鄂爾多斯市房地產(chǎn)市場治理中的政府職能履行研究

【摘要】:近年來我國房地產(chǎn)市場規(guī)模迅速擴(kuò)大,但與之相伴的是,房價以高于GDP好幾個百分點年均增長速率快速上漲,房地產(chǎn)市場的發(fā)展已明顯呈過熱趨勢,泡沫化傾向明顯。鄂爾多斯市位于內(nèi)蒙古自治區(qū)中西部,近年來依托極其豐富的煤炭資源儲量和其它資源,鄂爾多斯市實現(xiàn)了經(jīng)濟(jì)快速發(fā)展,人均GDP超越香港躍居全國首位。通過資源開發(fā)所帶來的巨額財富流入房地產(chǎn)市場,使當(dāng)?shù)胤康禺a(chǎn)市場實現(xiàn)了快速發(fā)展。但當(dāng)?shù)卣闯浞致男新毮芤詫崿F(xiàn)對房地產(chǎn)市場的有效治理。加之當(dāng)?shù)氐娜丝诨鶖?shù)小、住房剛性需求低,造成了當(dāng)?shù)胤康禺a(chǎn)發(fā)展過快、住房投資投機(jī)盛行、樓市趨向于崩盤的現(xiàn)象。應(yīng)該看到,在我國房地產(chǎn)市場的治理當(dāng)中,地方政府承擔(dān)著非常重要的角色。直接履行著規(guī)制和引導(dǎo)地區(qū)房地產(chǎn)市場發(fā)展的各項職能。因此只有充分重視地方政府的作用,保證地方政府在地區(qū)房地產(chǎn)市場治理中職能履行的效果,才能從根本上保證我國房地產(chǎn)市場的健康有序發(fā)展。本文首先在借鑒其他學(xué)者研究成果的基礎(chǔ)上,對房地產(chǎn)市場治理的相關(guān)概念進(jìn)行了界定,同時對本文研究所涉及的政府職能理論、治理理論進(jìn)行了概括,并明確了如何運用相關(guān)理論對本文展開研究。其次,對鄂爾多斯市房地產(chǎn)危機(jī)進(jìn)行了概述,以此為問題展開的前提,通過大量詳實的數(shù)據(jù)對鄂爾多斯市房地產(chǎn)市場發(fā)展中存在的問題進(jìn)行了詳細(xì)分析;進(jìn)而從供給和需求方面解析了當(dāng)?shù)卣诜康禺a(chǎn)市場治理中的職能履行不足。最后,在上述基礎(chǔ)上,運用政府職能理論和治理理論,對實現(xiàn)鄂爾多斯市房地產(chǎn)市場的有效治理提出了針對性的建議。包括:嚴(yán)格落實國家相關(guān)政策并完善配套政策,優(yōu)化房地產(chǎn)市場土地供給,制定科學(xué)的房地產(chǎn)發(fā)展規(guī)劃,加強(qiáng)房地產(chǎn)開發(fā)企業(yè)規(guī)制,保證有效住房需求得到滿足,抑制投資、投機(jī)需求,加強(qiáng)房地產(chǎn)金融市場監(jiān)管,滿足社會服務(wù)需求,加強(qiáng)治理過程監(jiān)督等。希望通過此研究,為鄂爾多斯市政府以及同類型地區(qū)實現(xiàn)對房地產(chǎn)市場的有效治理提供一定的借鑒。
[Abstract]:In recent years, the scale of the real estate market in our country has expanded rapidly, but with it, the house price has increased rapidly by several percentage points per year, and the development of the real estate market has obviously overheated trend. The city of Ordos is located in the central and western part of Inner Mongolia Autonomous region. In recent years, the city of Ordos has achieved rapid economic development, relying on the extremely rich reserves of coal resources and other resources. GDP per capita surpassed Hong Kong's top spot in the country, with the huge wealth generated by resource development flowing into the real estate market. The local real estate market has achieved rapid development. But the local government has not fully performed its functions to achieve effective governance of the real estate market. In addition, the local population base is small, and the housing rigid demand is low. Caused by the rapid development of local real estate, housing investment speculation prevalence, the property market tends to collapse phenomenon. We should see, in the governance of the real estate market in our country. The local government plays a very important role. It directly performs the functions of regulating and guiding the development of the regional real estate market. Therefore, the role of the local government can only be fully valued. In order to ensure the function of local government in the governance of regional real estate market, we can fundamentally ensure the healthy and orderly development of the real estate market in China. Firstly, this paper draws on the research results of other scholars. The concept of real estate market governance is defined, at the same time, the government function theory and governance theory involved in this paper are summarized, and how to use the relevant theory to carry out the research. Secondly. This paper summarizes the real estate crisis in Ordos city and analyzes the problems existing in the development of the real estate market in Ordos city through a large number of detailed data. Then from the supply and demand analysis of the local government in the real estate market governance function performance insufficiency. Finally, on the basis of the above, the use of government function theory and governance theory. To achieve the effective governance of the real estate market in Ordos put forward targeted recommendations, including: strictly implement the relevant national policies and improve supporting policies, optimize the land supply in the real estate market. Formulate scientific real estate development plan, strengthen the real estate development enterprise regulation, ensure that the effective housing demand is met, restrain the investment, speculative demand, strengthen the real estate financial market supervision, meet the social service demand. Through this study, we hope to provide some reference for the Ordos government and the same type of areas to realize the effective governance of the real estate market.
