【摘要】：在經(jīng)濟全球化和區(qū)域經(jīng)濟一體化的背景下，城市群在國際生產(chǎn)力分布和勞動地域分工中發(fā)揮著越來越重要的作用。我國國民經(jīng)濟和社會發(fā)展第十一個五年規(guī)劃綱要指出:“要把城市群作為推進城鎮(zhèn)化的主體形態(tài)。”西部大開發(fā)戰(zhàn)略提出要構(gòu)建和加速發(fā)展成渝城市群。由此可見，本文的研究，在促進成渝地區(qū)及西部地區(qū)經(jīng)濟發(fā)展和社會進步方面具有重要的理論與現(xiàn)實意義。 文章首先對城市群形成動力機制的國內(nèi)外研究現(xiàn)狀給予了綜合評述，，并介紹了城市群形成的理論基礎(chǔ)。其次對成渝城市群進行了范圍界定，并研究了成渝城市群在川渝和西部地區(qū)的地位。然后研究了成渝城市群形成的推力、拉力和中間障礙。其中推力包括農(nóng)業(yè)發(fā)展、生產(chǎn)要素及政府的行政決策和相關(guān)制度安排。拉力包括非農(nóng)產(chǎn)業(yè)規(guī)模擴大、產(chǎn)業(yè)結(jié)構(gòu)調(diào)整及比較利益的驅(qū)動。中間障礙包括城鄉(xiāng)二元經(jīng)濟結(jié)構(gòu)矛盾突出、戶籍制度及產(chǎn)業(yè)結(jié)構(gòu)趨同嚴重。最后分別從完善城市群的城市體系、推動產(chǎn)業(yè)結(jié)構(gòu)的高級化進程和消除城市群形成的中間障礙三個大的方面提出了加速成渝城市群形成和發(fā)展的對策建議。
[Abstract]:Under the background of economic globalization and regional economic integration, the urban agglomeration plays a more and more important role in the distribution of international productive forces and the labor division of labor. The Eleventh Five Year Plan Outline of China's national economy and social development points out that "the urban agglomeration should be taken as the main form of promoting the urbanization of the city." In order to build and accelerate the development of Chengdu Chongqing city group, it can be seen that this study has important theoretical and practical significance in promoting the economic development and social progress of the Chengdu and western regions and the western regions.
The article first gives a comprehensive review of the current research status of urban agglomeration dynamic mechanism at home and abroad, and introduces the theoretical basis of the formation of urban agglomeration. Secondly, it defines the scope of Chengyu urban agglomeration and studies the status of Chengyu urban agglomeration in Sichuan Chongqing and western regions. Then it studies the thrust, tension and middle of Chengyu urban agglomeration. The thrust includes the agricultural development, the production factors and the government's administrative decisions and relevant institutional arrangements. The pull force includes the expansion of the non-agricultural industry, the adjustment of the industrial structure and the driving of comparative interests. The middle obstacles include the contradiction between the two yuan economic structure of urban and rural areas, and the serious convergence of the household registration system and the production structure. Finally, the city will be perfected from the perfect city, respectively. The urban system of the group, the advanced process of promoting the industrial structure and the middle obstacle to eliminate the formation of the urban agglomeration put forward the countermeasures and suggestions to accelerate the formation and development of the Chengdu Chongqing city group.
