【摘要】：冷戰(zhàn)之后,文化作為國際關(guān)系的分析要素之一,重要性日益凸顯。文化在外交政策的制定中發(fā)揮著重要作用,且文化外交給人的主觀印象是:文化相近的國家有更多的"共有知識",彼此更為了解,關(guān)系則更加親密,在外交決策取向上更為一致。因此,對于華人移民占多數(shù),深受儒家文化影響的新加坡,在其對華政策上,我們會主觀抱有更高期望。但從中新關(guān)系的現(xiàn)實(shí)發(fā)展來看,文化相近性的作用效果甚微,新加坡的對華政策也往往與預(yù)期相反,例如新加坡與臺灣保持實(shí)際密切聯(lián)系,公開挑戰(zhàn)中國的南海政策等,中新關(guān)系并未如我們預(yù)期那般親密。因而引發(fā)思考,文化相近性究竟如何在國際關(guān)系中發(fā)揮作用,其作用在現(xiàn)實(shí)主義為主流的國際社會,又有哪些局限呢?文章首先對文化在國際關(guān)系中的地位提升的背景進(jìn)行分析,冷戰(zhàn)結(jié)束后,意識形態(tài)因素對于國際關(guān)系的影響力下降,文化的影響力上升。在國際社會和平與發(fā)展的潮流主導(dǎo)下,國家間的競爭不再局限于政治、經(jīng)濟(jì)等硬實(shí)力的較量,文化作為國家軟實(shí)力的重要組成部分,地位日益凸顯。隨后,筆者提出了文化相近性的概念,并結(jié)合新加坡對華外交政策的案例,得出以下結(jié)論:文化因素對國際關(guān)系的影響力雖然得以提升,但現(xiàn)實(shí)主義仍為國際關(guān)系的主流,占據(jù)主導(dǎo)地位,文化因素發(fā)揮積極作用是有限的。在制定外交政策時(shí),出于現(xiàn)實(shí)主義角度的考量,高過文化相近所帶來的親近。文章第一章對文化相近性這一概念進(jìn)行了界定,通過建立要素分析模型,提供文化相近性判斷標(biāo)準(zhǔn)。第二章則集中對中國和新加坡的文化相近性進(jìn)行了論述,從血緣和領(lǐng)導(dǎo)人深受儒家文化影響的政治哲學(xué)入手,分析中國和新加坡深厚的文化相近性。第三章通過新加坡在對華外交政策上的表現(xiàn),通過分析新加坡的對華政策的歷史沿革和典型案例,凸顯外交現(xiàn)實(shí)與中國預(yù)期的差距。最后一章通過分析新加坡對華政策中的文化因素,找到文化相近性作用的局限性,并找出我國文化外交政策制定中的單向性。最后通過總結(jié)前幾章的論述,給出相應(yīng)的政策建議,使中國的文化外交能夠?qū)⒘α坑迷诘度猩稀Ｎ恼率褂玫闹饕治龇椒榘咐芯糠ê臀墨I(xiàn)分析法,在論文寫作過程中,通過提出文化相近性這一概念,為文化與國際關(guān)系研究提供了新的思路,找到了文化與國際關(guān)系研究的新視角,以文化相近性作為切入口,選擇新加坡對華政策這一典型案例分析,初步得出了對文化作用的機(jī)制和局限的認(rèn)識。
[Abstract]:After the cold war, culture as one of the elements of international relations, has become increasingly prominent. Culture plays an important role in the formulation of foreign policy, and cultural diplomacy to the people's subjective impression is: Culture similar countries have more "common knowledge", in order to understand each other more, the relationship is more intimate, more uniform in the policy. Therefore, for the majority of Chinese immigrants, influenced by Confucianism in Singapore, its China policy, we will have higher subjective expectations. But from the reality in the development of a new relationship, have little effect in culture, Singapore's China policy is often contrary to expectation. Such as Singapore and Taiwan to keep the actual close contact, open challenge Chinese policy of the South China Sea, the new relationship was not as we expected so close. So thinking about how similar culture in international relations In the play, its role in realism as the mainstream of the international community, and what are the limitations? Firstly, culture in international relations to enhance the status of the background analysis, after the end of the cold war, the influence factors for the decline in ideology of international relations, increase the cultural influence. In the peace and development of the trend of the international community led next, the competition between countries is no longer confined to the political, economic and other hard power competition, as an important part of national cultural soft power, has become increasingly prominent. Then, the author puts forward the concept of similar culture, combined with Singapore's foreign policy towards China case, draw the following conclusions: the influence of cultural factors on international relations although can be improved, but the realism is still the mainstream of the international relations, occupy the dominant position, cultural factors play a positive role is limited. In the formulation of foreign policy, a From the realistic point of consideration, too close to high similar culture brings. The first chapter defines the concept of similar culture, by establishing the factor analysis model, provides a similar culture criterion. The second chapter focuses on Chinese and Singapore similar culture are discussed, starting from the Confucian cultural influence the blood and the leaders of the political philosophy, analysis Chinese and Singapore deep cultural similarities. The third chapter through Singapore on China's foreign policy performance, analyzing the history of Singapore's China policy and typical case, highlighting the diplomatic reality and China expected gap. The last chapter through the analysis of the cultural factors of Singapore's policy. Find the limitations of cultural proximity effect, and find out the one-way culture of China's foreign policy. Finally, through the summary of the previous chapters on the, The corresponding policy recommendations, the China cultural diplomacy can be power wisely. This article uses the analysis method as the main method of case study and literature analysis, in the process of writing, by putting forward the concept of similar culture, provides a new way for culture and international relations research, found a new perspective on the relationship between culture and international, with similar culture as the entry point, analysis of the typical case of Singapore's China policy, have reached a preliminary understanding of the action mechanism and limitation of culture.
