【摘要】：福利政治蘊(yùn)含著福利資源配置中國(guó)家與社會(huì)之間的權(quán)力關(guān)系,通過(guò)在社會(huì)結(jié)構(gòu)框架中的實(shí)踐呈現(xiàn)出來(lái)。以往我國(guó)反映這種權(quán)力關(guān)系和結(jié)構(gòu)特性的是單位制度。目前,單位制度對(duì)城市社會(huì)的影響逐漸減弱,但并未完全消失,因此呈現(xiàn)出"后單位社會(huì)"的特性。"后單位社會(huì)"的住房保障中新舊體制和新舊結(jié)構(gòu)性因素并存,政府與社會(huì)成員之間以及社會(huì)組織之間的權(quán)力關(guān)系處于動(dòng)態(tài)建構(gòu)的狀態(tài)。政府在聯(lián)合社會(huì)力量推進(jìn)住房保障的過(guò)程中,產(chǎn)生了體制復(fù)歸和體制創(chuàng)新兩種后果,這兩種效果是當(dāng)下社會(huì)福利政治的獨(dú)特表現(xiàn),應(yīng)予以辯證理解和科學(xué)把握。"后單位社會(huì)"福利政治的目標(biāo)首先是社會(huì)成員具有表達(dá)并實(shí)現(xiàn)權(quán)利的組織載體,其次是社會(huì)組織在福利資源配置中處于平等的地位。
[Abstract]:Welfare politics contains the power relationship between the state and society in the allocation of welfare resources, which is presented through the practice in the framework of social structure. In the past, it was the unit system that reflected the power relationship and structural characteristics in China. The influence of unit system on urban society is gradually weakened, but not completely disappeared, so it presents the characteristics of "post-unit society". The old and new systems and the old and new structural factors coexist in the housing security of "post-unit society". The power relationship between the government and the members of the society and between the social organizations is in the state of dynamic construction. In the process of unifying social forces to promote housing security, the government has two consequences: the return of the system and the innovation of the system. These two effects are the unique manifestation of the current social welfare politics, which should be dialectically understood and scientifically grasped. The goal of "post-unit society" welfare politics is, first of all, the organizational carrier for social members to express and realize their rights. Secondly, social organizations are in an equal position in the allocation of welfare resources.
