【摘要】：20世紀(jì)80年代,民主化浪潮席卷了東南亞的大多數(shù)國(guó)家。而緬甸作為其中情況比較復(fù)雜和特殊的一員,民主化進(jìn)程滯后,軍人政府牢牢掌握國(guó)家政權(quán),使得國(guó)內(nèi)政治、經(jīng)濟(jì)、文化的發(fā)展受到極大阻礙。如何在民主化浪潮中找到自己的前進(jìn)方向,成為緬甸政治發(fā)展的重要課題。緬甸自獨(dú)立以來,政治民主化進(jìn)程大致可分為緬甸議會(huì)民主制的衰落與“緬甸式社會(huì)主義”的破產(chǎn)、蘇貌政權(quán)時(shí)期的議會(huì)選舉和丹瑞軍人政權(quán)執(zhí)政時(shí)期“七步民主路線圖”的完成、吳登盛政府的民主路線圖計(jì)劃、2015緬甸全國(guó)大選后緬甸的政治發(fā)展這四個(gè)階段。緬甸政治民主化進(jìn)程中顯示出其特有的特點(diǎn),即軍人主導(dǎo)、通過“契約性妥協(xié)”平穩(wěn)推進(jìn)政治民主化進(jìn)程、有較好的彈性和寬容性,以及政治民主化任重道遠(yuǎn)。這些特點(diǎn)的形成有其國(guó)際、國(guó)內(nèi)以及領(lǐng)導(dǎo)人的個(gè)人魅力等方面的原因。西方國(guó)家對(duì)其制裁、第三次民主化浪潮以及全球化背景下西方國(guó)家對(duì)它施加的壓力等國(guó)際因素的影響不容忽視。此外,經(jīng)濟(jì)的發(fā)展是影響緬甸政治民主化的重要因素,只有經(jīng)濟(jì)發(fā)展,人民生活水平提高,各民族團(tuán)結(jié)一致,宗教和睦相處,政治民主化進(jìn)程才能繼續(xù)推進(jìn)。最后,領(lǐng)導(dǎo)人昂山素季的個(gè)人影響力和政治主張對(duì)于緬甸政治民主化未來發(fā)展的走向也有著深刻的影響。
[Abstract]:In 1980s, the democratization wave swept across most countries in Southeast Asia, and Myanmar as a more complex and special member of the situation, the democratization process lagged behind, the military government firmly grasp the state power. The development of domestic politics, economy and culture has been greatly hindered. How to find its own way forward in the wave of democratization has become an important issue in Myanmar's political development. Myanmar has been independent since its independence. The process of political democratization can be divided into the decline of Myanmar parliamentary democracy and the bankruptcy of "Burmese socialism". The parliamentary elections during the Soviet regime and the completion of the "seven-step road map" for democracy during the period of the than Shwe military regime, and the democratic road map plan of the Thein Sein Government. The four stages of political development in Myanmar after the national elections in 2015. The process of political democratization in Myanmar has shown its unique characteristics, namely, military leadership. Through "contractual compromise" to promote the process of political democratization smoothly, there is good flexibility and tolerance, and political democratization has a long way to go. Domestic as well as leader's personal charm and other reasons. Western countries to its sanctions. The influence of international factors such as the third wave of democratization and the pressure exerted by western countries on it under the background of globalization can not be ignored. In addition, economic development is an important factor affecting political democratization in Myanmar. Only with economic development, people's living standards improved, all ethnic groups United, religions living in harmony, and the process of political democratization can continue to advance. Finally. The personal influence and political opinion of leader Aung San Suu Kyi also have a profound influence on the future development of political democratization in Myanmar.
