【摘要】：隨著中國改革開放的步伐不斷推進和社會主義市場經(jīng)濟體制建設的不斷發(fā)展完善,中小企業(yè)已經(jīng)成為我國國民經(jīng)濟增長和協(xié)調(diào)運行的中堅力量,中小企業(yè)在對促進國家經(jīng)濟增長、增進就業(yè)、出口創(chuàng)匯、穩(wěn)定財政收支、創(chuàng)造多元化財富等方面起到了巨大的支撐作用。世界經(jīng)濟發(fā)展規(guī)律也表明,僅有大企業(yè)的發(fā)展而沒有中小企業(yè)的發(fā)展的國家和地區(qū),是不能保持經(jīng)濟長期穩(wěn)定持續(xù)增長的�？墒悄壳拔覈虡I(yè)銀行給予中小企業(yè)的融資信貸額度比仍然維持在10%左右,我國中小企業(yè)融資困難,融資渠道單一、融資成本較高的現(xiàn)狀仍未得到實質(zhì)性的解決。 本文旨在立足中小企業(yè)的發(fā)展現(xiàn)狀以及融資狀況分析中小企業(yè)信貸風險及其產(chǎn)生原因,結(jié)合國內(nèi)中小企業(yè)的融資現(xiàn)狀及融資難原因展開分析,重點分析商業(yè)銀行發(fā)展中小企業(yè)信貸風險控制的流程化管理及工具建設,并以地方性商業(yè)銀行FD銀行的信貸風險管理流程為核心,結(jié)合FD銀行案例重點提出從中小企業(yè)貸款風險識別、風險控制以及改善外部環(huán)境等幾方面來有效降低中小企業(yè)貸款的風險,并提出了小企業(yè)融資風險控制的具體措施與實施方案。本文的最終目的是希望針對目前中小企業(yè)信貸融資難的問題實現(xiàn)有效突破。
[Abstract]:With the continuous progress of China's reform and opening up and the continuous development and perfection of the socialist market economic system, small and medium-sized enterprises have become the backbone of the growth and coordinated operation of our national economy. Small and medium-sized enterprises have played a huge supporting role in promoting national economic growth, increasing employment, earning foreign exchange from exports, stabilizing fiscal revenues and expenditures, and creating diversified wealth. The laws of world economic development also show that, Countries and regions with only the development of large enterprises and no development of small and medium-sized enterprises will not be able to maintain long-term stable and sustained economic growth. However, at present, the ratio of financing credit lines granted to SMEs by commercial banks in our country is still around 10%. The present situation of financing difficulty, single financing channel and high financing cost of small and medium-sized enterprises in China has not been solved substantively. The purpose of this paper is to analyze the credit risk and its causes of SMEs based on the status quo of SMEs' development and financing, combined with the financing status of domestic SMEs and the reasons of financing difficulties. The paper focuses on the process management and tool construction of the development of SME credit risk control in commercial banks, and takes the credit risk management process of FD bank as the core. Based on the FD bank case, the paper puts forward how to effectively reduce the risk of SME loan from the aspects of SME loan risk identification, risk control and improvement of external environment. The final purpose of this paper is to achieve an effective breakthrough in the current problems of small and medium-sized enterprises' credit financing.
