我國(guó)保障性住房融資研究

【摘要】:保障性住房作為一項(xiàng)關(guān)系民生的重要保障性安居工程,已經(jīng)得到了我國(guó)政府的大力支持。根據(jù)我國(guó)保障性住房建設(shè)目標(biāo),到“十二五”末,完成3600萬(wàn)套保障性住房建設(shè)任務(wù),使保障性住房占城鎮(zhèn)居民住房比例達(dá)20%左右。從目前暴露出的問(wèn)題看,資金不足是制約我國(guó)保障性住房體系建設(shè)的主要瓶頸。本文以此為背景,試圖探索保障性住房的多元化融資渠道,目的在于完善我國(guó)保障性住房的融資體系,使資金得到有效合理的利用。 本文首先闡釋了探索保障性住房融資的相關(guān)理論,明確了保障性住房的基本屬性,并為全文對(duì)于保障性住房的融資分析奠定了基礎(chǔ)。進(jìn)而,全面介紹了我國(guó)保障性住房的總體結(jié)構(gòu)和建設(shè)進(jìn)度,并重點(diǎn)從供需兩方面對(duì)目前保障性住房的資金情況進(jìn)行了詳細(xì)分析,得出目前我國(guó)保障性住房的資金供需缺口,從而明確了解決保障性住房融資問(wèn)題的意義和緊迫性。為探索出適合我國(guó)國(guó)情的保障性住房融資渠道,本文接下來(lái)深入剖析了目前制約我國(guó)保障性住房融資的主要因素,并且總結(jié)了國(guó)內(nèi)外保障性住房融資的成功經(jīng)驗(yàn)和從中得到的啟示,最終結(jié)合我國(guó)國(guó)情和國(guó)內(nèi)外經(jīng)驗(yàn),提出了完善我國(guó)保障性住房融資模式的政策建議,即完善保障性住房法律保障體系;繼續(xù)加大中央和地方政府財(cái)政支持力度,同時(shí)著力發(fā)揮財(cái)政資金的杠桿效應(yīng);完善住房公積金制度;創(chuàng)新信貸模式、完善金融政策,引導(dǎo)商業(yè)銀行和企業(yè)積極投身保障性住房建設(shè);除此之外,要利用好REITs等多樣化的金融工具和建設(shè)模式,,開(kāi)辟更加多樣的融資渠道,為保障性住房建設(shè)提供更有力的資金保障。
[Abstract]:As an important security housing project, affordable housing has been strongly supported by our government. According to the goal of the construction of the indemnificatory housing in our country, by the end of the 12th Five-Year Plan, 36 million sets of the construction of the supportable housing will be completed, and the proportion of the indemnificatory housing to the housing of the urban residents will be about 20%. In view of the problems exposed at present, the shortage of funds is the main bottleneck restricting the construction of the indemnificatory housing system in China. Based on this background, this paper attempts to explore the diversified financing channels of affordable housing, with the aim of perfecting the financing system of affordable housing in China and making effective and rational use of funds. This paper first explains the related theories of affordable housing financing, clarifies the basic attributes of affordable housing, and lays a foundation for the financing analysis of affordable housing in this paper. Then, the overall structure and construction progress of the indemnificatory housing in our country are introduced in an all-round way, and the financing situation of the current indemnificatory housing is analyzed in detail from the two aspects of supply and demand, and the gap between the supply and demand of the indemnificatory housing in our country is obtained. Thus, the significance and urgency of solving the problem of affordable housing financing are clarified. In order to find out the suitable financing channels for affordable housing in China, this paper analyzes the main factors that restrict the financing of affordable housing in China. And summarized the successful experience and enlightenment of the affordable housing financing at home and abroad, finally combined with our national conditions and domestic and foreign experience, put forward the policy recommendations to perfect the model of the affordable housing financing in our country. That is, to improve the legal security system of affordable housing; to continue to increase the financial support of the central and local governments, and at the same time to exert the leverage effect of financial funds; to perfect the housing accumulation fund system; to innovate the credit model; to improve the financial policy, To guide commercial banks and enterprises to actively participate in the construction of affordable housing; in addition, it is necessary to make good use of various financial instruments and construction models such as REITs, to open up more diversified financing channels, and to provide more effective financial security for the construction of affordable housing.
