【摘要】：針對我國目前嚴(yán)峻的養(yǎng)老形勢,建立外儲型主權(quán)養(yǎng)老基金既可以減輕財政未來的支付壓力,又可以滿足我國外匯儲備資產(chǎn)對盈利性的追求。本文系統(tǒng)性地對我國建立的外儲型主權(quán)養(yǎng)老基金進(jìn)行三重意義上的定位,細(xì)致地分析我國外儲型SPF的運(yùn)作模式、資金管理和資產(chǎn)配置等問題,并在此基礎(chǔ)上提出相應(yīng)的政策建議:明確外儲型主權(quán)養(yǎng)老基金的定位,將外匯儲備分流出適當(dāng)部分建立主權(quán)養(yǎng)老基金,實行境外多元化投資,在保值的基礎(chǔ)上追求較高收益率;建立完善主權(quán)養(yǎng)老基金的運(yùn)作機(jī)制與管理監(jiān)督辦法,并出臺各項法規(guī)規(guī)章對其進(jìn)行規(guī)范;在外儲型主權(quán)養(yǎng)老基金下設(shè)多個基金系列,形成不同的投資風(fēng)格,并在每一類基金內(nèi)部引入競爭機(jī)制,以提高投資業(yè)績;在大力發(fā)展外儲型主權(quán)養(yǎng)老基金的同時,改革養(yǎng)老保險和社�；鸬耐顿Y體制,促使三支養(yǎng)老基金共同發(fā)展壯大。
[Abstract]:In view of the severe situation of pension in our country at present, the establishment of a reserve sovereign pension fund can not only alleviate the future payment pressure of finance, It can also satisfy the pursuit of profitability of China's foreign exchange reserve assets. This paper systematically orientates the foreign reserve type sovereign pension fund established in China, and analyzes the operation mode of our country's foreign reserve type SPF in detail. On the basis of this, some policy suggestions are put forward: defining the position of foreign reserve sovereign pension funds, diverting foreign exchange reserves out of appropriate parts to establish sovereign pension funds, and carrying out overseas diversified investment. To pursue higher returns on the basis of maintaining value of value; to establish and improve the operating mechanism and management and supervision measures of sovereign pension funds, and to introduce various laws and regulations to standardize them; and to set up a number of fund series under reserve sovereign pension funds. Forming different investment styles and introducing competition mechanism into each type of fund to improve investment performance; while vigorously developing reserve type sovereign pension funds, we should reform the investment system of pension insurance and social security funds. Three pension funds to promote common development and growth.
