城市基礎(chǔ)設(shè)施信托融資案例分析

【摘要】:本文共包含了四個(gè)方面的內(nèi)容。第一部分是緒論,包含了研究背景、研究目的、研究框架及案例典型性說(shuō)明四個(gè)方面。首先,通過(guò)介紹我國(guó)城市基礎(chǔ)設(shè)施建設(shè)“融資難”的現(xiàn)狀引出了本文的研究背景。然后,希望能對(duì)城市基礎(chǔ)設(shè)施建設(shè)中的信托融資模式進(jìn)行研究,結(jié)合本文所選案例,找出集合資金信托融資的優(yōu)勢(shì)所在,并探討其不足之處,提出改進(jìn)建議。再后,講述了為什么選擇這一案例的原因。最后,對(duì)后文部分的框架結(jié)構(gòu)進(jìn)行了概括性的說(shuō)明。 第二部分是案例介紹。從信托計(jì)劃的基本信息、成立與終止條件、風(fēng)險(xiǎn)控制及監(jiān)管措施等相關(guān)內(nèi)容對(duì)本文所選用案例的大概情況做了細(xì)致的描述。通過(guò)描述理清了這一集合資金信托計(jì)劃的總體設(shè)計(jì)和操作流程,為下文的案例分析提供了基礎(chǔ)。 第三部分是案例分析,也是本文的重要章節(jié)。對(duì)“安寧宜居城保障房項(xiàng)目”收益權(quán)集合資金信托計(jì)劃的主要參與者的盈利能力、財(cái)務(wù)能力、發(fā)展能力進(jìn)行了簡(jiǎn)要分析;對(duì)信托計(jì)劃的還款來(lái)源、信托期限、信托收益、資金運(yùn)用及操作流程等各個(gè)方面進(jìn)行了研究,結(jié)合信托融資相較于其他模式的特點(diǎn),總結(jié)了本文收益權(quán)集合資金信托計(jì)劃所體現(xiàn)出的五大優(yōu)勢(shì)。 第四部分在案例分析的基礎(chǔ)上,探討了本案例中收益權(quán)集合資金信托計(jì)劃所存在的幾種風(fēng)險(xiǎn)和幾個(gè)問(wèn)題,并運(yùn)用所學(xué)的經(jīng)濟(jì)金融知識(shí)提出了相應(yīng)的改進(jìn)建議。 本文緊緊圍繞“安寧宜居城保障性住房”收益權(quán)集合資金信托計(jì)劃來(lái)展開(kāi),以城市基礎(chǔ)設(shè)施建設(shè)中信托融資的運(yùn)用進(jìn)行說(shuō)明,通過(guò)較為少見(jiàn)的案例分析形式,彰顯了信托模式在安寧保障房建設(shè)中相較于其他的模式的優(yōu)越性。再結(jié)合案例研究,找出了本文所選取的收益權(quán)集合資金計(jì)劃存在的風(fēng)險(xiǎn)和問(wèn)題,并運(yùn)用所學(xué)理論知識(shí)提出了解決方案和改進(jìn)措施,對(duì)我國(guó)城市基礎(chǔ)設(shè)施類(lèi)信托產(chǎn)品的發(fā)展和完善提供一定的參考價(jià)值。
[Abstract]:The first part is the introduction, including the research background, the purpose, the research framework and the typical description of the case. By introducing the present situation of "financing difficulties" in urban infrastructure construction in China, the research background of this paper is drawn. Then, it is hoped that the trust financing mode in urban infrastructure construction can be studied and combined with the selected cases in this paper. This paper finds out the advantages of pooled fund trust financing, discusses its shortcomings, and puts forward some suggestions for improvement. Then, it explains the reasons for choosing this case. Finally, the paper gives a general explanation of the frame structure in the following parts. The second part is the case introduction. From the basic information of the trust plan, the establishment and termination conditions, The general situation of the selected cases is described in detail in the related contents of risk control and supervision measures, and the overall design and operation flow of this collective fund trust plan is clarified, which provides the basis for the case analysis below. The third part is the case analysis, which is also an important chapter of this paper. It briefly analyzes the profitability, financial ability and development ability of the main participants in the income right collective fund trust plan of indemnificatory apartment Project of Anning and livable City. This paper studies the repayment source, trust duration, trust income, fund utilization and operation process of the trust plan, and combines the characteristics of trust financing compared with other models. This paper summarizes the five advantages of the income right pooled fund trust plan. In the fourth part, on the basis of case analysis, this paper discusses several kinds of risks and problems existing in the income right pooled fund trust plan, and puts forward corresponding suggestions for improvement by using the economic and financial knowledge learned in this case. This article closely revolves around the income right collective fund trust plan of "secure and livable housing", explains the use of trust financing in the urban infrastructure construction, through the relatively rare case analysis form, It shows the superiority of trust mode compared with other models in the construction of Anning indemnificatory apartment. Combined with the case study, the paper finds out the risks and problems of the income right pooled fund plan selected in this paper. The solutions and improvement measures are put forward by using the theoretical knowledge, which provides a certain reference value for the development and improvement of the trust products of urban infrastructure in China.
