外資企業(yè)非正常撤資問(wèn)題研究

【摘要】：利用外資是我國(guó)對(duì)外開(kāi)放基本國(guó)策的重要內(nèi)容。自1992年起，已連續(xù)19年成為世界上吸收外資最多的發(fā)展中國(guó)家，2012年達(dá)到1132.94億美元，其中外商直接投資達(dá)到1117.16億美元，外資企業(yè)在拉動(dòng)經(jīng)濟(jì)增長(zhǎng)、增加稅收、擴(kuò)大就業(yè)、促進(jìn)進(jìn)出口貿(mào)易、推動(dòng)產(chǎn)業(yè)機(jī)構(gòu)升級(jí)等方面發(fā)揮了積極作用，，已經(jīng)成為國(guó)民經(jīng)濟(jì)的重要組成部分，對(duì)國(guó)民經(jīng)濟(jì)的持續(xù)、健康發(fā)展意義重大。 國(guó)際金融危機(jī)前后，我國(guó)部分沿海地區(qū)比較集中地發(fā)生了外資企業(yè)非正常撤資現(xiàn)象，給相關(guān)利益方帶來(lái)了較為嚴(yán)重的經(jīng)濟(jì)損失，也給我國(guó)的社會(huì)穩(wěn)定帶來(lái)一定消極影響，引起社會(huì)各界的高度關(guān)注。隨著我國(guó)利用外資規(guī)模的持續(xù)擴(kuò)大和國(guó)內(nèi)外經(jīng)濟(jì)環(huán)境的不斷變化，必然會(huì)出現(xiàn)外資撤資現(xiàn)象，但這種不履行合法程序的撤資行為為我們敲響了警鐘，必須加以關(guān)注。對(duì)外資企業(yè)非正常撤資現(xiàn)象進(jìn)行進(jìn)一步研究，正確認(rèn)識(shí)其產(chǎn)生的原因、影響，提出有效的對(duì)策，對(duì)于進(jìn)一步加深對(duì)這一現(xiàn)象的認(rèn)識(shí)、減少外資企業(yè)非正常撤資現(xiàn)象的發(fā)生、更好發(fā)揮外資企業(yè)對(duì)我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展的促進(jìn)作用具有重要意義。 本文在梳理國(guó)內(nèi)外關(guān)于外資企業(yè)撤資和非正常撤資研究現(xiàn)狀的基礎(chǔ)上，結(jié)合我國(guó)部分地區(qū)外資企業(yè)非正常撤資的現(xiàn)狀，揭示了該現(xiàn)象的時(shí)間、地區(qū)、投資來(lái)源、行業(yè)等特征，全面分析了外資企業(yè)非正常撤資的原因，外資企業(yè)非正常撤資的原因是復(fù)雜、多方面的，既有國(guó)內(nèi)外經(jīng)濟(jì)環(huán)境的影響、又有外資企業(yè)自身原因，既有政府相關(guān)部門的因素，又有制度設(shè)計(jì)上的缺陷，當(dāng)前我國(guó)的財(cái)政體制強(qiáng)化了地方政府的相對(duì)獨(dú)立利益，地方政府具有發(fā)展經(jīng)濟(jì)的強(qiáng)烈沖動(dòng)，外資也成為地方政府競(jìng)爭(zhēng)的對(duì)象，競(jìng)相出臺(tái)優(yōu)惠政策吸引外資，導(dǎo)致一些不良外資進(jìn)入，為非正常撤資埋下隱患，地方政府引資不當(dāng)才是外資企業(yè)非正常撤資的深層次原因。外資企業(yè)非正常撤資對(duì)地方經(jīng)濟(jì)發(fā)展、就業(yè)、社會(huì)穩(wěn)定、投資環(huán)境等方面都產(chǎn)生了負(fù)面影響，同時(shí)也應(yīng)看到，部分外資企業(yè)的撤資客觀上對(duì)于優(yōu)化利用外資結(jié)構(gòu)，提高使用外資質(zhì)量、推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)有一定的促進(jìn)作用，隨后本文提取可量化的因素，建立多元回歸模型，運(yùn)用定量研究的方法對(duì)外資企業(yè)非正常撤資的相關(guān)影響因素進(jìn)行了分析，分析結(jié)果表明相關(guān)因素確實(shí)是外資企業(yè)非正常撤資的影響因素，特別是近年來(lái)人民幣持續(xù)升值，對(duì)外資企業(yè)的生產(chǎn)經(jīng)營(yíng)產(chǎn)生了重要影響。最后，就如何防范和應(yīng)對(duì)外資企業(yè)非正常撤資行為進(jìn)行了有益探索，提出了提高利用外資的風(fēng)險(xiǎn)意識(shí)、切實(shí)提高利用外資質(zhì)量、改善投資環(huán)境、建立地方政府利用外資考核評(píng)價(jià)制度、構(gòu)建外資企業(yè)非正常撤資預(yù)警系統(tǒng)等對(duì)策建議。
[Abstract]:The utilization of foreign capital is an important part of our country's basic national policy of opening to the outside world. Since 1992, it has become the developing country with the most foreign investment in the world for 19 consecutive years, reaching 113.294 billion US dollars in 2012, of which foreign direct investment has reached 111.716 billion US dollars. Foreign enterprises are stimulating economic growth, increasing taxation, and expanding employment. The promotion of import and export trade and the upgrading of industrial institutions have played an active role and have become an important part of the national economy, which is of great significance to the sustained and healthy development of the national economy. Before and after the international financial crisis, some coastal areas of our country have concentrated on the phenomenon of abnormal divestment of foreign-funded enterprises, which has brought more serious economic losses to the relevant stakeholders, and has also had a certain negative impact on the social stability of our country. It has aroused great concern from all walks of life. With the continuous expansion of the scale of utilizing foreign capital and the constant change of economic environment at home and abroad, the phenomenon of foreign capital divestment will inevitably