【摘要】:在最近幾年的時(shí)間里,我國農(nóng)村商業(yè)銀行信貸業(yè)務(wù)發(fā)展非?,全球各個(gè)國家的銀行因?yàn)閾寠Z市場份額而使得市場競爭日益白熱化,外資銀行紛紛在華開展業(yè)務(wù),以其不斷完善的業(yè)務(wù)管理方式和經(jīng)驗(yàn)給我國農(nóng)村商業(yè)銀行的生存與發(fā)展帶來了挑戰(zhàn)。但在面臨挑戰(zhàn)的同時(shí)也提供了難得的發(fā)展機(jī)遇,各個(gè)銀行紛紛借助這一機(jī)會,積極對本身業(yè)務(wù)進(jìn)行戰(zhàn)略調(diào)整。小額信貸業(yè)務(wù)因其成本低、資本占用量小且利潤空間巨大等優(yōu)勢而受到矚目,其結(jié)構(gòu)也開始向著零售化方向調(diào)整。2007年,美國次級房貸危機(jī)的發(fā)生進(jìn)一步誘發(fā)了全球金融危機(jī)的產(chǎn)生,這給全國農(nóng)村商業(yè)銀行敲響了警鐘,即必須高度關(guān)注信貸業(yè)務(wù)可能產(chǎn)生的風(fēng)險(xiǎn),對其實(shí)施必要的控制和管理,所以提升農(nóng)村商業(yè)銀行管理小額信貸風(fēng)險(xiǎn)的水平有很深遠(yuǎn)的實(shí)踐意義。小額信貸產(chǎn)品起源于上個(gè)世紀(jì)70年代的孟加拉鄉(xiāng)村銀行,最初作為政府特定的扶貧方式向貧困家庭提供貸款和資金支持,后期逐漸衍變成為利率較高、期限較短、且要求有第三方作為擔(dān)保的貸款方式,將其發(fā)放給有還款能力的客戶,以謀求更高水平的資金回報(bào)率,用以完成銀行業(yè)務(wù)為特定群體服務(wù)并持續(xù)發(fā)展的目標(biāo)。小額信貸產(chǎn)品是融合了金融領(lǐng)域的發(fā)展理念后結(jié)合而成的衍生產(chǎn)品,隨后迅速在世界各地的銀行得以推廣。在眾多發(fā)展中國家,包括我國均開始借鑒孟加拉鄉(xiāng)村銀行的發(fā)展思路,用小額信貸產(chǎn)品來解決中小企業(yè)融資難的實(shí)際問題。本篇論文利用風(fēng)險(xiǎn)管理和小額信貸的相關(guān)理論,通過總結(jié)農(nóng)村商業(yè)銀行小額信貸所面對風(fēng)險(xiǎn)的多樣化來構(gòu)建風(fēng)險(xiǎn)管理模型,最終提出全面提高我國農(nóng)村商業(yè)銀行小額信貸風(fēng)險(xiǎn)管理需要從下面幾方面入手,對小額信貸業(yè)務(wù)進(jìn)行全面地突破與創(chuàng)新、構(gòu)建中小企業(yè)融資的相關(guān)信用管理制度和客戶信用評價(jià)制度,并完善內(nèi)部的風(fēng)險(xiǎn)應(yīng)對機(jī)制。
[Abstract]:In recent years, the credit business of China's rural commercial banks has developed very rapidly. Banks in various countries around the world have become increasingly competitive in the market because of grabbing market share. Foreign banks have started business in China one after another. With its continuous perfect business management mode and experience, it brings challenges to the survival and development of rural commercial banks in our country. However, it also provides a rare opportunity for development in the face of challenges, and various banks take advantage of this opportunity one after another. Actively adjust its own business strategy. Microfinance business has attracted attention because of its advantages of low cost, small capital consumption and huge profit margin, and its structure has also begun to adjust towards the direction of retail. In 2007, The emergence of the subprime mortgage crisis in the United States has further induced the emergence of the global financial crisis, which has sounded the alarm to the national rural commercial banks, that is, we must pay close attention to the risks that may arise from the credit business, and implement the necessary control and management of them. Therefore, it is of great practical significance to raise the level of rural commercial banks' management of microfinance risks. Microfinance products originated in Grameen Bank of Bangladesh in the 1970s. Initially providing loans and financial support to poor families as a specific form of government poverty alleviation, the latter gradually evolved into higher interest rates and shorter maturities, and a third party was required to provide loans guaranteed by third parties to clients with repayment capacity. In order to achieve a higher level of return on funds to achieve the goal of banking to serve a particular group and to sustain development. Microfinance products are derivatives that combine the development ideas of the financial sector, Banks around the world were quickly popularized. In many developing countries, including China, they began to learn from the development ideas of Grameen Bank of Bangladesh. This paper uses the theory of risk management and microfinance to build a risk management model by summarizing the diversification of risks faced by rural commercial banks. Finally, it is put forward that to improve the risk management of microfinance in rural commercial banks in China, we need to break through and innovate the microfinance business from the following aspects. Construct the credit management system and customer credit evaluation system of SME financing, and improve the internal risk response mechanism.
