【摘要】：城市土地開發(fā)整理的核心就是我們對城市現(xiàn)有土地開發(fā)利用狀況做出相應(yīng)合理的配置和改革,改變當(dāng)前粗放型用地方式為集約型用地方式。開展城市土地開發(fā)整理工作的目的就是對城市土地進(jìn)行合理的管理和支配,使得城市土地配置和結(jié)構(gòu)與經(jīng)濟(jì)社會的發(fā)展目標(biāo)相協(xié)調(diào),進(jìn)而充分的利用每一寸土地。本文以鄂爾多斯市中心城區(qū)康巴什新區(qū)為例,就鄂爾多斯市城市土地開發(fā)整理工作進(jìn)行了專門研究。論文主要由三部分構(gòu)成：首先,對康巴什新區(qū)城市土地開發(fā)整理的現(xiàn)狀在進(jìn)行調(diào)查研究的基礎(chǔ)上,從土地開發(fā)整理的流程、土地開發(fā)整理的模式及風(fēng)險(xiǎn)評估等方面進(jìn)行了分析,就康巴什新區(qū)城市土地開發(fā)整理工作的積極成果進(jìn)行了梳理。其次,就康巴什新區(qū)城市土地開發(fā)整理工作面臨的主要問題從內(nèi)部因素和外部因素兩個方面進(jìn)行了分析,認(rèn)為土地開發(fā)整理中之所以出現(xiàn)問題,主要是城市土地開發(fā)整理的相關(guān)政策和法律法規(guī)宣傳滯后、城市管理者和決策者的理念相對落后、土地開發(fā)整理的資金來源渠道單一及群眾參與少限制了產(chǎn)業(yè)的發(fā)展。最后,論文就如何進(jìn)一步推進(jìn)康巴什新區(qū)城市土地開發(fā)整理工作提出了相應(yīng)對策,一是政府和相關(guān)部門要加強(qiáng)對城市土地開發(fā)整理工作的重視,二是需要進(jìn)一步完善促進(jìn)城市土地開發(fā)整理發(fā)展的市場機(jī)制,三是推進(jìn)產(chǎn)業(yè)的法制化進(jìn)程,實(shí)現(xiàn)城市土地開發(fā)整理與城市環(huán)境保護(hù)的協(xié)調(diào)發(fā)展,四是要加強(qiáng)城市土地開發(fā)整理行業(yè)的內(nèi)部管理。通過本文的研究,以期為城市土地開發(fā)整理的健康發(fā)展提供相應(yīng)的借鑒。
[Abstract]:The core of urban land development and consolidation is that we should make the corresponding rational allocation and reform to the present situation of urban land development and use, and change the present extensive land use mode to intensive land use mode. The purpose of urban land development and consolidation is to manage and dominate urban land reasonably, to coordinate urban land allocation and structure with economic and social development goals, and to make full use of every inch of land. Taking Kangbashi district of central Ordos city as an example, this paper makes a special study on urban land development and arrangement in Ordos city. The thesis is mainly composed of three parts: firstly, on the basis of investigation and research, this paper analyzes the process of land development and consolidation, the mode of land development and consolidation, and the risk assessment of urban land development and consolidation in Kangbashi New District. The positive results of urban land development and consolidation in Kangbashi New District were combed out. Secondly, the paper analyzes the main problems in the development and consolidation of urban land in Kangbashi New District from two aspects: internal and external factors, and points out that the reasons for the problems in land development and consolidation are: The main reasons are that the related policies, laws and regulations of urban land development and consolidation lag behind, the concept of urban managers and policy makers is relatively backward, the single source of funds for land development and consolidation and the limited participation of the masses limit the development of industry. Finally, the paper puts forward the corresponding countermeasures on how to further promote the urban land development and consolidation work in Kangbashi New District. First, the government and relevant departments should pay more attention to the urban land development and consolidation work. Second, it is necessary to further improve the market mechanism to promote the development of urban land development and consolidation, and third, to promote the process of industrial legalization, and to realize the coordinated development of urban land development and consolidation with urban environmental protection. Fourth, to strengthen the development of urban land consolidation industry internal management. The purpose of this paper is to provide reference for the healthy development of urban land development and consolidation.
