煤炭資源型城市競(jìng)爭(zhēng)力的系統(tǒng)演化與仿真研究

【摘要】:資源是人類生存發(fā)展的物質(zhì)基礎(chǔ),城市是人類文明進(jìn)步的主要載體。這兩個(gè)問題,都是人類共同面對(duì)的重大問題,兩者結(jié)合,即資源型城市問題,又構(gòu)成了一個(gè)相對(duì)獨(dú)立、備受關(guān)注的重大問題。資源型城市中,最典型的是煤炭資源型城市。 煤炭型資源型城市承載著重要的歷史背景,也面臨著許多重大的現(xiàn)實(shí)問題。建國(guó)后,這些城市為新中國(guó)經(jīng)濟(jì)的發(fā)展和工業(yè)化體系的建立貢獻(xiàn)了重要力量。但是煤炭資源的儲(chǔ)量是有限的,多年大量的持續(xù)的開采,必然帶來成本的增加、資源減少,從而使得煤炭產(chǎn)業(yè)的獲利減少,煤炭主導(dǎo)產(chǎn)業(yè)的發(fā)展速度放緩,并產(chǎn)生了工人失業(yè)、環(huán)境污染等一系列社會(huì)問題。有些城市的發(fā)展甚至面臨難以為繼的局面,城市綜合競(jìng)爭(zhēng)力迅速下降。因此,如何從城市系統(tǒng)的角度入手,分析煤炭資源型城市系統(tǒng)的自組織特性、城市競(jìng)爭(zhēng)力系統(tǒng)的競(jìng)爭(zhēng)與協(xié)同演化,成為提升競(jìng)爭(zhēng)力的關(guān)鍵。從系統(tǒng)角度研究城市競(jìng)爭(zhēng)力提升,一方面有利于豐富和發(fā)展煤炭資源型城市競(jìng)爭(zhēng)力理論;另一方面有利于為煤炭資源型城市的管理實(shí)踐及政策制定等提供參考,對(duì)促進(jìn)這類城市的健康持續(xù)發(fā)展具有重要的理論和實(shí)踐意義。 本文首先闡述了資源型城市的定義與分類,分析了煤炭資源型城市的特征及其經(jīng)濟(jì)發(fā)展規(guī)律,基于煤炭資源型城市競(jìng)爭(zhēng)力的概念及其系統(tǒng)性特征,明確了提升煤炭資源型城市競(jìng)爭(zhēng)力目標(biāo),探究煤炭資源型城市競(jìng)爭(zhēng)力內(nèi)在機(jī)理,選擇耗散結(jié)構(gòu)理論、自組織理論和系統(tǒng)動(dòng)力學(xué)理論作為研究的理論工具,,為煤炭資源型城市競(jìng)爭(zhēng)力的深入研究奠定理論基礎(chǔ)。 立足于自組織理論和系統(tǒng)演化的視角,從中觀角度入手,構(gòu)建了具有多樣性和復(fù)雜性的煤炭資源型城市系統(tǒng)自組織特性和演化過程中內(nèi)在機(jī)制。據(jù)此,剖析城市系統(tǒng)競(jìng)爭(zhēng)力演化的本質(zhì)和動(dòng)因。從驅(qū)動(dòng)煤炭資源型城市系統(tǒng)競(jìng)爭(zhēng)力的形成和強(qiáng)化力量著手,探究了與之相關(guān)的漲落機(jī)制、協(xié)同機(jī)制以及基于轉(zhuǎn)型熵的城市競(jìng)爭(zhēng)力提升機(jī)制。 借鑒煤炭資源型城市與煤炭資源型城市競(jìng)爭(zhēng)力理論的研究范式,同時(shí)充分考慮指標(biāo)的可獲性和協(xié)調(diào)性等因素,以資源環(huán)境、經(jīng)濟(jì)環(huán)境、生態(tài)環(huán)境、科技環(huán)境、社會(huì)環(huán)境、開放環(huán)境和產(chǎn)業(yè)環(huán)境為二級(jí)指標(biāo),構(gòu)建了具有較強(qiáng)系統(tǒng)性的煤炭資源型城市競(jìng)爭(zhēng)力評(píng)價(jià)的指標(biāo)體系。利用結(jié)構(gòu)方程模型建模型及相應(yīng)的參數(shù)設(shè)定,對(duì)初始構(gòu)建的指標(biāo)體系進(jìn)行了篩選,繼而利用因子分析法構(gòu)建了煤炭資源型城市競(jìng)爭(zhēng)力評(píng)價(jià)模型并選取實(shí)證對(duì)象進(jìn)行了模型應(yīng)用。 依據(jù)自組織理論原理,本文對(duì)煤炭資源型城市競(jìng)爭(zhēng)力的子系統(tǒng)之間的功能耦合和循環(huán)互動(dòng)并促使系統(tǒng)向高級(jí)有序方向演化的內(nèi)在關(guān)系及構(gòu)成進(jìn)行了闡述。在此基礎(chǔ)上依據(jù)協(xié)同學(xué)中序參量的特征從城市競(jìng)爭(zhēng)力系統(tǒng)內(nèi)部探尋慢變量,進(jìn)而確定煤炭資源型城市競(jìng)爭(zhēng)力系統(tǒng)的子系統(tǒng)協(xié)同能力和競(jìng)爭(zhēng)力水平為系統(tǒng)的序參量,并就序參量對(duì)城市競(jìng)爭(zhēng)力系統(tǒng)的協(xié)同演化影響進(jìn)行了分析;谙到y(tǒng)協(xié)同演化分析,構(gòu)建了煤炭資源型城市競(jìng)爭(zhēng)力系統(tǒng)資源協(xié)同演化模型并對(duì)實(shí)證對(duì)象進(jìn)行測(cè)度。 結(jié)合城市競(jìng)爭(zhēng)力各子系統(tǒng)和各級(jí)指標(biāo)之間的相互影響關(guān)系和因子分析得到的城市競(jìng)爭(zhēng)力評(píng)價(jià)結(jié)果,利用系統(tǒng)動(dòng)力學(xué)原理,基于城市競(jìng)爭(zhēng)力系統(tǒng)內(nèi)在的競(jìng)爭(zhēng)演化過程,構(gòu)建城市競(jìng)爭(zhēng)力系統(tǒng)演化模型。分析了各資源要素之間的相互作用關(guān)系對(duì)競(jìng)爭(zhēng)力系統(tǒng)演化的影響,并利用仿真模型進(jìn)行了動(dòng)態(tài)演化仿真。在此基礎(chǔ)上,從提升煤炭資源型城市競(jìng)爭(zhēng)力的視角,分別適度調(diào)整不同的變量輸入,對(duì)仿真模型進(jìn)行了修正。 基于煤炭資源型城市競(jìng)爭(zhēng)力評(píng)價(jià)、競(jìng)爭(zhēng)力系統(tǒng)資源協(xié)同度測(cè)度和競(jìng)爭(zhēng)力系統(tǒng)仿真演化分析,借鑒城市競(jìng)爭(zhēng)力模型的通用范式,并針對(duì)煤炭資源型城市的特點(diǎn),特別是黑龍江省四煤城,提出了煤炭資源型城市競(jìng)爭(zhēng)力的提升思路,并具體從資源環(huán)境、經(jīng)濟(jì)環(huán)境、生態(tài)環(huán)境、科技環(huán)境、社會(huì)環(huán)境、開放環(huán)境和產(chǎn)業(yè)環(huán)境七個(gè)方面提出了煤炭資源型城市競(jìng)爭(zhēng)力提升的對(duì)策。
