【摘要】：改革開放以來，尤其是在鄧小平南方談話和中國入世以來，浙江引進外資數(shù)量實現(xiàn)了兩次大跨越，引進外資的規(guī)模和范圍不斷擴大。但隨著外資數(shù)量的增長，不可避免地出現(xiàn)了一些問題：地方政府盲目追求引資數(shù)量，成本優(yōu)勢逐漸消失，環(huán)保問題突出等。并且以民營企業(yè)為特色的浙江經濟，長期以來內資經濟和外資經濟“兩張皮”現(xiàn)象突出，如何加強內外資經濟關聯(lián)、相互促進實現(xiàn)共同發(fā)展已成為當前浙江經濟發(fā)展的難點重點。浙江“十二五”規(guī)劃也明確提出了提升利用外資水平的要求。因此，新形勢下，研究浙江外資質量水平對提升浙江經濟實力，實現(xiàn)產業(yè)結構升級具有重要意義。 本文采用定性與定量相結合、理論與實證相結合的研究方法，運用一般統(tǒng)計法、計量回歸分析法、主成分分析法和因子分析法，從外資產業(yè)投向、來源結構、區(qū)域分布和項目規(guī)模四個方面對2001-2010年浙江外資引進質量進行統(tǒng)計分析，從外資對經濟發(fā)展數(shù)量、經濟發(fā)展質量、制度建設和技術管理水平四個方面構建指標體系對1999-2011浙江制造業(yè)整體利用質量及2001-2010年制造業(yè)分行業(yè)利用質量進行綜合評價分析。 通過統(tǒng)計分析和實證研究，筆者發(fā)現(xiàn)浙江引進外資質量在產業(yè)投資去向、項目規(guī)模層面質量較高，并有不斷提升的趨勢，在來源結構和區(qū)域分布層面質量較低，，并伴有下降的趨勢。運用十二個指標綜合分析浙江制造業(yè)整體利用質量發(fā)現(xiàn)，浙江制造業(yè)外資利用質量不斷提升，但主要由經濟發(fā)展數(shù)量因子決定，制度建設因子和經濟發(fā)展質量因子也有一定貢獻，技術管理水平作用較小。運用八個指標分時段綜合分析浙江制造業(yè)分行業(yè)利用質量表明，各行業(yè)利用質量變化存在一定規(guī)律，技術密集型產業(yè)穩(wěn)居于高質量行業(yè)內，勞動密集型產業(yè)次之，資本密集型產業(yè)利用質量最低，經濟數(shù)量因子對利用質量貢獻最大，技術管理水平因子次之。綜合表明，浙江制造業(yè)利用質量整體上仍是數(shù)量型而非質量型。 本文基于前人基礎上提出的制造業(yè)外資利用質量評價指標體系，豐富和完善了現(xiàn)有理論。目前已有文獻對制造業(yè)利用質量的分析僅從幾個指標著手，本文對浙江制造業(yè)整體和分行業(yè)外資質量進行了全面地定性和定量分析，彌補了已有文獻的不足。針對浙江外資質量的利用現(xiàn)狀，本文以提升技術管理水平和完善招商引資考核評價方法為重點，提出鼓勵跨國公司建立研發(fā)中心，政府將外資利用質量納入考核體系等政策建議。
[Abstract]:Since the reform and opening up, especially after Deng Xiaoping's talk to the south and China's entry into WTO, Zhejiang has realized two major leaps in the number of foreign capital introduced, and the scale and scope of foreign capital have been continuously expanded, but with the increase of the amount of foreign capital. Inevitably there are some problems: local governments blindly pursue the amount of investment, cost advantages gradually disappear, environmental protection problems are prominent, and private enterprises as the characteristics of Zhejiang economy. For a long time, the phenomenon of "two skins" between domestic and foreign economy is prominent, how to strengthen the economic relationship between domestic and foreign capital. Promoting each other to achieve common development has become the difficult point of Zhejiang's economic development. The 12th Five-Year Plan of Zhejiang has also clearly put forward the requirements of raising the level of utilizing foreign capital. Therefore, under the new situation. It is of great significance to study the quality level of foreign capital in Zhejiang to promote Zhejiang's economic strength and realize the upgrading of industrial structure. In this paper, qualitative and quantitative, theoretical and empirical research methods, using general statistics, econometric regression analysis, principal component analysis and factor analysis, from the foreign investment industry, source structure. From four aspects of regional distribution and project scale, this paper makes a statistical analysis on the quality of foreign capital import from 2001 to 2010 in Zhejiang Province, and analyzes the quantity and quality of economic development from foreign capital to economic development. Four aspects of system Construction and Technical Management: comprehensive Evaluation of the overall Utilization quality of Zhejiang Manufacturing Industry from 1999 to 2011 and the Utilization quality of Manufacturing Industry by Industry from 2001 to 2010. Analysis. Through statistical analysis and empirical research, the author found that the quality of Zhejiang foreign investment in the direction of industrial investment, the quality of the project scale is high, and there is a trend of continuous improvement. The quality of Zhejiang manufacturing industry is low in source structure and regional distribution, with a downward trend. Using twelve indicators to analyze the overall utilization quality of Zhejiang manufacturing industry, it is found that the quality of foreign capital utilization in Zhejiang manufacturing industry is constantly improving. However, it is mainly determined by the quantity factor of economic development, and the institutional construction factor and the quality factor of economic development also contribute to some extent. The use of eight indexes to analyze the utilization quality of Zhejiang manufacturing industry shows that there are certain rules in the change of utilization quality in each industry. The technology-intensive industry is located in the high quality industry, the labor-intensive industry is the second, the capital-intensive industry has the lowest utilization quality, and the economic quantity factor has the biggest contribution to the utilization quality. The overall utilization quality of Zhejiang manufacturing industry is still quantitative rather than qualitative. Based on the evaluation index system of foreign capital utilization quality in manufacturing industry, this paper enriches and perfects the existing theories. This paper makes a comprehensive qualitative and quantitative analysis of the quality of foreign capital in Zhejiang manufacturing industry, which makes up for the deficiency of the existing literature, and aims at the present situation of the utilization of foreign capital quality in Zhejiang Province. This paper focuses on improving the level of technology management and improving the evaluation methods of inviting foreign investment, and puts forward some policy suggestions, such as encouraging multinational companies to establish research and development centers and bringing the quality of foreign capital utilization into the assessment system.
