【摘要】：在實(shí)際運(yùn)行中,地方性產(chǎn)業(yè)投資公司存在著諸多問題,例如不完善的法人治理結(jié)構(gòu)、尚未健全的內(nèi)控制度、不清晰的借貸還款責(zé)任主體、不甚規(guī)范的運(yùn)行管理體制以及地方預(yù)算對(duì)其收支缺乏有力約束等等,存在著極大的風(fēng)險(xiǎn)。再加上地方政府偏好用增加固定資產(chǎn)投資來拉動(dòng)經(jīng)濟(jì),在一定程度上放松了對(duì)地方性產(chǎn)業(yè)投資公司及其投融資活動(dòng)的監(jiān)管,導(dǎo)致了風(fēng)險(xiǎn)的進(jìn)一步積累。這些風(fēng)險(xiǎn)既影響地方政府經(jīng)濟(jì)政策的制定和實(shí)施,又影響地方和中央政府財(cái)政及全國(guó)金融市場(chǎng)的穩(wěn)定性。
[Abstract]:In actual operation, local industrial investment companies have many problems, such as imperfect corporate governance structure, unsound internal control system, unclear subject of loan repayment responsibility, There are great risks in an irregular operating management system and the lack of strong constraints on local budgets on their revenues and expenditures. In addition, local governments prefer to boost the economy by increasing investment in fixed assets. To a certain extent, the supervision of local industrial investment companies and their investment and financing activities has been relaxed, which has led to the further accumulation of risks, which not only affect the formulation and implementation of economic policies of local governments, It also affects the stability of local and central government finances and national financial markets.