[Abstract]:The resource is the material base of human's survival and development, and the city is the main carrier of the progress of human civilization. The two problems, both of which are the major problems facing mankind, are the combination of the two, that is, the problem of resource-based cities, and constitute a relatively independent and important issue. The most typical of the resource-based cities is the coal-resource-type city. The coal-based resource-based city bears an important historical background, and it also faces many important realities Q. After the founding of the People's Republic of China, these cities have contributed to the development of the new China's economy and the establishment of the industrialization system However, the reserves of coal resources are limited, and for many years, a large amount of continuous mining will inevitably bring about an increase in cost and decrease of resources, so that the profit of the coal industry is reduced, the development speed of the leading industry of the coal is slow, and a series of social workers, such as workers' unemployment, environmental pollution and the like, are generated. The objective of competitiveness is to explore the internal mechanism of the coal resource type city's competitiveness, to choose the theory of dissipation structure, the self-organization theory and the system dynamics theory as the theoretical tool of the research, and to make an in-depth study of the competitiveness of the coal resource type city. Based on the theory of self-organization and the evolution of the system, the self-organizing character and performance of the coal-resource-type urban system with diversity and complexity are constructed based on the perspective of the theory of organization and the evolution of the system. In this paper, the internal mechanism of the process is analyzed, and the competitiveness of the urban system is analyzed. The essence and motivation of the evolution are as follows: from the formation and strengthening of the competitiveness of the coal-resource-type urban system, the fluctuation mechanism, the cooperative mechanism and the city based on the transformation entropy are explored. The mechanism of the promotion of the city's competitiveness is to learn from the research paradigm of the coal-resource-type city and the coal-resource-type city's competitiveness theory, taking full consideration of the factors such as the availability and coordination of the index, taking into account the resource environment, the economic environment, the ecological environment, the scientific and technological environment, the social environment and the open ring.
