【摘要】：正我國政策性住房金融最初借鑒新加坡中央公積金制度的成功經(jīng)驗(yàn),以住房公積金專項(xiàng)建房貸款的形式介入住房領(lǐng)域,逐步建立了住房公積金制度,服務(wù)于經(jīng)濟(jì)體制轉(zhuǎn)軌過程中的城鎮(zhèn)住房制度改革。近年來,住房公積金制度改善了廣大城鎮(zhèn)居民的住房條件,然而隨著我國城鎮(zhèn)住房市場(chǎng)化改革目標(biāo)的基本實(shí)現(xiàn),"城中村"的安置與拆遷成為人們關(guān)注的焦點(diǎn)。面對(duì)棚戶區(qū)改造持續(xù)性的資金需求,住宅金融專項(xiàng)債券應(yīng)運(yùn)而生,拓展了城鎮(zhèn)化建設(shè)的融資方式,為政策性住房金融體系的升級(jí)提供
[Abstract]:China's policy-oriented housing finance initially drew lessons from the successful experience of Singapore's central provident fund system, stepped into the housing sector in the form of a special housing loan from the housing provident fund, and gradually established a housing provident fund system. The reform of urban housing system in the process of economic system transition. In recent years, the housing accumulation fund system has improved the housing conditions of the majority of urban residents. However, with the basic realization of the goal of the market-oriented reform of urban housing in China, the settlement and demolition of "villages in cities" have become the focus of attention. In the face of the sustainable capital demand of shantytown transformation, the special bond of housing finance emerged as the times require, which expanded the financing mode of urbanization construction, and provided the upgrading of policy-oriented housing finance system.
