【摘要】：正2015年8月末,國務(wù)院印發(fā)了《關(guān)于開展農(nóng)村承包土地的經(jīng)營權(quán)和農(nóng)民住房財產(chǎn)權(quán)抵押貸款試點的指導意見》,指出要穩(wěn)妥有序開展農(nóng)村承包土地經(jīng)營權(quán)和農(nóng)民住房財產(chǎn)權(quán)抵押"兩權(quán)"抵押貸款業(yè)務(wù)。通過對全國"兩權(quán)"抵押貸款試點縣——甘肅省隴西縣的調(diào)查發(fā)現(xiàn),"兩權(quán)"抵押貸款仍存在一些亟待解決的問題。存在問題"兩權(quán)"抵押物評估機制發(fā)展滯后�？h域內(nèi)現(xiàn)有的"兩權(quán)"抵押物評估機構(gòu)對鄉(xiāng)村的地權(quán)和農(nóng)房產(chǎn)業(yè)的價值評估缺
[Abstract]:On 2015, at the end of August, the State Council issued the guiding opinions on the pilot Project of the right to manage Rural contracted Land and the Housing property right of Farmers on Mortgage loan. It is pointed out that it is necessary to carry out the "two rights" mortgage loan business of the rural contracted land management right and the farmer's housing property right mortgage in a steady and orderly manner. The investigation on the "two rights" mortgage loan pilot county in Gansu Province is carried out. There are still some problems that need to be solved urgently in the mortgage loan of "two rights".
