太原市經(jīng)濟(jì)適用房選址問題研究

【摘要】:我國(guó)的住房體制改革從上個(gè)世紀(jì)70年代末開始,取消了政府福利性分房制度,取而代之的是住房商品化制度。在市場(chǎng)經(jīng)濟(jì)條件下,為了保障人們都能有房住,政府對(duì)市場(chǎng)進(jìn)行干預(yù),通過制定政策措施幫助住房困難收入群體解決居住問題。太原市從1995年開始,通過土地劃撥、政府投資等建設(shè)方式,陸續(xù)建設(shè)了安廣小區(qū)、興華苑、東華苑、匯豐苑、西華苑等經(jīng)濟(jì)適用房小區(qū),居民的住房生活狀況得到了極大改善。住房最關(guān)鍵的因素就是區(qū)位,經(jīng)濟(jì)適用房也不例外,也要因地制宜的開展相應(yīng)住房建設(shè)。隨著太原市經(jīng)濟(jì)適用房建設(shè)力度的不斷加大,人們關(guān)心的不僅僅是能否購買到經(jīng)濟(jì)適用房,更加開始關(guān)注經(jīng)濟(jì)適用房選址是否科學(xué)合理、配套設(shè)施是否齊全、公共交通是否便利、生活居住成本是否能夠承受等相關(guān)因素。針對(duì)上述人們關(guān)注的問題,本文首先分析了太原市經(jīng)濟(jì)適用房的現(xiàn)狀及其原因分析,然后根據(jù)對(duì)太原市四個(gè)經(jīng)濟(jì)適用房居住區(qū)(西華苑、龍康新苑、安廣小區(qū)、興華苑)的實(shí)地調(diào)查,從經(jīng)濟(jì)與環(huán)境因素、交通成本因素、配套設(shè)施因素三方面建立太原市經(jīng)濟(jì)適用房選址的評(píng)價(jià)指標(biāo)體系,根據(jù)指標(biāo)體系,采用層次分析法確定影響經(jīng)濟(jì)適用房選址的各項(xiàng)指標(biāo)權(quán)重,,得出結(jié)論,從經(jīng)濟(jì)適用房居住者的角度考慮,對(duì)其居住影響程度最大的因素是通勤時(shí)間成本和路況,其次是日常用品與食品蔬菜的購買和水電煤氣供熱等。 本文通過問卷調(diào)查方式分析太原市具有代表性的四個(gè)經(jīng)濟(jì)適用房小區(qū)(西華苑、龍康新苑、安廣小區(qū)、興華苑)居住者的居住現(xiàn)狀及對(duì)經(jīng)濟(jì)適用房選址因素的影響程度,指出太原市經(jīng)濟(jì)適用住房的選址問題,結(jié)合太原市規(guī)劃及六大城區(qū)(尖草坪區(qū)、杏花嶺區(qū)、萬柏林區(qū)、迎澤區(qū)、晉源區(qū)、小店區(qū))的特點(diǎn),同時(shí)借鑒國(guó)外公共住房選址特點(diǎn),提出適合太原市經(jīng)濟(jì)適用房建設(shè)的選址意見,為今后的太原市經(jīng)濟(jì)適用房建設(shè)提供參考。
[Abstract]:Since the end of 1970s, the reform of housing system in our country has abolished the welfare housing division system of the government and replaced it with the housing commercialization system.Under the condition of market economy, in order to ensure that people can have a house, the government interferes with the market and makes policies and measures to help the housing poor income group solve the housing problem.Since 1995, through land allocation, government investment and other construction methods, Taiyuan has built Anguang, Xinghua, Donghua, HSBC, Xihuayuan and other comfortable housing residential areas. The housing living conditions of residents have been greatly improved.Housing is the most critical factor is location, comfortable housing is no exception, should also adapt to local conditions to develop the corresponding housing construction.With the increasing construction of comfortable housing in Taiyuan City, people are not only concerned about whether they can buy comfortable housing, but also begin to pay more attention to the scientific and reasonable location of comfortable housing, and whether the supporting facilities are complete.Public transport is convenient, living cost can bear and other related factors.In view of the problems concerned by the above people, this paper first analyzes the present situation of comfortable housing in Taiyuan and its causes, and then according to the analysis of the four districts (Xihua Yuan, Longkang Xinyuan, Anguang Residential area) in Taiyuan City,In the field investigation of Xinghua Yuan, the evaluation index system of comfortable housing site selection in Taiyuan City was established from three aspects: economic and environmental factors, transportation cost factors and supporting facilities, according to the index system.By using AHP to determine the weight of each index affecting comfortable housing's location, it is concluded that the most important factors affecting comfortable housing's residence are commuting time cost and road conditions from the perspective of comfortable housing residents.Next is the daily necessities and the food vegetable purchase and the electricity and electricity gas heating and so on.This paper analyzes the living status of residents of four representative comfortable housing districts (Xihuayuan, Longkang Xinyuan, Anguang District, Xinghua Garden) in Taiyuan City and their influence on the factors of comfortable housing location selection by means of questionnaire survey.This paper points out the location problem of economic and applicable housing in Taiyuan, combined with the planning of Taiyuan and the characteristics of six major urban areas (Jiancaoping District, Xinghualing District, Wanbalin District, Yingze District, Jinyuan District, Xiaodian District), and at the same time draws lessons from the location characteristics of foreign public housing.This paper puts forward the site selection suggestion suitable for the construction of comfortable housing in Taiyuan, and provides reference for the construction of comfortable housing in Taiyuan in the future.
