【摘要】：中國(guó)對(duì)非洲直接投資產(chǎn)業(yè)選擇的合理性,不僅關(guān)系著中國(guó)企業(yè)對(duì)非洲投資的經(jīng)濟(jì)效益,更關(guān)系著中國(guó)與非洲國(guó)家的政治互信和國(guó)際政治經(jīng)濟(jì)新秩序的建立。隨著中國(guó)與非洲國(guó)家更加深入的合作,選擇非洲國(guó)家發(fā)展需要的產(chǎn)業(yè)和選擇中國(guó)發(fā)展所需要的產(chǎn)業(yè)是實(shí)現(xiàn)雙贏的關(guān)鍵。中國(guó)發(fā)展離不開非洲,非洲發(fā)展更離不開中國(guó),合理引導(dǎo)中國(guó)對(duì)非洲直接投資產(chǎn)業(yè)選擇是更好發(fā)展中非關(guān)系的重要舉措。本文分析了影響中國(guó)對(duì)非洲直接投資產(chǎn)業(yè)選擇的主要因素,從中國(guó)對(duì)非洲直接投資產(chǎn)業(yè)選擇的特點(diǎn)出發(fā),主要探討了影響中國(guó)對(duì)非洲直接投資產(chǎn)業(yè)選擇的主要因素,歸納出在產(chǎn)業(yè)過程中的出現(xiàn)的主要問題,并基于以上分析提出相應(yīng)的政策建議。 通過對(duì)中國(guó)對(duì)非洲直接投資產(chǎn)業(yè)選擇的研究,本文得出以下結(jié)論： 第一,中國(guó)對(duì)非洲直接投資產(chǎn)業(yè)選擇不僅是為獲得經(jīng)濟(jì)利益的企業(yè)行為,更是維持中非新型戰(zhàn)略伙伴關(guān)系的重要步驟。從新中國(guó)成立初期對(duì)非洲的經(jīng)濟(jì)援助,到現(xiàn)在中非合作論壇的啟動(dòng),中國(guó)政府在促進(jìn)中國(guó)對(duì)非洲直接投資產(chǎn)業(yè)選擇中發(fā)揮著重要作用。 第二,影響中國(guó)對(duì)非洲直接投資產(chǎn)業(yè)選擇的主要因素包括經(jīng)濟(jì)、政治和自然資源稟賦等因素。中國(guó)和非洲在經(jīng)濟(jì)、政治和自然稟賦上都有著各自的特點(diǎn),在經(jīng)濟(jì)發(fā)展中有不同的市場(chǎng)需求,產(chǎn)業(yè)選擇上存在很強(qiáng)的互補(bǔ)性。 第三,中國(guó)對(duì)非洲直接投資產(chǎn)業(yè)選擇的基本原則是實(shí)現(xiàn)中非共同發(fā)展的雙贏的局面。礦產(chǎn)業(yè)是中國(guó)投資的重點(diǎn)產(chǎn)業(yè)之一,為了更好的幫助非洲國(guó)家發(fā)展經(jīng)濟(jì),中國(guó)對(duì)非洲直接投資產(chǎn)業(yè)選擇過程中也要充分考慮非洲國(guó)家急需的產(chǎn)業(yè)發(fā)展,如基礎(chǔ)設(shè)施產(chǎn)業(yè)、制造業(yè)等,同時(shí)高新技術(shù)產(chǎn)業(yè)、旅游業(yè)等產(chǎn)業(yè)也應(yīng)隨著中國(guó)對(duì)非洲直接投資的擴(kuò)大成為主要投資的產(chǎn)業(yè)。第四,中國(guó)對(duì)非洲直接投資產(chǎn)業(yè)選擇過程中,強(qiáng)化中國(guó)政府的宏觀調(diào)控作用,發(fā)揮行業(yè)協(xié)會(huì)在中觀層面的作用,規(guī)范中國(guó)企業(yè)在微觀層面的投資行為,通過選擇合理的投資產(chǎn)業(yè),形成合理的投資領(lǐng)域分布,實(shí)現(xiàn)中國(guó)與非洲國(guó)家互利共贏,共享發(fā)展的成果。
[Abstract]:The rationality of China's choice of direct investment in Africa is not only related to the economic benefits of Chinese enterprises' investment in Africa, but also related to the political mutual trust between China and African countries and the establishment of a new international political and economic order. With the deepening cooperation between China and African countries, the key to achieve win-win situation is to choose the industries that African countries need to develop and those that China needs to develop. China's development is inseparable from Africa, and Africa's development cannot be separated from China's. It is an important measure to better develop China-Africa relations to rationally guide China's choice of direct investment industries in Africa. This paper analyzes the main factors that influence the choice of China's direct investment industry in Africa, starting from the characteristics of China's choice of direct investment industry in Africa, mainly discusses the main factors that affect the choice of China's direct investment industry in Africa. The main problems in the industrial process are summarized, and the corresponding policy suggestions are put forward based on the above analysis. Based on the study of China's choice of FDI industry in Africa, this paper draws the following conclusions: First, the choice of China's direct investment industry in Africa is not only an enterprise's behavior to gain economic benefits, but also an important step to maintain a new type of strategic partnership between China and Africa. The Chinese government has played an important role in promoting China's choice of direct investment in Africa from the beginning of the founding of New China to economic assistance to Africa and to the launching of the China-Africa Cooperation Forum. Secondly, the main factors affecting China's choice of direct investment in Africa include economic, political and natural resource endowment. China and Africa have their own characteristics in economy, politics and natural endowment, and have different market demands in economic development. Third, the basic principle of China's choice of direct investment in Africa is a win-win situation for the common development of China and Africa. The mineral industry is one of the key industries in China's investment. In order to better help African countries develop their economies, China should also give full consideration to the badly needed industrial development of African countries, such as infrastructure industries, in the process of choosing industries for direct investment in Africa. Manufacturing industry, high-tech industry and tourism industry should also become the main investment industries along with the expansion of china's direct investment in Africa. Fourth, in the process of China's choice of direct investment industries in Africa, we should strengthen the macro-control role of the Chinese government, give play to the role of trade associations at the meso level, and standardize the investment behavior of Chinese enterprises at the micro level. By choosing reasonable investment industries and forming a reasonable distribution of investment fields, China and African countries can achieve mutual benefit and share the fruits of development.
