武漢市棚戶區(qū)改造困境及對策研究

【摘要】:根據(jù)武漢市創(chuàng)建我國中部地區(qū)中心城市,推進(jìn)跨越發(fā)展的要求,棚戶區(qū)改造工作成為武漢城市規(guī)劃和發(fā)展的重點(diǎn)民生項(xiàng)目。[1]然而,棚戶區(qū)改造中土地供應(yīng)、融資、安置方式、政策局限等原因,致使武漢市棚戶區(qū)改造遲遲不能順利推進(jìn),,也遠(yuǎn)沒有達(dá)到政府和棚戶區(qū)居民預(yù)期的要求,成為阻礙武漢市城市化轉(zhuǎn)型的重要阻礙。本論文基于實(shí)地調(diào)研及在武漢市房產(chǎn)管理局實(shí)習(xí)收集的資料,針對上述問題,對武漢市棚戶區(qū)改造困境及存在的問題進(jìn)行了研究,試圖深入探究促進(jìn)武漢市棚戶區(qū)改造的路徑及對策。 本文首先梳理了國內(nèi)外學(xué)者對舊城更新和棚戶區(qū)改造的相關(guān)研究,并結(jié)合我國在棚戶區(qū)改造方面的實(shí)踐,對武漢市棚戶區(qū)及其概念進(jìn)行了界定,分析了武漢市棚戶區(qū)改造所面臨的困境及形成這些困境的原因,提出了拓寬融資渠道;豐富拆遷補(bǔ)償方式;完善行政體制等對策建議。
[Abstract]:According to the requirement of Wuhan to establish the central city in the central part of our country and to push forward the leap forward development, the reconstruction of shantytowns has become a key livelihood project in Wuhan's urban planning and development. [1] however, land supply and financing in the transformation of shanty towns, Because of the settlement mode and policy limitation, the transformation of Wuhan shantytown has not been able to advance smoothly, and has not reached the expected requirements of the government and the shantytown residents, which has become an important obstacle to the urbanization transformation of Wuhan. Based on the field investigation and the data collected in Wuhan Real Estate Administration Bureau, this paper studies the difficulties and existing problems in the reconstruction of shanty towns in Wuhan, aiming at the above problems. This paper attempts to explore the path and countermeasures to promote the transformation of shantytowns in Wuhan. This article first combs the domestic and foreign scholars to the old city renewal and the shantytown reconstruction correlation research, and unifies our country in the shantytown transformation aspect practice, has carried on the definition to the Wuhan shantytown and its concept. This paper analyzes the difficulties faced by the transformation of shantytowns in Wuhan and the reasons for these difficulties, and proposes to widen the financing channels. Enrich the compensation methods of demolition; perfect the administrative system and other countermeasures.
