分,為本論文的重點(diǎn)章節(jié),著重論述入盟對(duì)塞浦路斯政治、經(jīng)濟(jì)以及對(duì)外關(guān)系的影響。政治方面,入盟對(duì)塞浦路斯政府機(jī)構(gòu)以及政黨產(chǎn)生影響；經(jīng)濟(jì)方面,入盟轉(zhuǎn)變了塞浦路斯的貿(mào)易模式以及宏觀經(jīng)濟(jì)政策,同時(shí)在一定程度上影響了塞浦路斯的經(jīng)濟(jì)競爭力；對(duì)外關(guān)系方面,入盟使塞浦路斯政府放棄了長期奉行的不結(jié)盟政策,入盟不僅使塞浦路斯對(duì)希臘和英國的政策發(fā)生變化,也改變了塞浦路斯與中東地區(qū)、俄羅斯以及美國之間的關(guān)系；與此同時(shí),塞浦路斯入盟使歐盟和美國在一定程度上轉(zhuǎn)變了對(duì)“北塞”的態(tài)度,這為改善“北塞,,的國際孤立狀態(tài)帶來機(jī)遇。 第四部分,主要分析入盟后塞浦路斯問題政治解決的進(jìn)展情況。聯(lián)合國為促使希土兩族和解做出了不懈的努力,塞浦路斯希臘族人關(guān)于塞浦路斯問題和解的“歐洲解決方案”,以及塞浦路斯在入盟后通過否決土耳其入盟談判迫使土耳其在塞浦路斯問題上做出讓步的政策,使希土兩族和解、塞浦路斯統(tǒng)一步伐舉步維艱。 結(jié)語部分,總結(jié)塞浦路斯加入歐盟對(duì)塞浦路斯國內(nèi)各領(lǐng)域產(chǎn)生的影響,并對(duì)入盟后塞浦路斯問題的政治解決做出評(píng)估。
[Abstract]:Cyprus , which is located in the eastern Mediterranean region , is strategically placed in strategic position and has a " Mediterranean golden key " . In 1960 , Cyprus separated from Britain ' s colonial rule and established the Republic of Cyprus . The Greek and Turkish residents in Cyprus have long been fighting for ethnic , religious and cultural differences and political power . The 1974 Cyprus crisis and the subsequent Turkish police forces captured the northern part of Cyprus , bringing Cyprus to a political division of four decades . In 1990 , Cyprus and the European Union ( EU ) signed an alliance agreement between Cyprus and the European Union ( EU ) to set up an alliance between Cyprus and the European Union . In the past 14 years , Cyprus became a member of the European Union . In 1990 , Cyprus joined the European Union on May 1 , 2004 . This article contains the following four parts : In the first part , the relationship between Cyprus and EC was discussed . On the basis of discussing the history of Cyprus and its emergence and development , the relationship between Cyprus and EC was traced , and the influence of economic and trade exchanges between the two parties on the foreign trade of Cyprus was analyzed through the agreement between the two parties . In the second part , the whole process of Cyprus ' accession to the European Union in 1990 is discussed . This chapter first discusses Cyprus ' s application for membership in the European Union , and the attitude of the Turkish Cypriots , Greece and Turkey to apply for membership in Cyprus , then stages the process of Cyprus ' s accession to the European Union , and finally analyses the EU ' s policy on the Cyprus problem in the Cyprus accession process , as well as the contribution of Greece to Cyprus . In the third part , this thesis focuses on the influence of the League on the political , economic and external relations of Cyprus . On the political side , the League has transformed the political , economic and external relations of Cyprus . In terms of economy , the League has transformed the trade model of Cyprus and the macro - economic policy . At the same time , the League has changed the relations between Cyprus and the Middle East , Russia and the United States . In the meantime , the League of Cyprus has shifted the attitude of Cyprus to the Middle East , Russia and the United States . In the meantime , the League of Cyprus has brought the European Union and the United States to a certain degree the attitude towards the " Northern Cyprus " , which has brought opportunities for the improvement of the international isolated state of Northern Cyprus . In the fourth part , the United Nations has made unremitting efforts to promote the settlement of the Cyprus problem . The United Nations has made unremitting efforts to promote the reconciliation between the Greek and Turkish Cypriots , the Greek Cypriot Greek Cypriot " European Settlement " on Cyprus ' s settlement , and the policy of making concessions on the Cyprus issue by the Greek Cypriot side after joining the Union , which has made it difficult to reconcile the Greek and Turkish Cypriots and Cyprus . The concluding remarks summarize the impact of Cyprus ' s accession to the European Union on the various areas of Cyprus and make an assessment of the political settlement of the post - accession Cyprus problem .
