【摘要】：隨著就業(yè)、教育、醫(yī)療、社會(huì)保障等民生問題的突出，民生改善問題已成為新世紀(jì)以來黨和政府的一個(gè)工作重心，也成為理論工作者關(guān)注的一個(gè)焦點(diǎn)問題。而已有的研究，在研究重點(diǎn)上，大多數(shù)側(cè)重于民生改善的某個(gè)問題或某個(gè)方面；在研究視角上，大多數(shù)傾向于從民生本身探討民生存在的問題及解決對策。鑒于此，本文在繼承已有研究成果的基礎(chǔ)上，梳理和總結(jié)了中國特色社會(huì)主義民生思想，并以此為指導(dǎo)，從當(dāng)前中國民生的現(xiàn)狀出發(fā)，從民生改善與經(jīng)濟(jì)發(fā)展的關(guān)系角度，以中國的民生改善機(jī)制為中心，，對當(dāng)前中國民生改善機(jī)制的主要問題，建設(shè)原則及建設(shè)路徑進(jìn)行了比較深入的研究。 本文分為五個(gè)部分。第一部分為本文的緒論，探討了研究當(dāng)前中國民生問題的背景，梳理了國內(nèi)外的研究現(xiàn)狀，提出了本文的研究視角和研究目的。第二部分探討了中國特色社會(huì)主義民生思想的形成過程及其主要內(nèi)容，認(rèn)為經(jīng)過中國共產(chǎn)黨幾代領(lǐng)導(dǎo)人的努力探索，作為中國特色社會(huì)主義理論體系組成部分的中國特色社會(huì)主義民主思想已經(jīng)形成，并從五個(gè)方面概括該思想的主要內(nèi)容。第三部分分析了改革開放以來民生改善機(jī)制建設(shè)的根本成就是初步建立了中國特色社會(huì)主義民生改善機(jī)制，主要問題是民生改善的機(jī)制與水平滯后于經(jīng)濟(jì)發(fā)展的機(jī)制與水平。第四部分研究了完善中國民生改善機(jī)制的基本原則，認(rèn)為要改善當(dāng)前中國民生改善機(jī)制，必須立足于社會(huì)主義市場體制，符合世界民生改善機(jī)制的發(fā)展趨勢，必須堅(jiān)持民生改善與經(jīng)濟(jì)發(fā)展相協(xié)調(diào)的原則。最后，本文探討了中國民生改善機(jī)制的建設(shè)路徑，提出要完善當(dāng)前民生改善機(jī)制，加快以改善民生為重點(diǎn)的社會(huì)建設(shè)，突出經(jīng)濟(jì)發(fā)展的民生改善功能，建立有利于民生改善的政治、經(jīng)濟(jì)、文化及生態(tài)文明建設(shè)。
[Abstract]:With employment, education, health, social security and other livelihood problems, improving people's livelihood has become a focus of the work of the party and the government since the beginning of the new century, has become a focus of attention. But the existing theoretical research, the research focus on the most focused on a particular problem, to improve people's livelihood or aspects; in the research perspective, most tend to people from the investigation on people's livelihood problems and solutions. In view of this, this article on the basis of existing research results, summarizes the Socialist People's livelihood thought Chinese characteristics, and as a guide, starting from the current situation China from the perspective of the relationship between the people's livelihood, improve people's livelihood with the development of economy, the Chinese mechanism of improving the people's livelihood as the center, the main problem of the China mechanism to improve people's livelihood, construction principles and construction path were studied deeply.
This paper is divided into five parts. The first part is the introduction, discusses the research background of the current problems of people's livelihood China, combing the research status at home and abroad, put forward the purpose of this study and the research. The second part discusses the China Socialist People's livelihood thought forming process and its main contents, after several generations of leaders the Communist Party Chinese efforts to explore, as the theoretical system of socialism with Chinese characteristic socialist democracy Chinese characteristics has been formed, and summarizes the main contents of the thought from five aspects. The third part analyzes the basic mechanism of the construction of the people's livelihood improvement achievements since the reform and opening up is established China characteristic mechanism of Socialist People's livelihood improvement, the main problem is the mechanism with the level of mechanism and improving people's livelihood level lags behind the economic development. The fourth part studies the improvement of Chinese people The basic principles of health improvement mechanism, to improve the current China mechanism to improve people's livelihood, must be based on socialist market system, in line with the world development trend of mechanism to improve people's livelihood, improve people's livelihood and economic development must adhere to the principle of coordination. Finally, this paper discusses the construction path of China mechanism to improve people's livelihood, proposed to improve the current mechanism to improve people's livelihood to speed up the social construction, the focus on improving people's livelihood, highlighting the economic development to improve people's livelihood, establish conducive to the improvement of people's political, economic, cultural and ecological civilization construction.
