【摘要】：公租房政策是我國解決居民住房問題的一項重要戰(zhàn)略政策,不僅是民生問題,也是住房保障制度的政策性嘗試。本文采用DEA的效率評價分析方法,對我國部分城市公租房制度運行的效率進行了評價。分析表明,目前我國公租房制度運行效率較低,原因不應當歸咎于資金投入不足,主要是投入資金配置不合理,資金運行結(jié)構(gòu)效率較低。因此,為了提高公租房制度的運行效率,各地應當結(jié)合本地實際,通過制定差異化和個性化的公租房分配制度,調(diào)整公租房投入資金的使用結(jié)構(gòu),解決城市中低收入家庭的住房困難,提高公租房制度的實際運行效率。
[Abstract]:The policy of public rental housing is an important strategic policy for our country to solve the housing problem of the residents, not only is the problem of the people, but also the policy attempt of the housing security system. In this paper, the efficiency evaluation method of DEA is used to evaluate the efficiency of the operation of the public rental system in some cities in China. The analysis shows that the operation efficiency of the public rental system in our country is low, and the reason should not be attributed to the insufficient capital investment, mainly the unreasonable allocation of funds and the low efficiency of the fund running structure. Therefore, in order to improve the operation efficiency of the public rental system, the local practice should be combined, and the use structure of the public rental investment fund can be adjusted through the development of the differentiated and individualized public rental distribution system, and the housing difficulty of the urban and low-income families can be solved, And the actual operation efficiency of the public rental system is improved.
