【摘要】：鄂爾多斯市位于內(nèi)蒙古自治區(qū)西南部,近年來(lái),隨著國(guó)家西部大開(kāi)發(fā)和能源戰(zhàn)略的西移,憑借豐富的自然資源優(yōu)勢(shì),鄂爾多斯市經(jīng)濟(jì)呈現(xiàn)持續(xù)快速發(fā)展態(tài)勢(shì),隨之而興起的民間信貸也異�；钴S,日益增多的民間信貸給當(dāng)?shù)亟?jīng)濟(jì)和社會(huì)帶來(lái)了許多影響,鄂爾多斯市的民間信貸問(wèn)題越來(lái)越受到全社會(huì)的廣泛關(guān)注。為了將民間信貸引入正規(guī)化和陽(yáng)光化,防范民間信貸糾紛的發(fā)生,鄂爾多斯市政府已經(jīng)成立了相關(guān)的管制機(jī)構(gòu)。如何在具體工作中充分發(fā)揮政府的管制作用,引領(lǐng)當(dāng)?shù)孛耖g信貸走向陽(yáng)光化、規(guī)范化,成為鄂爾多斯市政府工作的重要內(nèi)容,對(duì)于民間信貸管制部門(mén)來(lái)說(shuō)是一個(gè)考驗(yàn)。本文以?xún)?nèi)蒙古自治區(qū)經(jīng)濟(jì)發(fā)展比較快、民間信貸較為活躍的鄂爾多斯市為研究重點(diǎn),通過(guò)理論研究和調(diào)查訪(fǎng)問(wèn)相結(jié)合的方法,介紹了鄂爾多斯市近年來(lái)民間信貸的狀況,總結(jié)出當(dāng)前鄂爾多斯市民間信貸政府管制面臨的管制機(jī)構(gòu)體系不完善、相關(guān)法律法規(guī)不健全等主要問(wèn)題,深入分析了造成這些問(wèn)題的主要原因,通過(guò)借鑒國(guó)內(nèi)外發(fā)達(dá)國(guó)家和地區(qū)成功的民間信貸管制經(jīng)驗(yàn),結(jié)合鄂爾多斯市的具體情況和地域特點(diǎn),對(duì)鄂爾多斯市的民間信貸政府管制提出了建立健全地方性法律法規(guī)制度、完善管制體系和打造誠(chéng)信政府等具體建議和對(duì)策,為我國(guó)地方政府民間信貸的管制提供借鑒。
[Abstract]:Ordos is located in the southwest of Inner Mongolia Autonomous region. In recent years, with the development of the western region and the shift of energy strategy to the west, with the advantage of abundant natural resources, the economy of Ordos presents a sustained and rapid development trend. With the rise of private credit is also extremely active, the increasing number of private credit to the local economy and society has brought a lot of influence, Ordos folk credit problem has been paid more and more attention by the whole society. In order to introduce the folk credit into the formalization and sunshine and prevent the occurrence of the civil credit disputes, the Ordos city government has set up relevant regulatory agencies. How to give full play to the control role of the government in the concrete work, lead the local folk credit to the sunshine, the standardization, become the important content of the work of the Ordos municipal government, is a test for the private credit control department. This paper focuses on Ordos City, where the economy of Inner Mongolia Autonomous region is developing rapidly and private credit is active. The paper introduces the situation of folk credit in Ordos city in recent years by combining theoretical research with investigation visits. This paper summarizes the main problems of the credit government regulation in Ordos, such as the imperfect regulatory system, the imperfect laws and regulations, and analyzes the main causes of these problems. Through drawing lessons from the successful experiences of the developed countries and regions at home and abroad, combining with the specific situation and regional characteristics of Ordos City, this paper puts forward the establishment and improvement of local laws and regulations system for the government regulation of folk credit in Ordos city. To perfect the control system and build the honest government and other concrete suggestions and countermeasures to provide reference for the local government to regulate the private credit.