appear. However, this kind of disinvestment behavior that does not fulfill the legal procedure has sounded the alarm for us and must be paid attention to. To further study the phenomenon of abnormal divestment of foreign-funded enterprises, correctly understand its causes, influence, and put forward effective countermeasures to further deepen the understanding of this phenomenon and reduce the occurrence of abnormal divestment of foreign-funded enterprises. It is of great significance to give full play to the role of foreign-funded enterprises in promoting China's economic and social development. On the basis of combing the current situation of foreign capital withdrawal and abnormal divestment at home and abroad, and combining with the current situation of foreign capital withdrawal in some regions of China, this paper reveals the characteristics of this phenomenon, such as time, region, source of investment, industry, etc. This paper comprehensively analyzes the reasons for the abnormal withdrawal of foreign investment by foreign-funded enterprises. The reasons for the abnormal withdrawal of foreign capital enterprises are complex and multi-faceted. They have both the influence of the economic environment at home and abroad, the reasons of the foreign-funded enterprises themselves, and the factors of the relevant departments of the government. At present, the financial system of our country has strengthened the relative independent interests of the local government, the local government has a strong impulse to develop the economy, and foreign capital has also become the object of local government competition. Competitive introduction of preferential policies to attract foreign capital, leading to some bad foreign capital into, for the abnormal divestment buried hidden trouble, local governments to attract improper investment is the deep-seated reason for the abnormal withdrawal of foreign-funded enterprises. The abnormal divestment of foreign-funded enterprises has had a negative impact on local economic development, employment, social stability, investment environment, and so on. At the same time, it should also be noted that the withdrawal of some foreign-funded enterprises objectively contributes to optimizing the structure of utilizing foreign capital. To improve the quality of using foreign capital and promote the upgrading of industrial structure, this paper extracts quantifiable factors and establishes a multivariate regression model. This paper analyzes the influence factors of abnormal divestment of foreign-funded enterprises by using the method of quantitative research. The results show that the related factors are really the influencing factors of abnormal divestment of foreign-funded enterprises, especially the continuous appreciation of RMB in recent years. The production and management of foreign-funded enterprises have had an important impact. Finally, the paper makes a beneficial exploration on how to prevent and deal with the abnormal divestment behavior of foreign-funded enterprises, and puts forward how to raise the risk consciousness of utilizing foreign capital, improve the quality of utilizing foreign capital, and improve the investment environment. To establish the appraisal system of the local government's utilization of foreign capital and to set up the early warning system for the abnormal withdrawal of foreign investment by foreign-funded enterprises, and so on.
