【摘要】：當(dāng)今社會,住房問題已經(jīng)不只是經(jīng)濟(jì)方面的問題,該問題對于現(xiàn)代社會來說已經(jīng)發(fā)展成為一個社會問題。而對于保障性住房的建設(shè)發(fā)展,又關(guān)系到國計民生和民心所向。社會保障制度不可或缺的構(gòu)成之一住房方面保障,它不僅在促進(jìn)社會穩(wěn)定方面發(fā)揮著重要的作用,同時也是推進(jìn)社會收入進(jìn)行再分配的重要手段。建立健全保障性住房各個方面的制度及政策,對于促進(jìn)當(dāng)今社會的和諧發(fā)展起著至關(guān)重要的作用。為了充分體現(xiàn)社會的公平公正,體現(xiàn)以人為本的根本思想,應(yīng)建立并完善由政府主導(dǎo),公民參與的科學(xué)的、高效的住房保障相關(guān)制度。沈陽市為此進(jìn)行了積極的探索,并形成了較好的住房保障發(fā)展趨勢。但是由于實踐經(jīng)驗比較缺失,對于保障性住房制度的實施還存在許多疏忽的方面,導(dǎo)致住房保障工作實施過程出現(xiàn)了許多弊端。如何建立完善的適合于沈陽市的住房保障發(fā)展與管理制度,已成為一個亟待解決的問題。 本文主要圍繞沈陽市保障性住房的發(fā)展與管理情況,從理論和實踐上進(jìn)行分析與研究。全文主要包括以下研究內(nèi)容：首先介紹了保障性住房相關(guān)理論,主要從起源于與變遷、含義與分類以及實施住房保障的意義等方面進(jìn)行展開；同時對國內(nèi)外保障性住房的發(fā)展現(xiàn)狀進(jìn)行了分析,該分析主要從保障性住房建設(shè)與管理兩方面展開,提出了值得借鑒的發(fā)展經(jīng)驗。然后對沈陽市的保障性住房發(fā)展現(xiàn)狀進(jìn)行分析,該分析主要包括目前沈陽市住房保障群體范圍與特點(diǎn)、保障性住房建設(shè)現(xiàn)狀、分配現(xiàn)狀、管理現(xiàn)狀四個方面,結(jié)合國內(nèi)外住房保障工作發(fā)展的實踐經(jīng)驗,進(jìn)而提出沈陽市住房保障制度發(fā)展在建設(shè)、分配、管理三方面所存在的問題,深入剖析產(chǎn)生問題的原因。最后緊密結(jié)合沈陽市經(jīng)濟(jì)社會發(fā)展實際情況,制定沈陽市保障性住房發(fā)展方案的指導(dǎo)思想,提出我市實施住房保障制度遵循的具體原則,明確我市住房保障制度實施所要實現(xiàn)的總體目標(biāo)與具體目標(biāo),按照保障性住房發(fā)展與管理的工作思路分別制定適合于沈陽市保障性住房發(fā)展的建設(shè)方案、分配方案與管理方案,以此方案來促進(jìn)沈陽市住房保障工作的順利實施。 本文的創(chuàng)新點(diǎn)主要有：對保障性住房的發(fā)展從建設(shè)、分配與管理三個角度進(jìn)行分析,研究內(nèi)容涉及保障性住房制度實施的各個方面。深入分析沈陽市住房保障發(fā)展現(xiàn)狀,針對沈陽市發(fā)展住房保障制度存在的問題制定出適合于沈陽市保障性住房建設(shè)與管理的發(fā)展方案,進(jìn)一步促進(jìn)沈陽市保障性住房工作的順利展開。
[Abstract]:Nowadays, the housing problem is not only an economic problem, but also a social problem for modern society.And for the construction of affordable housing development, but also related to the national economy and people's wishes.Housing security, one of the indispensable components of social security system, not only plays an important role in promoting social stability, but also is an important means to promote the redistribution of social income.Establishing and perfecting the system and policy of indemnificatory housing plays an important role in promoting the harmonious development of today's society.In order to fully reflect the fairness and justice of the society and the fundamental idea of people-oriented, we should establish and perfect a scientific and efficient housing security system led by the government and participated by citizens.Shenyang has carried on the active exploration to this end, and has formed the better housing security development tendency.However, due to the lack of practical experience, there are still many negligent aspects in the implementation of the indemnificatory housing system, which leads to many drawbacks in the implementation process of housing security.How to establish a perfect housing security development and management system for Shenyang has become a problem to be solved.This paper focuses on the development and management of affordable housing in Shenyang.This paper mainly includes the following research contents: firstly, it introduces the relevant theories of affordable housing, mainly from the origin and change, meaning and classification, and the significance of implementing housing security.At the same time, this paper analyzes the current situation of the development of the indemnificatory housing at home and abroad, which mainly starts from the construction and management of the indemnificatory housing, and puts forward the development experience worthy of reference.Then it analyzes the current situation of the development of affordable housing in Shenyang, which mainly includes four aspects: the range and characteristics of housing security groups, the current situation of affordable housing construction, the present distribution situation, and the current management situation of housing security in Shenyang.Combined with the practical experience of the development of housing security work at home and abroad, this paper puts forward the problems existing in the construction, distribution and management of the development of housing security system in Shenyang, and analyzes the causes of the problems in depth.Finally, in close combination with the actual situation of economic and social development in Shenyang, the guiding ideology of Shenyang's affordable housing development program is formulated, and the specific principles to be followed in the implementation of housing security system in our city are put forward.It is clear that the overall goal and specific target to be achieved in the implementation of housing security system in our city. According to the working ideas of the development and management of affordable housing, the construction scheme, distribution scheme and management plan suitable for the development of affordable housing in Shenyang are made respectively.This program to promote the smooth implementation of Shenyang housing security work.The innovations of this paper are as follows: the development of affordable housing is analyzed from the three aspects of construction, distribution and management, and the research content involves various aspects of the implementation of affordable housing system.Based on the analysis of the current situation of housing security development in Shenyang, the development plan suitable for the construction and management of affordable housing in Shenyang has been formulated according to the problems existing in the development of housing security system in Shenyang.We will further promote the smooth development of affordable housing work in Shenyang.
