江西贛州市保障性住房建設(shè)融資困境與模式探討

【摘要】:當(dāng)前,隨著經(jīng)濟(jì)社會(huì)的迅速發(fā)展,我國(guó)的經(jīng)濟(jì)總量已躍居世界第二,人民群眾的溫飽問(wèn)題基本都得到解決,而實(shí)現(xiàn)“住有所居”,成為了眼下改善民生的最重要任務(wù)。隨著近幾年來(lái)我國(guó)商品房?jī)r(jià)格的高速度增長(zhǎng),中低收入階層僅依靠自身的經(jīng)濟(jì)能力更加難以解決住房問(wèn)題。在這種情況下,中低收入家庭的居住問(wèn)題使得國(guó)家更加關(guān)心注重,因此加大力度建設(shè)擴(kuò)大保障性住房變得尤為緊迫。 江西省贛州市屬經(jīng)濟(jì)欠發(fā)達(dá)地區(qū),財(cái)力不強(qiáng),在建設(shè)保障性住房上完全依賴政府的投資和單一的融資模式,是無(wú)法承擔(dān)如此龐大的建設(shè)資金的需求,如何適應(yīng)贛州市當(dāng)前階段的發(fā)展要求,解決當(dāng)?shù)卣y以滿足的資金缺口,積極探索運(yùn)用新的融資模式,,通過(guò)創(chuàng)新融資模式引進(jìn)廣泛的民間資本,從而滿足贛州市保障性住房建設(shè)的資金需求,這是本課題進(jìn)行研究的主要方向。本文根據(jù)江西贛州市保障性住房的發(fā)展與融資資金分析,提出能適應(yīng)贛州市保障性住房建設(shè)融資的PPP融資模式,運(yùn)用SWOT分析法對(duì)PPP模式做出可行性分析研究,通過(guò)分析PPP融資模式的優(yōu)勢(shì)、劣勢(shì)、機(jī)會(huì)和威脅,分析PPP融資模式在贛州市保障性住房中的運(yùn)用可行性;根據(jù)分析PPP融資模式的運(yùn)作渠道及運(yùn)作流程,結(jié)合江西省政策規(guī)定及贛州市當(dāng)?shù)匕l(fā)展情況創(chuàng)建新型的適應(yīng)于贛州市保障性住房項(xiàng)目建設(shè)融資的一套運(yùn)作模式,將PPP融資模式在贛州市保障住房中的具體運(yùn)用詳細(xì)分化;同時(shí)通過(guò)主成分分析法的綜合分析方法,對(duì)贛州市保障性住房的融資問(wèn)題中的各項(xiàng)因素做出打分,然后進(jìn)行分類并科學(xué)分析,從而為贛州市新的融資模式中涉及的問(wèn)題提出創(chuàng)新見解。并依據(jù)贛州市當(dāng)前發(fā)展特點(diǎn)重點(diǎn)分析PPP融資模式應(yīng)用與贛州市保障性住房項(xiàng)目中出現(xiàn)的五項(xiàng)問(wèn)題,為贛州市保障住房的順利實(shí)施和發(fā)展提供了詳細(xì)的借鑒。
[Abstract]:At present, with the rapid development of economy and society, the total economic volume of our country has leapt to the second place in the world, and the problem of people's food and clothing has basically been solved, and the realization of "living with one's house" has become the most important task of improving people's livelihood at present. With the rapid growth of commodity housing prices in China in recent years, it is more difficult to solve the housing problem for the middle and low income groups only relying on their own economic ability. In this case, the housing problem of low- and middle-income families makes the state pay more attention, so it is urgent to strengthen the construction of affordable housing. Ganzhou City in Jiangxi Province is an underdeveloped region with low financial resources. It is impossible to meet the needs of such a huge construction fund by relying entirely on government investment and a single financing model in the construction of affordable housing. How to adapt to the development requirements of Ganzhou at the present stage, solve the fund gap that the local government can not satisfy, actively explore and apply new financing mode, and introduce a wide range of folk capital through innovative financing mode. So as to meet the financial needs of Ganzhou affordable housing construction, this is the main research direction of this topic. Based on the analysis of the development and financing fund of the indemnificatory housing in Ganzhou, this paper puts forward the PPP financing mode which can adapt to the financing of the indemnificatory housing construction in Ganzhou, and makes a feasibility study on the PPP model by using SWOT analysis method. By analyzing the advantages, disadvantages, opportunities and threats of PPP financing model, this paper analyzes the feasibility of PPP financing model in Ganzhou City, and analyzes the operating channels and operation process of PPP financing model. According to the policies and regulations of Jiangxi Province and the local development situation of Ganzhou City, a new set of operation mode suitable for the construction and financing of the indemnificatory housing project in Ganzhou City is established, and the PPP financing mode is divided into two parts in detail. At the same time, through the comprehensive analysis method of principal component analysis, this paper points out the factors in the financing problem of the indemnificatory housing in Ganzhou, and then classifies and analyzes scientifically. In order to Ganzhou City's new financing model involved in the issue of innovation. According to the current development characteristics of Ganzhou City, this paper focuses on the application of PPP financing mode and five problems in Ganzhou's indemnificatory housing project, which provides a detailed reference for the smooth implementation and development of Ganzhou's secure housing.
