【摘要】:房地產(chǎn)業(yè)因其特殊的社會(huì)經(jīng)濟(jì)地位受到廣泛關(guān)注,當(dāng)前政府對(duì)房地產(chǎn)業(yè)的調(diào)控也不遺余力。房地產(chǎn)市場(chǎng)理想的運(yùn)行狀態(tài),要求既能保證人民住的問題,又要使該產(chǎn)業(yè)不致產(chǎn)生劇烈波動(dòng)。管理好房地產(chǎn)業(yè)是一個(gè)民生與經(jīng)濟(jì)的雙重大問題。 在市場(chǎng)經(jīng)濟(jì)環(huán)境下,調(diào)控某產(chǎn)業(yè)前首先要了解其產(chǎn)業(yè)組織,,明確市場(chǎng)能解決什么問題,什么問題必須由政府輔助完成。市場(chǎng)競(jìng)爭(zhēng)是促進(jìn)資源優(yōu)化配置的重要?jiǎng)恿,但市?chǎng)本身存在缺陷。政府應(yīng)當(dāng)掃清阻礙競(jìng)爭(zhēng)的障礙,并適當(dāng)運(yùn)用行政手段,完成市場(chǎng)不能做到的事,這是本文的指導(dǎo)思想。 本文以我國(guó)房地業(yè)產(chǎn)業(yè)組織為研究對(duì)象,研究?jī)?nèi)容分市場(chǎng)結(jié)構(gòu),市場(chǎng)行為,市場(chǎng)績(jī)效三個(gè)方面。市場(chǎng)結(jié)構(gòu)一章中包括市場(chǎng)集中度、產(chǎn)品差異、進(jìn)入壁壘;市場(chǎng)行為一章包括并購(gòu)、組織行業(yè)協(xié)會(huì)和開發(fā)投資行為;市場(chǎng)績(jī)效包括產(chǎn)業(yè)利潤(rùn)與銷售情況、生產(chǎn)效率、住宅供給結(jié)構(gòu)與需求結(jié)構(gòu)匹配度、勒納指數(shù)和貝恩指數(shù)。通過這些方面的研究,闡明我國(guó)房地產(chǎn)業(yè)具有很強(qiáng)的競(jìng)爭(zhēng)壓力。同時(shí)也存在一些人為因素阻礙房地產(chǎn)市場(chǎng)區(qū)域之間的競(jìng)爭(zhēng),比如不利于勞動(dòng)力在區(qū)域之間自由流動(dòng)的制度安排。在一些方面政府存在職能缺位。最后本文根據(jù)可競(jìng)爭(zhēng)市場(chǎng)理論與市場(chǎng)缺陷理論,針對(duì)我國(guó)房地產(chǎn)市場(chǎng)存在的一些問題,提出具體的對(duì)策建議。
[Abstract]:The real estate industry has received extensive attention because of its special social and economic status, and the government has spared no effort in regulating the real estate industry. The management of real estate industry is a double problem of people's livelihood and economy. In the environment of market economy, before adjusting and controlling a certain industry, we must first understand its industrial organization, make clear what problems the market can solve and what problems must be assisted by the government. Market competition is an important driving force to promote the optimal allocation of resources. However, there are defects in the market itself. The government should clear the obstacles that hinder the competition, and make proper use of administrative means to accomplish what the market cannot do. This is the guiding ideology of this article. This paper takes the real estate industry organization of our country as the research object, the research content is divided into three aspects: market structure, market behavior and market performance. The chapter of market structure includes market concentration degree, product difference, entry barrier; The market behavior chapter includes M & A, organization of industry associations and investment in development; market performance includes industrial profits and sales, production efficiency, housing supply structure and demand structure matching, Lerner Index and Bain Index. Through the research of these aspects, it is pointed out that the real estate industry in our country has strong competitive pressure. At the same time, there are some artificial factors that hinder the competition among the real estate market regions. For example, the institutional arrangements that are not conducive to the free movement of labor between regions. In some respects, the government has a lack of functions. Finally, according to the theory of competitive market and the theory of market defects, this paper aims at some problems existing in the real estate market of our country. The concrete countermeasures and suggestions are put forward.
