【摘要】：隨著經(jīng)濟總量的高速發(fā)展，區(qū)域經(jīng)濟發(fā)展的差距也日益擴大，從1998年央行取消信貸規(guī)�？刂埔詠�，中國出現(xiàn)了信貸配給現(xiàn)象。由于目前為止還沒有統(tǒng)一公認的信貸配給定義，而現(xiàn)代的信貸配給理論也只在一定程度上適用中國，因此經(jīng)濟轉(zhuǎn)型時期的信貸配給現(xiàn)象仍有待特別的解釋。本文以“提出問題—分析問題—解決問題”的邏輯思路，研究了信貸配給對區(qū)域經(jīng)濟增長的影響，具有理論和現(xiàn)實意義。 首先，以前人研究的為基礎(chǔ)，給出本文對信貸配給的定義，即均衡與非均衡信貸配給契合所形成的雙重信貸配給，并分別闡述了均衡信貸配給與非均衡信貸配給的形成機制，以及探討了信貸配給對區(qū)域經(jīng)濟增長的影響。 接著，通過區(qū)域經(jīng)濟數(shù)據(jù)對我國四大區(qū)域的信貸配給差異性現(xiàn)狀、區(qū)域經(jīng)濟發(fā)展不平衡的現(xiàn)狀分別進行分析，直觀描述了四大區(qū)域間存款、貸款、存貸差和存貸比的區(qū)域差異顯著，客觀反映了信貸配給的區(qū)域差異，同時從GDP與人民生活水平兩方面分析出我國區(qū)域經(jīng)濟發(fā)展呈現(xiàn)出東部領(lǐng)跑，區(qū)域間經(jīng)濟發(fā)展差距日益擴大的現(xiàn)狀，并分別對區(qū)域經(jīng)濟發(fā)展現(xiàn)狀和信貸配給區(qū)域差異的現(xiàn)狀進行成因分析。然后，本文選取我國31個�。ㄊ�、區(qū)）1998年到2010年的面板數(shù)據(jù)，，按照本文對信貸配給的定義，給出信貸配給指標(biāo)，在此基礎(chǔ)上分區(qū)域就信貸配給對區(qū)域經(jīng)濟增長的影響進行實證研究。研究發(fā)現(xiàn)信貸配給對區(qū)域經(jīng)濟增長的影響在四個區(qū)域具有差異。 最后，本文根據(jù)實證得出的結(jié)論，有針對性地從緩解區(qū)域經(jīng)濟發(fā)展不平衡、改善區(qū)域法制信用環(huán)境、進行信貸體系改革、實施差別化的宏觀調(diào)控政策、推進利率市場化改革這五方面提出對策建議，以期能夠從信貸配給角度為中國的區(qū)域經(jīng)濟非均衡協(xié)調(diào)發(fā)展提供政策參考。
[Abstract]:With the high - speed development of the total economy , the gap between the regional economic development has been expanded . Since the central bank cancelled the credit scale control in 1998 , there has been a credit rationing phenomenon in China . Since the credit rationing theory has not been uniformly accepted so far , the credit rationing phenomenon in the period of economic transformation still needs to be explained in particular . First , on the basis of previous studies , this paper gives the definition of credit rationing , that is , the double credit rationing of equilibrium and non - equilibrium credit rationing , and expounds the mechanism of equilibrium credit rationing and non - equilibrium credit rationing , and discusses the effect of credit rationing on regional economic growth . Then , through the analysis of the present situation of credit rationing in the four regions of our country and the unbalanced situation of regional economic development through regional economic data , the present situation of regional economic development in China is analyzed . Finally , according to the conclusion drawn from the demonstration , this paper puts forward the policy reference from the angle of credit rationing to the development of regional economic non - equilibrium coordinated development of China from the viewpoint of unbalanced economic development of the region , improving the credit environment of regional legal system , carrying out the reform of credit system , implementing macro - control policy of differentiation , and pushing forward the reform of interest rate .
