長春市公共租賃住房制度研究

【摘要】:1994年,國務(wù)院下發(fā)了《關(guān)于深化城鎮(zhèn)住房制度改革的決定》,該決定標志著我國的住房制度由福利分房向商品住房改變,從此我國房地產(chǎn)市場發(fā)展迅猛,城鎮(zhèn)居民的住房條件和住房環(huán)境得到了極大的改善。但近幾年,房地產(chǎn)市場投資投機性購房現(xiàn)象普遍,再加上市場失靈現(xiàn)象,房地產(chǎn)業(yè)已經(jīng)畸形發(fā)展,商品住房的價格出現(xiàn)不合理的增長,這不僅加重了城市本地中低收入人群的負擔,更讓外來人員不堪重負。這部分外來人員包括:大中院校畢業(yè)生、退伍軍人、農(nóng)村進城務(wù)工人員、在城市間流動且無房人群等。這類在城市中買不起商品住房、也承受不起購買經(jīng)濟適用住房的費用;沒有資格申請廉租住房又沒有資金購買經(jīng)濟適用住房的人群我們稱之為“夾心層”。 長春市的住房保障制度包括經(jīng)濟適用住房、廉租住房和公共租賃住房,其中前兩項實施時間較早也取得了一定的成效,但是覆蓋人群面積太窄。公共租賃住房制度的提出就是為了彌補以前住房保障制度的缺陷,將“夾心層”人群真正納入到城市住房保障體系中,解決這類人群住房困難的問題。長春市于2011年才開始推行公共租賃住房制度并正式啟動公共租賃住房建設(shè),因此沒有關(guān)于長春公共租賃住房制度的相關(guān)研究。本文主要通過對長春市公共租賃住房制度相關(guān)問題的研究,并借鑒發(fā)達國家和地區(qū)的寶貴經(jīng)驗提出完善公共租賃住房制度的建議。 本文首先在緒論部分介紹了選題的背景和意義,對國內(nèi)外關(guān)于公共租賃住房的相關(guān)研究做了梳理,同時介紹了本文所用到的理論依據(jù)和研究方法,,并對研究中所涉及的相關(guān)概念進行了界定。其次,在正文部分本文系統(tǒng)介紹了長春市公共租賃住房制度內(nèi)容和實施現(xiàn)狀,通過對制度和實際現(xiàn)狀的分析得出長春市現(xiàn)行公共租賃住房制度存在著相關(guān)法律法規(guī)不健全;政府重視程度不夠,基礎(chǔ)工作滯后;房源供需矛盾大;資金來源匱乏;準入退出機制不健全;監(jiān)管機制不完善等問題。再次,本文分析了美國、日本、新加坡和香港等發(fā)達國家和地區(qū)的公共租賃住房制度,從其成功經(jīng)驗中得出對長春市公共租賃住房制度建設(shè)的啟示。最后,根據(jù)長春市公共租賃住房制度實際存在的問題,借鑒發(fā)達國家和地區(qū)的成功經(jīng)驗提出制度完善的幾點建議,以期促進長春市公共租賃住房建設(shè),健全長春市公共租賃住房制度體系。
[Abstract]:In 1994, the State Council issued a decision on deepening the reform of urban housing system, which marked the change of housing system from welfare housing to commercial housing. Since then, the real estate market of our country has developed rapidly. The housing conditions and the housing environment of urban residents have been greatly improved. However, in recent years, the phenomenon of speculative real estate investment in the real estate market has been widespread, coupled with the phenomenon of market failure, the real estate industry has deformed its development. The unreasonable increase in the price of commodity housing has not only increased the burden on the city's low- and middle-income population, but also overwhelmed the foreign population, including graduates from universities, colleges and universities, and veterans. Rural migrant workers, mobile in cities and people without housing, etc., this kind of city can not afford commercial housing, but also can not afford to buy affordable housing costs; People who are not eligible for low-rent housing and do not have the money to buy affordable housing are called the sandwich layer. The housing security system in Changchun includes affordable housing, low-rent housing and public rental housing. The first two items were implemented earlier and achieved certain results. But the population coverage is too narrow. The public rental housing system is put forward to make up for the shortcomings of the previous housing security system, and the "sandwich layer" people are really brought into the urban housing security system. In 2011, Changchun began to implement the public rental housing system and officially started the construction of public rental housing. Therefore, there is no related research on Changchun public rental housing system. And draw lessons from the valuable experience of developed countries and regions to improve the system of public rental housing proposals. This paper first introduces the background and significance of the topic in the introduction part, combs the relevant research on public rental housing at home and abroad, and introduces the theoretical basis and research methods used in this paper. And related concepts involved in the study are defined. Secondly, in the body of this paper, the content and implementation status of Changchun public rental housing system are systematically introduced. Through the analysis of the system and the actual situation, it is concluded that the current public rental housing system in Changchun is not perfect; the government pays less attention to it, the basic work lags behind; the contradiction between supply and demand of housing is great; the source of funds is scarce; Thirdly, this paper analyzes the public rental housing systems in developed countries and regions such as the United States, Japan, Singapore and Hong Kong. Finally, according to the problems existing in the system of public rental housing in Changchun, some suggestions on how to perfect the system are put forward based on the successful experiences of developed countries and regions. In order to promote the construction of public rental housing in Changchun, improve the system of public rental housing in Changchun.
