【摘要】：隨著經(jīng)濟(jì)的發(fā)展、社會(huì)秩序的穩(wěn)定,我國的住房保障制度幾經(jīng)發(fā)展演變,政府主體責(zé)任在其演變中也日臻完善。我國的住房制度改革極大地改善了人們的居住條件,然而由于對(duì)住房準(zhǔn)公共產(chǎn)品屬性的不重視以及市場失靈的存在,近幾年來一路攀升的房價(jià)同居民增長緩慢的收入之間矛盾越來越嚴(yán)重,社會(huì)上出現(xiàn)了“蝸居”、“蟻?zhàn)濉钡惹八从械默F(xiàn)象,住房問題成為社會(huì)主義和諧社會(huì)建設(shè)過程中不得不面對(duì)的問題。住房問題的出現(xiàn)究其根源在于政府主體責(zé)任的問題。本文通過對(duì)住房保障相關(guān)概念及理論的研究界定,運(yùn)用政府規(guī)制理論和公共產(chǎn)品理論等,采用文獻(xiàn)資料法、理論分析法以及比較分析法,總結(jié)我國住房保障發(fā)展歷程及現(xiàn)狀,歸納了當(dāng)前社會(huì)中我國住房保障發(fā)展中存在的問題,在借鑒發(fā)達(dá)國家和地區(qū)發(fā)展經(jīng)驗(yàn)的基礎(chǔ)上,提出了完善住房保障中政府主體責(zé)任的對(duì)策。第一章,結(jié)合實(shí)際,陳述了當(dāng)前形勢下我國住房保障中政府主體責(zé)任的研究背景及研究意義,歸納整理了國外與國內(nèi)與本文相關(guān)的文獻(xiàn)綜述并確定了全文的研究思路及運(yùn)用的研究方法。第二章,對(duì)住房保障及保障性住房、政府主體責(zé)任及市場失靈的概念進(jìn)行了厘定,確定把福利國家理論、政府規(guī)制理論、公共產(chǎn)品理論和住房的雙重屬性理論作為本文的理論基礎(chǔ)。第三章,分析了我國住房保障發(fā)展的歷程及住房保障政府主體責(zé)任當(dāng)前的現(xiàn)狀及問題,并分析了問題產(chǎn)生的主要原因。第四章,對(duì)瑞典、新加坡和香港為代表的發(fā)達(dá)國家和地區(qū)的住房保障的發(fā)展進(jìn)行了分析研究,總結(jié)歸納了對(duì)我國在具體實(shí)踐中的啟示。第五章,就我國政府主體責(zé)任問題存在的缺失,提出了政府責(zé)任主體應(yīng)承擔(dān)在立法、財(cái)政以及監(jiān)管等責(zé)任的對(duì)策,通過完善這些方面使政府主體責(zé)任更加明確,最終使我國的住房保障制度沿著良性健康的路線發(fā)展。
[Abstract]:With the development of economy and the stability of social order, the housing security system of our country has evolved several times, and the responsibility of government subject has been improved day by day. The reform of housing system in China has greatly improved the living conditions of people. However, due to the lack of attention to the attributes of housing quasi-public goods and the existence of market failure, In recent years, the contradiction between rising house prices and the slow growth of residents' income has become more and more serious. There have been unprecedented phenomena such as "living in small houses" and "ant tribes" in society. The housing problem becomes the problem which the socialist harmonious society construction process has to face. The root of the housing problem lies in the responsibility of the government. Through the research and definition of the related concepts and theories of housing security, using the theory of government regulation and the theory of public goods, this paper summarizes the development course and present situation of housing security in our country by the methods of literature, theoretical analysis and comparative analysis. This paper sums up the problems existing in the development of housing security in our country at present, and puts forward some countermeasures to perfect the main responsibility of government in housing security on the basis of drawing lessons from the development experience of developed countries and regions. The first chapter, combined with the reality, states the research background and significance of the government main body responsibility in the housing security in our country under the current situation. This paper summarizes and summarizes the literature about this paper at home and abroad, and determines the research ideas and application methods of the full text. The second chapter defines the concepts of housing security and indemnificatory housing, government principal responsibility and market failure, and defines the welfare state theory and the government regulation theory. The theory of public goods and the dual attributes of housing is the theoretical basis of this paper. The third chapter analyzes the development of housing security in China and the current situation and problems of the government responsibility for housing security, and analyzes the main causes of the problems. The fourth chapter analyzes the development of housing security in developed countries and regions represented by Sweden, Singapore and Hong Kong, and summarizes the enlightenment to our country in practice. In the fifth chapter, the author puts forward the countermeasures that the government responsibility subject should bear the responsibility of legislation, finance and supervision in order to make the responsibility of government subject more clear through perfecting these aspects. Finally, our country's housing security system along a healthy line of development.
