【摘要】：最近幾年房價(jià)高漲，老百姓意見紛紛，為此，國家出臺了“國六條”、“國八條”、“國十一條”、“新國五條”等一系列調(diào)控房價(jià)的政策措施，并且每次都把加大保障性住房建設(shè)作為重要的內(nèi)容，并要求地方政府貫徹執(zhí)行。廣州市政府致力解決全市廣大居民的住房問題，在執(zhí)行國家保障性住房政策中進(jìn)行努力的實(shí)踐和探索，大力推進(jìn)保障性住房建設(shè)，并取成了初步的成效。但是，在政策執(zhí)行過程中也存在著一些問題。本文以全國保障性住房政策為大背景，通過對廣州市政府執(zhí)行保障性住房政策現(xiàn)狀進(jìn)行調(diào)查研究，探討其在執(zhí)行保障性住房政策中存在的問題及其原因，并提出相應(yīng)的對策，可供廣州市政府決策部門借鑒、參考或采納，有助于促進(jìn)國家保障性住房政策的有效執(zhí)行，解決廣州市工業(yè)化、城鎮(zhèn)化進(jìn)程中出現(xiàn)的住房問題，維護(hù)社會穩(wěn)定，實(shí)現(xiàn)社會和諧，建設(shè)幸福廣州。 文章共五部分。第一部分是緒論，主要闡述問題的研究背景和研究的意義，運(yùn)用對比分析法，對國內(nèi)外的研究現(xiàn)狀進(jìn)行分析，并表明了本文的研究思路、結(jié)構(gòu)和獨(dú)創(chuàng)及新穎之處；第二部分是我國保障性住房政策概述。全面介紹了保障性住房政策演變以及我國的保障性住房政策主要內(nèi)容；第三部分是廣州市執(zhí)行國家保障性住房政策實(shí)證調(diào)查分析。在詳細(xì)調(diào)研的基礎(chǔ)上，運(yùn)用定量研究法，分析廣州市執(zhí)行國家保障性住房政策意義、取得成效，以及存在著的問題和原因；第四部分，借鑒了國內(nèi)外地方政府執(zhí)行保障性住房政策的經(jīng)驗(yàn)與啟示。主要包括有國外紐約州和東京都、國內(nèi)香港、重慶和上海住房保障政策和建設(shè)經(jīng)驗(yàn)，同時(shí)總結(jié)了國內(nèi)外地方政府執(zhí)行保障性住房政策的啟示；第五部分是促進(jìn)廣州市有效執(zhí)行國家保障性住房政策的對策建議。主要從厘清利益關(guān)系，開拓多元政策執(zhí)行主體，拓展融資渠道，，形成政策執(zhí)行的社會合力，緊跟政策的變化，創(chuàng)新政策執(zhí)行方式，科學(xué)合理規(guī)劃，提高政策執(zhí)行質(zhì)量，健全監(jiān)控機(jī)制，強(qiáng)化政策執(zhí)行監(jiān)控等方面提出了一些對策性建議。
[Abstract]:In recent years, housing prices have soared and people have had opinions. For this reason, the state has issued a series of policy measures to control housing prices, such as "six articles of the country", "eight articles of the State", "11 articles of the Nation", "five articles of the New Nation", etc. And every time to increase the construction of affordable housing as an important content, and require local governments to implement. The Guangzhou Municipal Government has made great efforts to solve the housing problems of the vast number of residents in the whole city, carried on the practice and exploration in the implementation of the national indemnificatory housing policy, and vigorously promoted the construction of the affordable housing, which has become a preliminary result. However, there are some problems in the process of policy implementation. This article takes the national indemnificatory housing policy as the background, through carries on the investigation and the research to the Guangzhou city government to carry on the indemnificatory housing policy present situation, discusses its existing problems and the reason in the implementation of the indemnificatory housing policy, and puts forward the corresponding countermeasure. It can be used for reference, reference or adoption by the policy-making department of Guangzhou government, which is helpful to promote the effective implementation of the national indemnificatory housing policy, to solve the housing problems in the course of industrialization and urbanization in Guangzhou, to maintain social stability and to realize social harmony. Build a happy Guangzhou. The article consists of five parts. The first part is the introduction, mainly elaborates the research background and the significance of the question, uses the contrast analysis method, carries on the analysis to the domestic and foreign research present situation, and has indicated this research thought, the structure and the originality and the novelty; The second part is the summary of our country's indemnificatory housing policy. This paper introduces the evolution of the indemnificatory housing policy and the main contents of the indemnificatory housing policy in our country. The third part is the empirical investigation and analysis on the implementation of the national indemnificatory housing policy in Guangzhou. On the basis of detailed investigation and research, this paper analyzes the significance, achievements, problems and reasons of Guangzhou's implementation of the national indemnificatory housing policy by using quantitative research method. It draws lessons from the experience and enlightenment of the local government in implementing the indemnificatory housing policy at home and abroad. It mainly includes the housing security policy and construction experience of foreign New York and Tokyo, Hong Kong, Chongqing and Shanghai. At the same time, it summarizes the enlightenment of the local governments at home and abroad in implementing the indemnificatory housing policy. The fifth part is the countermeasures and suggestions to promote the effective implementation of the national indemnificatory housing policy in Guangzhou. Mainly from clarifying the interest relation, opening up the multiple policy execution main body, expanding the financing channel, forming the social resultant force of the policy implementation, keeping up with the policy change, innovating the policy execution way, scientifically and rationally planning, improving the policy implementation quality, Improve the monitoring mechanism, strengthen the implementation of policy monitoring and other aspects put forward some suggestions.
