【摘要】：中央城鎮(zhèn)化工作會(huì)議提出"城市規(guī)劃要由擴(kuò)張性規(guī)劃逐步轉(zhuǎn)向限定城市邊界、優(yōu)化空間結(jié)構(gòu)的規(guī)劃",要求"盡快把每個(gè)城市特別是特大城市開(kāi)發(fā)邊界劃定"。國(guó)土部、住建部和環(huán)保部積極響應(yīng),下達(dá)了劃示"城市開(kāi)發(fā)邊界、永久基本農(nóng)田和生態(tài)保護(hù)紅線"的相關(guān)要求。主要從土地規(guī)劃的角度分析在第三輪土地利用總體規(guī)劃的背景下土地空間管制對(duì)城市建設(shè)用地總規(guī)模的控制及作用,同時(shí)以上海為例分析上海市"兩規(guī)合一"后土地利用空間管制主要方法及效果,為城市開(kāi)發(fā)邊界的劃定提供參考。
[Abstract]:The Central working Conference on urbanization proposed that "urban planning should be gradually shifted from expansionary planning to the planning of defining urban boundaries and optimizing the spatial structure", and that "each city, especially the development boundary of a mega-city, should be delimited as soon as possible".The Ministry of Land, the Ministry of Housing and the Ministry of Environmental Protection responded positively, and issued the related requirements of "urban development boundary, permanent basic farmland and ecological protection red line".From the perspective of land planning, this paper analyzes the control and function of land space control on the total scale of urban construction land under the background of the third round of land use master planning.At the same time, taking Shanghai as an example, this paper analyzes the main methods and effects of land use spatial control after "two rules in one" in Shanghai, and provides reference for the delineation of urban development boundary.
