保障性住房項(xiàng)目后評價(jià)研究

【摘要】:進(jìn)入21世紀(jì)以來中國經(jīng)濟(jì)飛速發(fā)展,人民生活水平不斷提高,住房問題作為反映生活水平的一項(xiàng)重要內(nèi)容正日益受到政府關(guān)注。當(dāng)前中國面臨著巨大的人口壓力,人民對住房的需求和住房無法保障廣大群體居住的矛盾已逐漸凸顯。針對保障性住房建設(shè)現(xiàn)狀,我國“十二五”規(guī)劃明確指出要繼續(xù)加大建設(shè)保障性安居工程,力爭盡快還清歷史舊賬,F(xiàn)今各地保障性住房建設(shè)工作正在如火如荼地進(jìn)行,但是作為這項(xiàng)改善民生的龐大工程,其建設(shè)的效果究竟如何,是否滿足了住房需求者的切實(shí)需要,是否實(shí)現(xiàn)了可持續(xù)發(fā)展等問題都需要經(jīng)過項(xiàng)目后評價(jià)才能了解清楚。將項(xiàng)目后評價(jià)相關(guān)理論應(yīng)用與保障性住房的建設(shè)管理之中,既具有很強(qiáng)的理論指導(dǎo)意義,又具有深刻的實(shí)踐意義。 本文對保障性住房項(xiàng)目后評價(jià)的理論和方法進(jìn)行了深入系統(tǒng)的研究。在后評價(jià)理論上,從控制論和系統(tǒng)論的角度指出項(xiàng)目后評價(jià)是一項(xiàng)系統(tǒng)工程,從項(xiàng)目的決策質(zhì)量開始,通過對實(shí)施效果、運(yùn)行狀態(tài)和項(xiàng)目發(fā)展方向的監(jiān)測,經(jīng)過控制系統(tǒng)的反饋調(diào)節(jié),對項(xiàng)目的運(yùn)行狀態(tài)進(jìn)行科學(xué)合理地調(diào)控,最終達(dá)到項(xiàng)目科學(xué)管理的目的,因此在對保障性住房項(xiàng)目進(jìn)行后評價(jià)的過程中十分重視對評價(jià)結(jié)果的反饋機(jī)制研究。在后評價(jià)方法上,論文對保障性住房的傳統(tǒng)分析方法進(jìn)行分析匯總,并從系統(tǒng)論的角度提出了項(xiàng)目后評價(jià)的系統(tǒng)綜合評價(jià)方法,研究了各評價(jià)方法的適用范圍和優(yōu)缺點(diǎn),通過對比指出系統(tǒng)綜合評價(jià)方法在處理多目標(biāo)、多層次、復(fù)雜問題上具有優(yōu)越性。在后評價(jià)的指標(biāo)體系建立上,論文通過對項(xiàng)目后評價(jià)相關(guān)文獻(xiàn)資料的深入研究,最終得出對項(xiàng)目進(jìn)行全面后評價(jià)的五項(xiàng)內(nèi)容。本文的整個研究過程中始終將現(xiàn)代管理理論、可持續(xù)發(fā)展理論、控制與反饋理論、系統(tǒng)論等貫穿在整個研究之中,堅(jiān)持定性與定量相結(jié)合的思想,依據(jù)實(shí)際情況進(jìn)行客觀、科學(xué)、合理的分析和研究。 最后本文以武漢市保障性住房建設(shè)和管理的實(shí)際情況為例,根據(jù)所構(gòu)建的模型對武漢市保障性住房進(jìn)行項(xiàng)目后評價(jià),分別得出武漢市保障性住房項(xiàng)目后評價(jià)體系中各方面評價(jià)值和最終的綜合評價(jià)值,并根據(jù)武漢市保障性住房建設(shè)中存在的問題提出了改進(jìn)的辦法和措施。目前國內(nèi)對保障性住房這一特殊的建設(shè)項(xiàng)目而言,涉及到的評價(jià)系統(tǒng)甚少,因此建立和逐步完善保障性住房項(xiàng)目后評價(jià)體系將成為保障性住房以后研究的重點(diǎn)。
[Abstract]:Since 21th century, China's economy has developed rapidly, and the people's living standards have been continuously improved. The housing problem, as an important part of the living standard, is being paid more and more attention by the government. At present, China is facing huge population pressure. The contradiction between the people's demand for housing and the inability of housing to guarantee the housing of a large number of groups has gradually become prominent. In view of the current situation of the construction of affordable housing, the 12th Five-Year Plan of our country clearly points out that we should continue to increase the construction of affordable housing projects. Strive to pay off the historical debt as soon as possible. Nowadays, the construction of affordable housing is in full swing, but as a huge project to improve the people's livelihood, what is the effect of its construction? Whether the real needs of those in need of housing have been met. Whether to achieve sustainable development and other issues need to be evaluated after the project to understand clearly. The application of the relevant theory of post-project evaluation and the construction of affordable housing management has a strong theoretical significance. It also has profound practical significance. In this paper, the theory and method of post-evaluation of supportable housing project are deeply and systematically studied. In terms of post-evaluation theory, it is pointed out that post-project evaluation is a systematic engineering from the perspective of cybernetics and system theory. Starting from the decision quality of the project, through the monitoring of the implementation effect, the running state and the development direction of the project, and through the feedback adjustment of the control system, the running state of the project is controlled scientifically and reasonably. Finally to achieve the goal of scientific management of the project, so in the process of post-evaluation of affordable housing projects, great importance is attached to the evaluation results of the feedback mechanism, in the post-evaluation method. In this paper, the traditional analysis method of supportable housing is analyzed and summarized, and the system comprehensive evaluation method of post-project evaluation is put forward from the point of view of system theory, and the applicable scope, advantages and disadvantages of each evaluation method are studied. It is pointed out by comparison that the system comprehensive evaluation method has advantages in dealing with multi-objective, multi-level and complex problems, and the index system of post-evaluation is established. Through the in-depth study of the relevant documents and materials of the post-evaluation of the project, the paper finally obtains five contents of the comprehensive post-evaluation of the project. In the whole research process of this paper, the modern management theory and the theory of sustainable development are always put forward. The theory of control and feedback, system theory and so on run through the whole research, insist the thought of combining qualitative and quantitative, carry on objective, scientific, reasonable analysis and research according to the actual situation. Finally, this paper takes the actual situation of construction and management of affordable housing in Wuhan as an example, according to the established model of Wuhan supportable housing project post-evaluation. The evaluation value and the final comprehensive evaluation value in the post-evaluation system of Wuhan supportable housing project are obtained respectively. According to the problems existing in the construction of affordable housing in Wuhan, this paper puts forward the improvement methods and measures. At present, there are few evaluation systems involved in the special construction project of affordable housing in China. Therefore, the establishment and gradual improvement of the post-evaluation system of affordable housing projects will become the focus of research in the future.
