【摘要】：城鎮(zhèn)化與工業(yè)化是區(qū)域社會經(jīng)濟發(fā)展的具體體現(xiàn),是通向現(xiàn)代化的必由之路。目前，工業(yè)生產(chǎn)方式正在陷入危機，，城鎮(zhèn)化發(fā)展遇到瓶頸，但新型工業(yè)化和新的城市形態(tài)已悄然興起，從根本上講，這是一種更高級、更深層次的物質(zhì)生產(chǎn)力和生產(chǎn)方式。這些革命將使人類獲得更大的解放和更大的進步，對正在進行的中國現(xiàn)代化建設(shè)既是嚴(yán)峻的挑戰(zhàn)，又是巨大的歷史機遇。作為西部大省的甘肅,其城鎮(zhèn)化與工業(yè)化水平大大落后于全國平均水平。因此,開展城鎮(zhèn)化與新型工業(yè)化互動關(guān)系研究不僅具有重要的理論意義,而且對于積極推進城鎮(zhèn)化與工業(yè)化的進程,實現(xiàn)城鎮(zhèn)化與工業(yè)化的良性互動發(fā)展,亦具有重要的現(xiàn)實意義。 文章在綜述大量國內(nèi)外研究成果的基礎(chǔ)上,探索了城鎮(zhèn)化與新型工業(yè)化之間的耦合機制。首先，對城鎮(zhèn)化與新型工業(yè)化的概念及相關(guān)理論進行了界定和歸納闡釋,并以集聚為核心,運用簡單的模型從產(chǎn)業(yè)集聚、要素集聚和空間集聚三個層次對兩者的耦合機理進行分析；其次,分析了甘肅城鎮(zhèn)化與工業(yè)化的現(xiàn)狀,考證了當(dāng)前甘肅城鎮(zhèn)化與工業(yè)化互動不良的現(xiàn)實,指出“歷史政策的作用和具體省情、工業(yè)化‘弱質(zhì)’、城鎮(zhèn)化質(zhì)量差以及制度障礙”等構(gòu)成了甘肅省工業(yè)化與城鎮(zhèn)化不良互動的深層次原因；再次，結(jié)合往年的數(shù)據(jù)，以耦合方法分析為基礎(chǔ),運用城鎮(zhèn)化與新型工業(yè)化系統(tǒng)評價模型對甘肅省城鎮(zhèn)化與新型工業(yè)化的耦合度和耦合協(xié)調(diào)度進行實證分析,論證了城鎮(zhèn)化與新型工業(yè)化二者存在耦合關(guān)系,即它們之間存在一種自我協(xié)調(diào)、自我循環(huán)演進和增強的機制；最后，提出了甘肅省實現(xiàn)城鎮(zhèn)化和新型工業(yè)化良性互動的戰(zhàn)略選擇以及應(yīng)采取相應(yīng)保障措施。
[Abstract]:Urbanization and industrialization are the concrete embodiment of regional social and economic development and the only way to modernization. But new forms of industrialization and new forms of cities have emerged quietly, essentially a higher and deeper form of material productivity and production. These revolutions will lead to greater liberation and greater progress for mankind. As a big western province, Gansu's urbanization and industrialization level lags far behind the national average. The research on the interactive relationship between urbanization and new industrialization is not only of great theoretical significance, but also of practical significance for actively promoting the process of urbanization and industrialization and realizing the positive interactive development of urbanization and industrialization. On the basis of summarizing a large number of domestic and foreign research achievements, this paper explores the coupling mechanism between urbanization and new industrialization. Firstly, the concept and related theories of urbanization and new industrialization are defined and explained. With agglomeration as the core, the coupling mechanism of industrial agglomeration, factor agglomeration and spatial agglomeration is analyzed by using simple model. Secondly, the present situation of urbanization and industrialization in Gansu is analyzed. This paper examines the current reality of the poor interaction between urbanization and industrialization in Gansu, and points out that "the role of historical policies and the situation of specific provinces," Industrialization 'weak quality, poor quality of urbanization and institutional obstacles "constitute the deep-seated reasons for the poor interaction between industrialization and urbanization in Gansu Province. Thirdly, combined with the data of previous years, the analysis is based on the coupling method. By using the system evaluation model of urbanization and new-type industrialization, the coupling and coordination degree between urbanization and new-type industrialization in Gansu Province is analyzed, and the coupling relationship between urbanization and new-type industrialization is demonstrated. That is, there is a mechanism of self-coordination, self-circulation evolution and enhancement between them. Finally, the strategic choice of realizing the benign interaction between urbanization and new-type industrialization in Gansu Province and the corresponding safeguard measures are put forward.
