【摘要】：隨著城市化的推進(jìn)，外來務(wù)工人員不斷涌入城市，而作為推動(dòng)城市經(jīng)濟(jì)發(fā)展的重要力量，他們的居住狀況卻不容樂觀。廉租房、經(jīng)濟(jì)適用房等住房保障政策，都因戶籍制度等因素難以惠及該群體。然而保證外來務(wù)工人員“住有所居”，，不僅是維護(hù)社會(huì)穩(wěn)定與公平的途徑之一，更是地方政府保障民生、維護(hù)弱勢(shì)群體權(quán)益的職能所在。 本文擬運(yùn)用公共產(chǎn)品理論和政府職能理論，以昆明市政府惠及外來務(wù)工群體的多項(xiàng)住房保障政策為研究對(duì)象，通過訪談和問卷調(diào)查，探析當(dāng)前昆明市外來務(wù)工人員的住房困境，對(duì)昆明市現(xiàn)有相關(guān)政策制定、執(zhí)行過程中出現(xiàn)的問題及成因進(jìn)行梳理分析，進(jìn)而有針對(duì)性地提出完善昆明市外來務(wù)工群體住房保障政策的對(duì)策和建議，以供參考借鑒。 本文緒論部分旨在闡明本選題的研究?jī)r(jià)值，梳理學(xué)界相關(guān)研究，說明本文的研究方法與思路。論文的主體部分有三章，第一章探析昆明市外來務(wù)工群體住房保障現(xiàn)狀，分析昆明市外來務(wù)工群體住房保障相關(guān)政策及實(shí)施成效。第二章結(jié)合實(shí)際調(diào)研對(duì)昆明市現(xiàn)有外來務(wù)工群體住房保障政策在制定、執(zhí)行過程中存在的問題及成因進(jìn)行探析。第三章提出完善昆明市外來務(wù)工群體住房保障政策的建議。
[Abstract]:With the development of urbanization, migrant workers pour into the city constantly, but as an important force to promote the development of urban economy, their living conditions are not optimistic. Low-rent housing, comfortable housing and other housing security policies, due to household registration system and other factors are difficult to benefit this group. However, it is not only one of the ways to maintain social stability and fairness, but also the function of the local government to protect the livelihood of the people and safeguard the rights and interests of the vulnerable groups. Based on the theory of public goods and government function, this paper takes several housing security policies of Kunming Municipal Government as the research object, and through interviews and questionnaires, analyzes the housing plight of migrant workers in Kunming. This paper combs and analyzes the problems and causes in the process of making relevant policies and implementing them in Kunming, and then puts forward the countermeasures and suggestions to perfect the housing security policy of migrant workers in Kunming for reference. The introduction of this paper aims at clarifying the research value of this topic, combing relevant academic research, and explaining the research methods and ideas of this paper. There are three chapters in the main part of the thesis. The first chapter analyzes the current situation of housing security for migrant workers in Kunming, and analyzes the policies and implementation results of housing security for migrant workers in Kunming. The second chapter analyzes the problems and causes in the process of making and implementing the existing housing security policy for migrant workers in Kunming. The third chapter puts forward the suggestion to perfect the housing security policy of the migrant workers in Kunming.
